June 5, 1951
The Council imet.for its regular session with Mayor McGibbon presiding. The roll•call
showed the following councilmen present Vollan Tucker, Tuson, Maxwell and Holmquist.
The oath of office was given to the newly elected officers, Al Holte, Attorney,
W. W. Womer Treasurer, Vic Holmquist, councilman at large, Gordon Maxwell Councilman
Third ward, four year term, A. B. Miller Councilman third ward, two year term, Donald
Tuson Councilman First ward, four year term, and Ernie Vollan councilman second ward,
four year term.
The water collectors report was read.
A letter w as read from the Al derwood water District in regards to' their serving two
customers with tiwater'on the west sideof.Terrace Load. This was referred to the water committee.
A letter was read from S. T. Engebretsen, who resides on the -water front, about the
noisy parties late at night on the beach. A motion was made by councilman Maxwell and
seconded -by councilman Tuson that this be referred to the park board for action.

A motion was made by councilman Vollan and seconded by councilman Tucker that inview
of an emergency that the bill from Cascade Machinery Co., be paid.. Motion carried.
A motion was made by'councilman Tucker and seconded by councilman Maxwell that the
bills which were approved by the finance,committee'bealloiwed and warrants be drawn on
the proper funds. Motion carried.
Roy Cooper Who lives on Third avenue south came before the council in regards to his
not getting sufficient Water after two customers had been added to his line. This was
referred to the water committee for action.
A motion was made.by councilman Tucker and seconded by Holmquist that the .finance
committee bring in a report next councilmeeting on the means of paying the water bills.
Motion carried.
A motion was made by councilman Maxwell and seconded by councilman Vollan that the
amendment to the code, that it shall be unlawful for any person or firm to sell cigarbttes
through a cigarette vending machine in any public place in the city df Edmonds where
minors are allowed, provided, however, cigarette vending machines may be used in public
places where minors are allowed if the said vending machines are located in such a
manner that they can be operated only by the owners, operators or employees of said
public place of business, be passed and published. Motion carried.
The Clerk was instructed to write the State Highway department in regards to painting
the crosswalks on the Highway inside the City limits of Edmonds.
Mayor McGibbon stated he would write the Alexander Paint co. thanking them for the painting
which was done at the City Park.
A motion was made bycounciiman Tucker ande%� n�84 by councilman Tuson that an Emergency
Ordinance be drawn up to take care of the a ary for the attorney for the remainder of
the year. Motion carried.
Therebeing no further business e meeting adjourned. /

June 19, 1951
The Council met for its regular session with Mayor McGibbon presiding. The roll call
showed the following councilmen present Holmquist, Tucker, Tuson, Vollan, EngIls,
Maxwell and Miller.
The Treasurers report was read to the Council. heletter was read from the State Highway
Department that they no longer paint the crosswalks inside the city limits, that it is
up to the city to do this. work.
A letter was read from the Alderwood later District in which they state they will not
be able to furnish the City of Edmonds water during the dry season.
The Finance committee recommended the transfer of $1300 from the Street reserve fund
and,$2000 from the L. I. D. Guarantee fund to the water fund to meet the expenditures
of the water department, said money to be paid back by the first of the year. This
was made a motion by councilman Tucker and seconded by' councilman Maxwell. Motion
carried.
A motion was made by councilman Vollan and seconded by councilman Maxwell that an
addition to the Code for a 1/ occupaition tax on the gross revenues of public utility
districts derived from the sale of electricity within the city of Edmonds, be passed
and published. Motion carried.
