The Council met for a special session with Mayor McGibbon presiding. The roll call -showed
Councilman Waggoner, Tucker, Vollan and Maxwell present.
The petition for the annexation of the Kellogg addition to Edmonds was presented for con-
sideration. A motion was made by councilman Vollan and seconded by councilman Tucker that
the Attorney be instructed to -check the petition for signatures and to publish a notice of
hearing for the annexation May 2. Motion carried.
A motion was made by councilman Tucker and seconded by councilman Maxwell that the Clerk
call for bids on 2000 feet of eight inch cast iron pipe, cement lined, fob cars Edmonds.
Bids to be opened May 2. Motion carried.

May 2, 1950
The Council met for the regular session with Mayor McGibbon presiding. The roll call
showed the following councilmen present Tucker, Waggoner, Vollan McGinness, Maxwell and
Savage.
The water collectors report was read. A motion was made by councilman McGinness and
seconded by councilman Savage that the bills which were approved by the Auditing com-
mittee be allowed and warrants be drawn on the proper funds. Motion carried.
Five bids werereceived on the eight inch cast Iron pipe. Pacifice States Cast Iron of $1.94
American Cast Iron Pipe Co., for 1.99 , Pacific Water Works Supply for 1.975, Hugh
G. Purcell Co., 1.99, John Mansville 1.82 for Asbestos -cement pressure pipe. A motion was
made by councilman Tucker and seconded by councilman Maxwell that we accept the bids from
Pacific States Cas.t.Iron Pipe Co., for $1.94 per for for 2000 feet of cast iron Pipe Class
150, thin cement lined, fob cars Edmonds. Shipment to be made from 7 to 10 days. Motion
Carried.
A petition protesting the annexation between 8th & 9th and between Cedar and Fir street
was read to the Council. After some discussion a motion was made by councilmam Tucker
that this piece of property be excluded from the annexation. There being no second to
the motion a motion was made by councilman Maxwell and seconded by councilman Tucker
that the petition submitted including all the property.be annexed to the City of Edmonds.
Passed by a unaminous vote of the Council.
Ordinance No.601 which was drawn up by the Attorney for this annexation was ordered
Published.

A l6tter was read from Claudd Savage in which he states because of his health condition
he is resigning as Councilman of the Third ward effective June.l.
A motion was made by councilman McGinness and seconded by councilman Maxwell that the
P. U. D. be granted their request to break down the curb and gutter on Fourth Ave. So.,
according to the specifications on file and under the Supervision of the Street. Supt.
Motion carried.
A check for $919.55 and letter was r6cei.ved from Union Oil Co., for repairs of Third
Avenue south, for the damage done to said street during the winter. They ask for a formal
release on the liabilities for repair of the street. A motion was made by councilman
McGinness and seconded by councilman Tucker that the check be returned to Union Oil Co.,
and ask that it be made out to the United Paving Co. and the check to be returned to the
City. An amendement to the motion was made by Councilman Tucker and seconded by councilman
Savage that we ask for a certified check and that a realese be given upon receipt of the
certified check. a vote showed the amemdmentrcarried. A vote on the motion showed it carried.
Mr. Hammond mane a report to the council on the new well, he stated an aeration tabk will be
necessary and we should call for bids on two pumps as per specifications drawn up.
A motion was made by councilman Tucker and seconded by councilman Maxwell that wecall for
" bids for two pumps. bids to be opened May 16. Motion carried.
A motion was made by council an Tucker and seconded by councilman Maxwell that we call for
bids for an aeration tank. Motion carried.
A motion was made by councilman Tucker and sedonded ly councilman Maxwell that we approve
the memo drawn up by the Mayor and N. C. Jannsen for the payment of $5000, for one well
and he is to drill another well on this groperty. Motion carried.
A motion was made by councilman Tucker and seconded by councilman Savage that the balance be
paid Mr. Davison for the purchase of the property. Motion carried.
A motion was made by councilman Savage and seconded uy councilman Vollan that Mr.
Jannsen be paid $5000 for the drilling of the first well. hloti.oncarried.
A motion was made by councilman Tucker and seconded by councilman Waggoner that the
General Engineering Co., be paid $500 on account and the payment of $40 be paid to
Northwest Laboratories for analysis of thw Water. Motion carried.
A motion was made by councilman Tucker and seconded by councilman Savage that we purchase
the Yost 40 acres and $1000 down be paid from the Park Fund. A roll call vote showed
Tucker yes, Waggoner no, Vollan no, McGinness no, Maxwell no and Savage no.
A motion was made by councilman McGinness and seconded by councilman Maxwell that the
Engineering Meyring be instructed to establish the grade on I wl�owv&c�R#gthl�from Howell
at a cost of $65. Motion carried.
A motion was made by councilman M el an seconded by councilman Waggoner that Mr.
Jurgensen if notified that he canno%" e 72 foot alley joining his property. An
amendment to the motion was made by councilman Tucker and seconded by councilman Savage
that he is to show cause of why the restriction. A vote on the amendment showed it did
not carry. A vote on the motion showed they were ig favor of it.

