The Council met the regular session with Mayor McGibbon presiding. The roll call
showed the following councilmen present Vollan Tucker, Waggoner, McGinness, Engels,
and Maxwell.
The water collectors report was read.
A letter was read from Cleve Little in which he submits his resignation as Chairman
of the Park Board. Mayor McGibbon stated that he accepts his resignation with regrets.
A motion was made by councilman Waggoner and seconded by Councilman McGinness that the
Clerk write a letter to Cleve Little expressing our appreciation for his faithful
service to the city of Edmonds. Motion carried.
A letter was referred to the street committee, from the P. U. D. in which they ask for
permission to put in light poles, which was made a motion by Councilman Tucker and seconded
by councilman Maxwell. Motion carried.
A motion was made by councilman Waggoner and seconded by Councilman Engles, where necessary
10 cents per mile be allowed for City business: Motion carried.
A motion was made by Councilman Maxwell and seconded by.Councilman Waggoner that the bills
which were approiaed by the Auditing Committee be allowed and warrants be drawn on the proper
funds. Motion carried.
Three bids were received for a pick-up truck. One from Edmonds Motor Co*"for $1459, less
100 allowance for the old truck, making total price of $1359.00, Hopper Chevrolet Co. bids
was 1518.75 less a trade in of 158.75, making a total prices of 1360. also a bid from Everett
truck Sales for a pick-up truck 1775. less trade in 151.75 making a total price of 1623.25.
A motion was made by councilman Tucker and seconded by councilman Waggoner that these bids
be referred to the Street and,Water Committees for consideration and to report at the next
meeting. Motion carried.
This was the night set for the hearingon rezoning the Southwest corner of Fifth and Howell
way. Councilman Maxwell stated the widening of.'the Fifth Avenue should be taken under consideration.
A motion was made by councilman Tucker and seconded by Councilman Vollan that this property
be rezoned from a residential zone to a commercial zone. I -lotion carried.
The petition of Philip Smart in°which he states he would like to purchase the West 15 feet
of lot 29 in Block 121 was read to the council. A motion was made by councilman Tucker and
seconded by councilman McGinness that the Clerk call°for bids, tirith the Council -reserving
the right to reject any or all bids. A roll call vote showed Vollan yes, Tucker yes,
Waggoner no, McGinness yes, Engels yes and Maxwell no. Motion carried.
Attorney Holte prepared a Resolution for the renaming of the Horth City limits Street
to Caspers Street. A motion was made by councilman Vollan and seconded by councilman
Waggoner to accept this Resolution of naming this Street Casper Street. Motion carried.
People living on Fourth Avenue South asks for a reconsideration of having the sub -station
on that street. Mr. Shaw outlined plans for the sub -station, he stated there would be
a cyclone fence around the property which would-be 8 feet high, also poles would be 50
feet high with a lawn in front of the sub -station, he also stated they did not have another
site. A motion was made by councilman Tucker that we request the Power Co., to investigate
the availability of an alternate site and request them not to begin building and to meet
with the Council one week,from tonight.
A motion was made by councilman Engels that the Council reconsider the motion of last week approving t
the location of the sub -station. A motion was made by councilman Tucker and seconded by
Councilman McGinness 'to re-open'and continue this matter at a special meeting. Motion carried.
A motion was made by Councilman McGinness and seconded by councilman Tucker that the P. U. D.
be requested not to proceed with their construction until after the next meeting. Motion carried.

Councilman Maxwell, chairman of the safety committee; recommended that the Attorney write
to the Army Req.:Y-Offj;gei�hat the City has no objection to their sign being placed on the
sidewalk, that we will not be responsible for any accidents accuring from same, this was
made a motion by councilman Maxwell and seconded by councilman Waggoner. /lotion carried.
Mayor McGibbon appointed Clarence Hawkins for a relief patrolman two nights a week and he

Mayor McGibbon recommended that the Police Judge use the City Hall for his work at night
and the former office of the Clerk be turned over to the police department.
A motion was made by councilman Tucker and seconded by councilman Waggoner that the used desk
for the police department be purchased for $15. Motion carried.
A motion was made by councilman Maxwell and seconded by councilman Vollan that directional
signs to the City Hall be -painted. Moti on carried.

