A motion was made by.Councilman Savage and seconded by -councilman Maxwell that we published
a call for bids. Motion carried.
A motion was made by Councilman Maxwell and seconded by councilman McGinness that the signs
in the bus loading area be replaced. Motion carried.
Councilman Maxwell stated he would like to hear from people who are interested in having
street lights installed in his district.
A motion was made by councilman Tucker and seconded by councilman Maxwell that we call
for bids for 5000 feet of four inch cast iron pipe and 5000 feet of six inch cast iron
pipe and 40 hydrants with fittings. Motion carried.
A motion was made by Councilman Tucker and seconded by councilman Savage that the 3/4
inch lines that are in one ditch in South Edmonds be replaced by a 2 or 4 inch line
which is more feasible.. Motion carried..
Councilman Waggoner asked the question of "How long is our Fire Truck going to be taken
outside the_City. After some discussion a motion was made by Councilman 1°laggoner and
seconded by Councilman.Tucker that our fire apparatus be kept within our City limits
except when the fire chief gets a call from another fire chief of another district,
effective as of October 18. Councilman Tucker made an amendment to the motion that we
give protection to a district that is in process of obtaining a fire district. Council-
man Savage seconded this motion. A vote on the amendment showed Vollen yes, Waggoner no,
Tucker yes, McGinness no, Maxwell no, and Savage yes. Therebeing three yes and three no
Mayor Mcgibbon had a vote which was yes. A vote on the motion as amended showed Vollen
yes, Waggoner no, Tucker yes, McGinness.yes, Maxwell no and Savage yes.
A motion was made by councilman McGinness and seconded by councilman Savage that Policeman
H_aakon.IA[all be a representative of the Council for the inspector to determine the damage
done to the Meyring house by fire. Motion carrs&d.

The Council met in regular session with Mayor McGibbon. presiding. The roll call showed
the following councilmen present Vollen, Tucker, McGinness, Engels, Maxwell and Savage.
The Water Collectors report was read. A motion was made by Councilman mcGinness and
seconded by councilman Tucker that the bills which were approved by the auditing
committee be allowed and warrants be drawn on the proper funds. Motion carried.
A motion was made by councilman Tucker and seconded by councilman Engels that the
two bills from the United Paving Co., be paid upon approval of the Engineer. Motion
carried.
A motion was made by councilman Tucker and seconded by councilman Maxwell that taayment

A motion was made by councilman Maxwell and seconded by councilman McGinness that the
bill for grading be paid. Motion carried.
A motion was made by councilman Tucker and seconded by councilman Savage that the bids for
pipe be rejected. Motion carried.y
,Three bids were recieved for the purchase of Water Bonds, one from Foster & Marshall
for a $60,000'issue, they will pay $100 for each $100 par value, plus a total premium of
$180 with 23/4% interest rate.. The bid from First 1Flashington Corporation with��the
interest rate of 2 3/4'% and a premium of $151. The third bid from the First'National
Bank of Everett with an interest rate of 22 and 214%. A motion was made'by oouncilman McGinness
and sedonded by councilman Tucker that the b id from the First Natipnal Bank of Everett
be accepted for the amount we decide upon. Motion carried.
A motion was made by Councilman McGinnessdandcsedorided by:councilman Maxwell that Ord.
No. 596, which provides for payment of $100 to connect to a iMeral sewer if said
property is not within'a Local Improvement district em890ecarried.
After an extensive report from Councilman Tucker in w hich he stated a meeting with
Washington Surveying and Rating Bureau showed that lower insurance rates could come
from fire equipment improvements rather than added hydrants. The committee recommended
installing 15 hydrants instead of 40. He also stated the purchase of about 9000 feet
of six inch pipe and 3500 feet of 8 inch to replace smaller lines. A motion was made
by councilman McGinness and seconded by Councilman Savage that the Water Committed
conduct their survey.on one large project and confer with the safety committed -in regards
to the safety conveniences. Motion carried.,

The letter which was read from the Great Northern Railroad Co. in which they adk for
permission to fill two water holes between Bell and Edmonds Streets and to install a
culvert on Bell street was referred to the street Committee by a motion made by Councilman
Tucker and seconded by councilman Maxwell.' Motion carried.
A motion was made by Councilman Tucker and seconded by Councilman Maxwell that' the
notice for taking water out of the ground, for the -new well be published.in the paper.

A report on the.111eyring house, from the committee showed Mr. Hovde as not in favor of
repairing:the building, Mr. ?'Mall states it is over 50% destroyed, And Mr. Morse states
that the building id good enough for a remodeling job,.
Fire:Chief James Astell protested against prohibiting the Fire Truck outside .the City
limits. A motion was made by Councilman Tucker for a reconsideration of taking our Fire
truck outside £he city limits. No.further actimnawas takem.

The Council met in regular session with Mayor McGibbon presiding. The roll call showed
the following Councilmen present Vollen, Waggoner, Tucker, McGinness, Engels, Maxwell
' and Savage.
The Treasurers report was read. A motion was made by councilman Tucker and seconded by
Councilman Savage that the bill of Van Dlac for $131..25 for police duty be allowed
and'a warrant be drawn for aame. Motion carried.
This was the night set for a hearing on :Fezon]�ng n ; code. A letter was read from Don
Phillips in which he asks for permission to build a frame building, to be used for a
meeting place foie the Boy Scouts. After some discussion a motion was made by Councilman
Tucker and seconded by -councilman Maxwell that he permitted to construct this building,
to conform with the building code, for the use of the,Scouts only. Motion carried.
Also a letter was read from Dr. Richard Goodhope, in which he asks for permission to
construct a physicians office on the North side of Bell Street between Fourth and
Fifth Avenues. The building to be 30 X 60 feet with a brick front. After some discussion
a motion was made by councilman Waggoner and seconded by Councilman Tucker that this
special permission be granted. A roll call vote showed Vollen no, Waggoner yes,
Tucker yes, McGinness yes, Engels no, Maxwell no,. Savage no. There bing a vote of
four no and 3 yes, •A motion was made by councilman Maxwell and seconded by councilman
Savage that this property, the West 30 feet of Lot 1 Block 2, be rezoned for Commercial
Zone but not included in the Fire Zone. A roll call vote showed Vollen no, Waggoner
yes, Tucker no, McGinness no, Engels yes, Maxwell yes and Savage yes.
A extg[Ejv8freport was given by Councilman Tucker, chairman cf the water committeeto
replacepour present water mains with larger pipe, and to extend the line along Olympia
Avenue.
Chouncilman McGinness reported that the street Committee was not in favor of vacating
the alley between 9th & 10th avenue as per request of Mr. Jurgensen. He also reported
that the County would put in the pipe and build up the bulkhead at the culvert on
Seventh Avenue if the city will pay for the pipe, which is 68 feet of 24 inch pipe.
Mayor McGibbon referred this to the street committee.
The date for the hearing on L:. I. D. 62 and 69 was s;etJor December 20.
