The_ Counoil met in. regular session with Mayor rourtner presiding. The -roll
call showed all councilmen present.
The water collectors report was read.'. A'motion was made by councilman
McGinness and seconded by oouncilman .Clausen that. the bills which were
approved by the,Auditing committee.be allowed and warrants be drawn on
the proper funds. Motion carried.
A letter was read to'the Council in'regards to', the motor for the booster
pump in. South. Edmonds, which was burned .,out. 'A"motion was made by. c.oundll-
man Maxwell and seconded by councilman Waggoner that this be referred to
the grater committee. . Motion carried.
The Clerk reported she had received the approval from the state Finance.
`Committee for th using of the balance of money from the Dayton street
sewer outfalla State automobile Testing Station.
No bids have been received for the testing station or for Bounds for a
garbage dump.
Mayor Fourtner expressed his thanks to the people for their co-operation
during his term of office.
Paul McGibbon was sworn in to the office of Mayor by attorney Holte.
Mayor McGibbon sworn in Mrs Anita_Busoh for City Clerk, Ernie Vollin for
Councilman at large, T. M. Tucker, councilman First ward, Audrey Engels
councilman second Ward, and Claude Savage as councilman Third ward.
Mayor McGibbon made following appointments, Street, light & sewer
committee, MoGinness, Chairman, Savage and Maxwell. Water committee
Tucker, chairman, Engels and Waggoner. Safety committee, Maxwell,
chairman, Engels, & Vollan, Chief of Police & fire Chief. Park Committee
Cleve Little, chairman, Max Meyring and Waggoner. Auditing committee,
Vollan, Tucker and Waggoner. Finance committee, Mayor McGibbon, Womer,
McGinness, Maxwell, Vollan and Busch. Appointments for Police Judge
Ray H. Doty and Water collector, Anita Busch.
Councilman Maxwell recommended James Astell for the Vire Chief. mayor
McGibbon appointed Astell for Pire Chief. L vote bf thanks was extended
to mat Engels for his faithful service to the City of Edmonds.
An application for a liquor license for the Polar Bear uud:ara Class H .
was turned over to the attorney for investigation and referred to the ,8'afety
committee, and the clerk was asked to notify the Liquor Board for thirty
days to make the investigation, by a motion made by councilman Tucker and
seconded, by councilman McGinness. Motion carried.
A letter was read from Union Oil Co., in which they ask for the extending
of the four inch water main south of our present water main along Yost
Admiral Way. This was referred to the water committee by a motion made
by councilman McGinness and seconded by councilman Waggoner. Motion
carried.
Attorney Holte reported it would cost approximately $200 to get title report
Ir���� for the Stroeta ad-dbining the North & south city limits. A
mo on'was made by councilman Tucker and seconded by councilman Waggoner
that the street committee find out all they possible can in regards to
this. Motion carried.
A motion was mc:de by councilman Waggoner and seconded by councilman
McGinness that the Mayor appoint a committee for the preparing of a
building and fire code and to be reported on at the January 18 meeting.
Motion carried. Mayor McGibbon appointed Fire Chief, Vollan and Waggoner.
Mr. Lawson came before the council in regards to a water line along Daley
street from seventh to Eight street and to have the street put to grade.
A motion.was made by councilman McGinness and seconded by councilman Tucker
that these be referred to the street and water committee for future devel
opment. Motionearried.
The Clerk was asked to re -publish the call for bids on the testing slab,
and a site for garbage dumping, by a motion made by councilman Tucker
and seconded by councilman MCGinness. Motion carried.

January 18, 1949
The Council met in regular 'session with Mayor McGibbon residing. The roll
call showed all councilman present. The Treasurers report was read.
Al letter was reads:from the .Puget Sound Power & Light Co. in whibh they
state service was installed January 12,, 1949 for the welder at the City
garage. , `
Two bids were received for the Testing Station at the City park. One
bid from W. L. Jones, for $2455 and the other from Lawson & Lawson for
1616. plus State Sales Tax. L motion was made by Tucker and seconded by
Savage that the bid Zrom Lawson ,& Lawson without the extra finish be
accepbdd. Motion carried.
Mayor McGibbon suggested the Engineer draw up the contract with Lawson
and Lawson. d motion was made by councilman Maxwell and seconded by
councilman Tucker that Max 1.1eyring be inspector on the jpb. Motion carried,
Councilman Maxwell reported on behalf of the safety committee, that the two
applications for the sole of liquor, at the Grill and Polar Bear, were
approved on an equal basis. A motion was made by councilman Maxwell and
seconded by councilman Savage be approved. Motion carried.
Councilman McGinness reported on the damage which could be done to the streets during
the time of thawing. A motion was made by councilman McGinness and seconded by
Councilman Tucker that the Council order "'no vehicles exceeding a gross weight of
4000# be permitted to use the black -top streets during the period of thawing, which
may be ordered by the Mayor, and any expections cleareddthruough the Chief of Police.,
Motion carried. A motion was made by councilman Tucker and sedorided by Councilman
Maxwell that any violation of this be classed as a misdemeanor and a penalty be charged.
Motion carried.
A motion was made by Councilman Maxwell and seconded .by councilman Waggoner that the speed
limit from the south City limits to Walnut Street be changed from 25 miled per hour to
35 miles -per hour and it be so posted. Motion carried.
A motion was made by councilman Waggoner and seconded by councilman Tucker that the Un ion
Oil Co., perpermitted to connect to our four inch water line along Yost Admiral Way
and the four inch line on Meacham Avenue which they are going to abandon, all legal
rights and franchise is to be turned over to the City. The Union Oil Co. is to pay for
the four inch meter and'line to be extended, and calve if one is necessary. Motion carried.
Councilman Waggoner reported the committee was working on a building and Fire Code.
Councilman ViblIan reported a cost of $35 to poison the rats at the garbage dump, and
we are.to provide a notice to the people when this is to be done. A motion was made by
Councilman Tucker and seconded by councilman Waggoner that we employ Mr. Ludington
to poison the rats for $35 and a notice be put in the paper about same. Motion carried.
Mayor McGibbon appointed a committee Engels, Tucker & Waggoner, to protect the City for
sanitation as well as responsibility. A motion was made by councilman Tucker that the
Council authorize the use of the park for garbage dumping- No second to the motion.
Mr. Fourtner asked for permission to fence off the sidewalk on Fifth Avenue in front of his
property while constructing a building. This motion was made by ouncilman McGinness and
seconded by councilman Waggoner. Motion carried.
Police Judge Ray Doty asked for space to hold his court, with a desk and a filing cabinet.