A motion was made by councilman Tucker and seconded by councilman McGinness that the Park
Board be authorized to beautify the ground in front of the Library building and to
dispose of the shrubs as they see fit. Motion carried.
Councilman 'fucker reported the Drilling Co. was down 85 feet with the new well in North
Edmonds. A motion was made by°c.ounci.lman Tucker and seconded by Councilman Maxwell that
the Attorney be instructed to re -open negiotations with the Yost Estate to purchase the
40 acre tract of land. Motion carried.
The request of Mr. Sommerseth for the disposing of water running on his peoperty, was
referred to the street committee.

A Motion was made by councilman Savage and seconded by Councilman Engels that the bills
which approved by the,.auditing committee be paid. Motion carried.

A petition was read to the Council in which they adk to have First Avenue North changed
to "Sunset Avenue". This was referred to the Street Committee.
A letter was read from the-N. C. Jannsen Drilling Co., in which they ask for a extention
of time on the drilling of the well, until May 1.A motion was made by Councilman Tucker and
seconded by councilman McGinness that the time be extended until April 5. Motion carried.
Mayor McGibbon recommended that Mr. Willaims and Pakkala be notified by our Attorney that
condenmation proceedings are being started with a thirty day time limit. This was made a motion
by Councilman Tucker and seconded by councilman McGinness. Motion carried.
Mr. Steel General Supt. and Mr. Murray Manager of the P. U. D. came to the Council and
expalined to them and the people living on Fourth Avenue South the additional cost to the
Company and also the delay if their sub -station is put on another site in Edmonds. A
motion was made by Councilman 11.1aggoner and seconded by councilman Savage that the P. U. D.
be authorized to construct the sub -station on the property they own under the Building
Code, Section 11. Councilman Vollan made an amendment to the motion to postpone this hearing
one webk for a hearing on.a site at eighth and Walnut street, and a report from the P. U. D.
Councilman Waggoner recinded his motion and Savage his second. A motion was made by
Councilman Vollan and seconded by councilman Engels that a hearing be set for next week
for a sub -station to be placed at Eithth and Walnut. A vote showed Vollan yes, Tucker yes,
Vaaggoner no, McGinness no, Engles yes, Maxwell no, and Savage yes.

Permission was granted by the street committee to move one,- ole at 3rd L Howell way and
to set one new pole on Howell wa7., and to hold up the insi�alling of a pole on sprague St.,
was made a motion by Councilman McGinness nd seconded byy councilman Maxwell. Motion carried.
C� id was received for the sale of the west 15� feet of lot 29 in Block 121, from P. M.
Smart for $250. A motion was made by Councilman M cGinness and seconded by councilman Savage
that we accept this bid. A vote showed Vollan yes, `?Tucker yes, McGinness yes, Engles 'Tes,
Maxwell no, and Savage yes.
Attorney Holte recommended. that the City take out a blanket policy for the protection of
our equipment, which was referred to the safety committee.
Mayor McGibbon recommended cashing of $305000 6f Water Bonds. A motion was made by Councilman
Tucker and seconded by councilman Vollan that the Treasurer cash in $30,000 of water Bonds
as of April 2. Motion carried.
Attorney Holte reported he had received a letter from the Yost Estate in regards to the
purchase of the 40 acres of property at a price of $;22,500 for the 40 acres and lots in
Block 38 and 39. It also states that we can pay for this over a period of twenty year
with interest at 41o. A motion was made by councilman Tucker and seconded by councilman
McGinness to referr this to the Finance Committee for a report at the next meeting. Motion
carried. °
A motion was made by Councilman McGinness and seconded by Councilman Waggoner that the water committee
bring in recommendations for the revision of the water rates for industrial houses. Motion
carried.
A motion was made by councilman Tucker and seconded by Councilman Engles that twe purchase
the New 1950 Ford truck from Edmonds Motor Co., for $1459, less $100 trade in on the old
Chevrolet truck. Motion carried.
A motion was made by councilman McGinness and seconded by councilman Maxwell that the grade
established on Alder street between Fifth and Sixth Avenue be ad&pt,ed. Motion carried.
