Mayor - January 6, 1948 The. Council met in regular session with Mayor Fourtner presiding. The -roll 041� showed all councilmen present. The tJater Collectors report was read. A motion was made by Councilman McGibbon and seconded by Councilman Maxwell that the bills which.were approved by the finance committee be allowed and warrants be drawn on the proper funds, except the bills that are over the budget allowance be held over until next month. Motion carried. I Two.bids were received for a dump truck for the street department. One from Edmonds Motor Co., for $2374.14 and 2788.66, the bid from Hopper Chev. co. 'for $27.83. �. . A motion was made by Councilman Waggoner and seconded by Councilman that the bids be referred to the street committee for further investigation and 'a report be made at the next meeting. Motion carried. A motion was made by.Councilman Clausen and seconded by Councilman McGibbon that the Mayor'and Clerk be authorized to sign the contracts with.the. Puget Sound Power & Light Co., for power for the pumps. Motion.c arried A letter was read from frank 0. Sether, Asst. Commissioner of department of Public Lands to Pointer Williamette 'requesting that a meeting be held as soon as possible. A motion was made by Councilman McGinness and seconded by C.ouncilman.Maxwell that Februrary 3rd be set for the hearing, and the Department of Public Lands in Olympia, Pointer Wiliaamette.Co., The Chamber of Commerce and Edmonds Port Association be notified of said ineeting. iviotion carded. A'letper was read from the Edmonds Chamber of Commerce requesting that the Council cancel the removal order of the A?ointer Williamette dock, Council- man IMcGinness read a letter .from the trustees of the Edmonds Chamber of Commerce which was addressed to the Parr Board. in- regards to the dock, a motion. was made by Councilman McGinness and seconded by Councilman Tucker that this be referred to the Park committee for complete investigation and to bring in a report to the Council. Motion carried. Attorney Hunter prepared a quit -claim deed from.G. A. Carlstedt to the City of Edmonds. Mayor Fourtner referred this to the street committee before we accept it. Also. the attorney presented an application for the State Tide Lands,, just North of the City 'limits. Mr. Hunter asked for more time to prepared the Ordinance for the adopting the State Highway Code. He' also presented an easement to the Great Northern Railway Co., to cross Dayton Street with a pipe line. A motion was made by Councilm�an Tucker that the matter of licensing pin -ball machine be held over until the next meeting. Councilman McGibbon made an amendment to the motion that no license be issued. Attorney Hunter stated that as long as Ivbehave an ordinance covering the license of pin -ball machine we would have to issue a license. Councilman Maxwell reported that there was still a bad condition of water on the Brackett property, and it was suggested a catch basin should be in- stalled to take care of this, he also reported a had condition of garbage not :being taken care of in this neighborhood.. l ayyor Fourtner referred this to the street committee. Al motion was made by Councilman McGinness and seconded by Councilman McGibbon that the street committee be .given the power to correct this condition. Motionearried. Mayor Fourtner appointed Earl Colter as Aset. Street Supt., d motion was madeby Councilman McGibbon and seconded by Councilman Maxwell that the app- ointment be confirmed. Motion carried. Councilman McGibbon Chairman of the Safety committee stated the committee held a meeting January 6, and recommended the follow' 1. � separation be built in the police car, separating the driver compfrom the°rear compartment, at an estimated cost of $75, 2, that a stretcher, first aid kit, rope line, flares, flags, etc, be installed as equipment, 3. that public liatilitya property damage, fire & theft insurance be carried on the police cart but no collision insurance, on account of double rates are charged on Police cars. police 4. That a blotter be put in used.., which was reeommended'by the State Auditor' also two filet to be used by the policemen. 5. Committee recomends that the city install its own gas tank and pump, and purchase gas at wholesale rates, for use by all departments. 6.,Recommend that the Chief publicize any special services that the police perform;'such as checking street light.s,, checking homes when occupants are on.vacation, etc. 7. Comm. authorize McGibbon to check into needed changes in police car generator and battery set-up. B. �QoTn. authorize chairman to call a meeting to include the fire Chief, asst. Chief and others to discuss needs and future development of the fire .department.. Councilman McGibbon stated thatthe action of the gas pump be held up. A motion was made by Councilman Tucker and seconded by Councilman Clausen that this report be accepted. Motion carried, A motion 'vas made by Councilman. McGinness and se.concLed by Councilman Siefert that Ordinance 111o. 579, regulating the ldeation of gasoline pumps and fur- ther regulating sidewalk crossings from and to automobile service stations in the City of Edmonds and repealing Ordinance No. 577, be published. Motion carried. ' There: being no further business the meeting adjourned. City C rk May of January 20, 1948 The Council met in regular session with Mayor Fourtner presiding. The roll call showes all councilmen present. The Treasurers report was read. A motion was made by Councilman McGinness that the two bills for labor be paid and the bill for mr. Shirley be held up. A motion was made by Councilman Tucker and seconded by councilman Waggoner that Mr. Shirley be paid $100 for salary and $.60 for equipment maintenance. Councilman Tucker withdrew his motion. 1► motion was made by Councilman Clausen and seconded by Councilman Tucker that this bill be paid at this time and at the end of the month he be paid $200 plus overtime for equipment maintenance. Motion carried. Assessment Roll for L. 1. D. 60 came up for hearing. The question was brought up whether is was legal to transfer the money which was left over on the Dayton Street sewer outfall to the MapletStreet Sewer, which is a local improvement District. The Lttorney was asked his advice on this. !.fter a aonfL1zen-eet!rith the treasurer and Engineer the Attorney asked that the hearing be p6stponed until the next meeting. A motion was made by C ouncilman Tucker and seconded by Councilman McGinness that this hearing be held over, until the next meeting. Motion carried. A report was made by the street committee about the folling items. That the deed from Mr. Garlstedt be accepted providing there are no back taxes on the property. 2. A catch-bazin to be installed at the Northwest corner of the dead-end street of North Sixth street. 3. That Mr. Sheets connect to the sewer. 4. That the bid from Edmonds Moter Co., for a truck be accepted, for 2,872.32, with extras to the amount of 9188. The committee also recommend that the old truck be turned over to the water department and a record be kept of the cost - of maintainance and operation of each piece of city equipment. A motion was made by Councilman Waggoner and seconded by councilman Clausen that we accept the bid of the Edmonds Motor Co., including the extras for $3060.32. Carried by a unaminous vote of the Council. A motion was made by Councilman McGibbon and seconded by Councilman McGinness that the present truck be transferred to the water Department. Motion carried.. A motion was made by Councilman McGinness and seconded by Councilman Waggoner that a system be adopted determining the cost of.operationcof each piece of equipment, and the heads of each department being responsible for this record. Motion carried. Councilman Siefert suggested the installing, of a pump and gas tank. A motion was made by Councilman TcGinness that the Mayor appoint a committee to invest- igate the cost of this. This was seconded by Councilman Tucker. Motion carried. Mayor Fourtner appointed McGinness, Tucker and Siefert. The Engineer submitted recommendations for street loads.
