1948-04-20 Council MinutesA motion'was made,by councilman Clausen.and seconded by councilman McGibbon that the water committee recommended that the suet. Salary be $250 a month retrotractive from March first.. Motion carried. A report was made on the development of the new well. It was stated they were -getting 50 gallon per minute, that about �1330 was spent at the present time ~and ._it;, would cost 01500 to complete it. The -question came up if this well should be completed or to dig another well. A motion was made by. Councilman McGibbon and seconded 'by Councilman Tucker that the Engineer be instructed to go ahead and finish this well and call,for bids on another l weli .probably, at the Yost springs with an alternate b.id for a guarantee well. Motion carried. A motion was made by Councilman Maxwell and seconded by Councilman Siefert that the street Supt., Salary be set for �250 a month retrotractive from March first. Motion carried. Two bids 'were received for a road Maintainer. One from :A. H. Cox 8c for $3181, on terms for �3387, plus sales tax. Bid no. 2 from Feenaughty Machinery Co., for $3750 plus sales tax. A motion was made by councilman McGinness and sec,onded.by councilman Siefert that the bid from Feenaughty Machinery Co, be accepted. Passed by a unaimnous vote of the council. George Bacon asked for permission to use the Pointer Williamette Dock, for a landing place for the ferry which he was operating between Edmonds and Kingston. He stated he would be willing to repair the dock, also to let Pointer Williamette have use of it. A•motion was made by Councilman McGinness and seconded by,councilman Siefert.that the attorney take steps to acquire the,doek, also to arrange a meeting with the State representa- tive, Pointer-Williambtte and Mr. Bacon and work out some lease agreeltent,. Motion carried. asks Mr. Johnson who resided at tenth and Maple for more water in that vicinity so.they may have better fire protection. Kis was referred to the water committee for investigation by Councilman McGinness. Mrs. Morrissey, a representative from the Floretum Club, asked for. permission to put flower containers on the streets, so that flowers made be placed in them. A motion was made by councilman McGinness that the council was in favor of this idea but would like a more definite plan, with a second to the motion by councilman Maxwell. Motion a,ar}ried. A motion was made by councilman McGibbon and seeond.ed by councilman Tucker that more space, -be allowed the police department for parking of cars. Motion carried. Two letters were read to the council from the state Health department in regards to samples of water which weretttken from the proposed bathing beach area. There -being no further business the meeting adjourned. CIty Mayor April 90, 1948. The Council met in regular session with Mayor Fourtner presiding. The roll call showed all councilmen present. The bill.of George.Tebple for labor on the water in the amount of $96.80, was approved by the finance committee, and ordered paid by a motion from Councilman Siefert and seconded by council- man Clausen. Motion carried. A letter was read from Ira S. Harding, contradtor for the new water tank, that he guarantees workmanship and materials used -in building a wate:r.,tank. A petition was read to the council formthe grading.of Daley street from sev- eith avenue to the city limits. This petition not being a legal petition the Attorney drew up one for the signatures of the, property owners to sign. Mr. Berg asked for a water line along his property at ninth avenue north. A motion was made by councilman Maxwell and seconded by councilman.Siefert that this be referred to the water committee for investigation. Councilman McGinness reported that plans were be^ . e for the seal -coating of the streets on the North side of Main street. motion was made by councilman McGinness and seconded by councilman McGibbon that residents be notified that the alleys were to be widened to the regulation of 15 or 16 feet and request property owners to remove antY obstruction in the alleys. Motion carried. Councilman McGibbon chairman of the Safety committee reported that a two hour parking be established on Main Street from third avenue to sixth avenue, Dayton street from fourth to half way between fifth and sixth avenue, on fourth from Bell to Dayton Street,. on Pifth from.Bell to Dayton Street, for the hours from 9 A. M. until 6 P. M. also to allow the church to reserve a space for signs.- This made a motion by councilman McGibbon and seconded .be councilman McGinness. Motion carried. The State auditors report was •-I ,the City Council. There being no further business the meeting adjourned. i y er Mayor May 4, 1948 The Council met in regu]Lsx session with Mayor Pourtner.presiding. The roll call showed all councilmen present. The water collectors and treasurers reports were read. A motion was made by Councilman Tucker and seconded by councilman Clausen that sufficient money be borrowed from the current expense fund to take care of the water bills. A,motion was made by councilman McGibbon and seconded by councilman Waggoner that money be used from New Construction in the street fund to pay for the road Maintainer. Motion carried. A motion was made by councilman Tucker and see.ond.ed by councilman Siefert that the bills which were approved by the finance committee be allowed and warrants be drawn on the proper funds. A motion was made by councilman McGinness and seconded by councilman McGibbon that the bills from the Rich- field Oil Co., for $50 be held up and referred tbethe street committee for checking. Motion -carried., A motion was made by councilman Maxwell and seconded by councilman McGibbon that an emergnecy Resolution be Passed for the street Dept. to pay for the read maintainer from the amount budget for New construction. Motion carried. A number of people from Ninth Avenue North came before the council in regards to getting water to their property. A roll call vote showed McGibbon yes, Waggoner no, Tucker yes, McGinness yes,, Siefert yes, Clausen yes and Maxwell no. Mrs. Henderson came before the council in regards to water and oil from the Richfield Service Station running on her property. A motion was made,by Councilman McGinness and seconded by councilman Waggoner that this be re- ferred to the Street Committee. Motion carried.. A motion was made by Councilman Siefert that the Clerk notify the Richfield Service Station that they must take care of the excess water and oig which runs in the alley "from their station*. Motion carried. Hart Anderson came before the co�n�c1 and. asked for permission to install a sidewalk on Bell street on the%,side of his property.