Memo drawn up by Mayor McGibbon: The following agreement (tentative) has been reached
between Paul McGibbon and N. C. Jannsen, regarding drilling at Edmonds. 65000,payment
to be made by City of Edmonds to.Mr. Jannsen, upon acceptance of 300 gallon well by
City of Edmonds. Acceptance.of well must be secured by written approval of State
Health Department, also by certified flow statembnt from Mr. George Hammond.
Further, Mr. Jannsen a°grees to start drilling on same property for second well,
in order to bring water availibility up to 500 gallon per minute. This drilling is to
start for a second gyducing well with' 15 da

which will, state the number of days allowed for fulfillment of minimum gallonage delivery.
This contract is to give the City of Edmonds every protection afforded by the original
contract, and will stipulate the method of completing payment to Mr. Jannsen, when total
of 500 gallon flow is secured. " ,
It is understood that the second well will draw from a different level that the first
well, thereby protecting the supply of the firstwell.
It is further understood that the driller will be entitled to all payments stipulated
in the original contract, at such time as 500 gallon per minute of water is available.
This memo is a basis for mutual agreement on continuance of work, and is tentative
only until a new contract is written between the city of Edmonds and Mr. Jannsen.
Upon signing of this memo the City of Edmonds can go ahead and order materials needed,
and Mr. Jannsen can feel assured of the said city's good faith, as regards their

The Council met for the regular, session with Mayor McGibbon presiding. The roll call
showed the following councilmen present Vollan, Tucker, McGinness, Engels, Maxwell
and Savage.
The Treasurers report was read. The State Examinerts report was read to the Council.
A motion was made by�councilman Tucker and seconded by councilman Savage that vie purchase
the piece pf property 40feet by 132 feet from.mrs. Ingram for $105 for a right of way,
and the City is to pay for the title insurance on this property. Motion carried.
Five bids were received for two pumps. A motion was made by councilman Tucker and seconded
by Councilman Maxwell that the bid from Cascade Machinery Co., be accepted at a cost of
960.70 for a Pomona deep well turbine pump with magnetic starter., and 651.18 for a
Fairbanks- Morse split case pump,plus sales tax making a total of $1660.24, with delivery
within two weeks. Motion carried.
Five bids were received for an areation tank. A motion was made by Councilman MCGi1r1zrea6
and seconded by councilman Tucker that we'accept-the bid from Pointer Williamette Co.,
for $927 including state sales Tax, with delivery within two weeks. Motion carried.
Councilman Tucker made a motion to raise the water rates for commercial users from 40
rate to 5¢ inside the city limits and 6¢outside the city limits. After some discussion
Tucker withdrew his motion.
A motion was made by councilman Tucker and seconded by councilman McGinness that the
sprinkling rate be for 100 per hundred cubitfeet over the minimum charge for four
months, Motion carried.
A letter of resignation from Ross Waggoner was read to the Council. Several names were
suggested for new councilmen for the First and Third wards. A motion was made by councilman
Vollan and seconded by councilman Tucker that a,nominating committee be set up to contact
