1952-10-21 Council MinutesThe water Collectors and Treasurers reports were read to the Council. A motion was made by councilman Tucker and seconded by councilman Maxwell that the bills which were approved by the auditing committee be allowed and warrants be drawn on the proper funds. Motion carried. The Clerk was authorized to pay 85% due the contradtor on L. I. D. #70 when a letter has been turned in from the Engineer that the work has been done. A motion was made by councilman Maxwell and seconded by councilman Vollan that Mr. Womer be paid $97.90 for money due him for work on the Building Code. Motion carried. Mr. Sommerseth came.before the Council and asked to have the alley between Daley & Sprague streets in Block 64 vacated. A motion was made by councilman McGinness and seconded by councilman Tucker that the Ordinance NoS/%vacating the alleys in Block 42, 42 and 64 be recovded. Motion carried. bars. MaoLean came before the Council and stated because of the street work being done on Ninth Avenue she did not have access to her garage at ninth and Maple street. A motion was made by couneililan McGinness and secondedby councilman Engels that the Engineer be instructed to take what steps is necessary to prevent erosion. Motion carried. A letter was read from Mr. Abelson and Mr. Hall in regards to exchange of property. A motion was made by councilman McGinness and seconded by councilman Maxwell that we pay $1250 for Mr. Abelson -Is property. M tion and second was withdrawn. A motion wasomade by councilman Tucker and seconded by councilman McGinness for a reconsideration on the exchange of property. Motion carried. A motion was made by councilman Tucker and seconded by councilman Vollan to trade lots 16, 17, 18, 19 and 20 in Block 37 plat of the City of Edmonds owned by Mr. Abelson for a piece of property owned by the City of Edmonds, described as follows, that portion of the west 830 feet of the south 310 feet of the SE 1 of the S E 1 Section 24 T 2.7 Range 3 East WM lying Northeasterly of the County road. A roll call vote showed Tucker yes, Vollan yes, Engels yes, Maxwell no, Holmquist yes and McGinness yes. A letter was read from Rex Willis asking to have a grade on Daley street between 9th and 11 street. A motion was made by councilman Maxwell and seconded by councilman McGinness that the esgineer establish the grade and a plan be submitted, at a cost not to exceed $50. Motion carried. A letterwasreadfrom Mrs. John Boshart in-nhich seh asks that the property adjoing hers be cleaned up. This was referred to the code bommittee. A motion was made by councilman Vollan and..seconded by councilman McGinnessffor the adoption 6f Ordinance No. 626 for a special election forba bond issue for a new fire truck in the amount of $11450. Llotion carried. A motion was made by councilman McGinness and seconded by councilman Maxwell for the water department to make plans to replace the pipe on Main street from 6th to 8th avenues so the street eanbe surfaced. Motion carried. A motion was made by councilman Maxwell and seconded by councilman Vollan to adopt the budget Ordinance, No. 625. Motion carried. Mayor McGibbon reported it would cost. about $1000 to have Dayton Street blicktopped from Third avenue to the waterfYont. He also stated that Union Oil Co., would contribute $550 toward materials and Pointer Williamette would contribute $250 toward the cost of thew ork. A motion was made by councilman Tucker and seconded by councilman Maxwell that the city contribute, not to exceed $400. Motion carried. The repair of Dayton street from Third avenue to Sixth avenue was referred to the street i` committee by a motion made by councilman Tucker. A motion was made by councilman McGinness and seconded by councilman Tucker for the Mayor to sign the corrected deed for Homeland Drive. Motion carried. A letterwas readfrom A. S. Meyring asking that something be done in regards to the noisy from the oil trucks going through on Third Avenue at night. Therevbeing no further business t e meeting adjourned. Councilman Vollan, chairman of the Code committee reported on the complaint made by mrs. Boshart about the growthon the property adjoining her property, stating that there was not much we could do unless we enforced the ordinance. A motion was made by -Councilman Tucker andseconded by councilman Vollan that the Code Committee be instructed to investigate and bring in a recommendation in regards to the hieghth of fences. Motion carried. A motion was made by councilman Tucker to authorize the endi.neer to mark trees to be removed on the east part -of the Yost acre track which are.obstructing the view of residents. Motion.recei.ved no second. Attorney Holte reported on the information he has obtained in regards to Curfew laws He stated the Everett Curfew law -wis a -fery good one. This was referred to the safety committee for consideration. A motion was made by councilman McGinness and seconded by councilman Maxwell that the Clerk write a letter to Mr. Nelson informing him that the grade has been established on Pine street and is on file at the office. The roll call showed the following councilmen present Tucker, Tuson, Vollan. Maxwell, Holmquist and McGinness. The Treasurers report was read for the month of October. The was the night set for the hearing on the rezoning'of the property in Block 12 lot 12 City Park addition of Edmonds, there being no one opposing the rezoning a -motion was made by Councilman Tucker and seconded by councilman Tuson that this property be rezoned for business, with a change of the disrciption to the property line on the alley. Motion carried.
