forfeitur for violation of the city ordinance in the taverns or any place selling

Meyrinb establishe the grade on C street between Fir and. Pine streets, the cost not to
exceed $45. Motion carried.

streets by curb-s, gutters, blacktop L appurtenances excluding storm sewers, li%,alnut street
from 3rd to 7th, 11aple. from 5th to 9th, Dayton from 3rd to 9th, Bell from 5th to 7th,
Durbin ffi�ive from Main to Dayton, sixth from North dead end to i'alnut, seventh from
Bell to -Main and from Dayton to approx. 120 feet south of VIalnut. Motion carried.
A motion was made by councilman McGinness and seconded by Councilman Tucker that the
Clerk write to Senator Bargreen and the 3 representatives requesting the passage of
Seaate bill ##2l.0, to make Third avenue from Main street to Lynnwood a state Hi€hway
Motion carried.
A motion was made by councilman Maxwell and seconded by councilman Holmquist to have
61 lights installed as outlined by councilman Maxwell. Motion carried.
The Hedge at seventh 8- Pine streets was found not to be to serious a condition, a motion
was made by councilman Maxwell -and seconded by councilman Vollan for the installation of
two caution signs at seventh and Pine streets. Motion carried.
A motion ti°ras made by councilman Tucker and seconded by councilman Holmquist for the
Supt. to proceed with the laying of water main on C street, and the buldozing be done,
theeost not to exceed $100. Motion carried.

March 3, 1953.
The Council met for its regular session with Mayor McGibbon presiding. The roll call
showed the following councilmen present Tucker, -Tuson, Vollan, Engels, Idiaxwell, Holmquist,
and McGinness.
Tf s being the night set for the hearing on the assessment roll for L. I. D. ##68, for the
improvement of Eighth Avenue from Main to Dayton street, Ninth avenue from Main to Walnut
street, Tenth avenue from Maple to Walnut street; Maple street from tenth avenue to ninth
avenue and Walnut street from Eleventh avenue to Ninth avenue, by the construction of
curbs and gutters, light bituminous mix, and other such work as may be necewsary to make
a complete improvement. After hearing from the people in the audience a motion was made
by councilman Tucker and seconded by councilman McGinness that Ordinance No. 631 approving
the assessment roll for L. I. D. #68 be passed and published. Motion carried.

A motion was made by councilman Tucker and seconded by councilman Maxwell that the bills
be allowed, including the bill for insurance to be paid the amount budgeted,
and warrants be drawn on the proper funds. Motion carreid.
A letter was read from Frances E. Anderson, in which she submits the name of Mrs. King
Bailey for the Council approval to fill the unexpired term of Mrs, Gertrude Hunziker who
tendered her resignation. A motion was mane by councilman Maxwell and seconded by
councilman Vollan to confirm the appointment of Mrs. Bailey to the Library Board. Motion
carried.
A letter was read from H.-C. Sater requesting the grade be established for the alley
between C street and Ninth, from Fir to Pine street, was referred to the street committee.
A written protest for the improvement of Maple street from sixth to ninth avenue was
read (to the Council, and referred to the street committee.
A motion was made by councilman Maxwell and seconded by councilman Tuson that Ord. ##632
repealing Ord. ## 620 setting up L. I. D. ##67 be passed and published. Motion carried.
A motion was made by councilman Maxwell and seconded by councilman Tucker that Resolution
##117 to improve Datey street, Sprague street. Edmonds street and Bell street from
seventh to Eleventh avenues and Seventh from Bell street to Casper street ands]_
to and. Day -ton ,s' eet from Seven}.h to> _ l:itj
and install a trunk sewer 500 feet south of Caspers street and parellel to Casper
street from Seventh Avenue to Third Avenue, and .Dayton street from Seventh to
Ninth avenue, by the construction of a trunk and lateral sanitary sewer system together w
with the necessary manholes and other appurteneances necessary to malice a complete
improvement, with the date set for,the hearing on the 21st day of April. Motion carried.
A motion was made by councilman Maxwell and seconded by councilman Tuson that the Council
accept the contract with Carey & Kramer, Engineers, for a sewerage disposal pl&nt, and
authorized the Mayor to sign said contract. Motion carried.
A motion was made by councilman 41cGinness and seconded by councilman,Maxwell that
Resolution of Intenetion#i18, for the improvement of certain streets, be passed
with the hearing set for April 28. Motion cars&ed.
A motion was madd by councilman McGinness and seconded by councilman Tuson that we
accept the proposal of Carey & Kramer for engineering work for street improvement.

Treasurer be authorized to transfer $2000 from the guarantee fund and $1000 form the
building fund to the water operating fund, to be paid back as soon,as possible. Motion
carried.

Mayor Paul McGibbon, 178 votes, Clerk Anita Busch, 169 votes, Myra Bloomfield 1 vote,
Councilman at Large, Sproule McGinness, 172.votes, Bernard Yost and Ernie Vollan, 1 vh^te,
Councilman First ward, Allen L. Kincaid 59 votes, Louis Talen 21 votes, Councilm n
second ward,-28 votes for Aubrey,H. Engels, Councilman Third Ward, Warren A. Bishop
65 votes. .
March 17, 1953
The Council met for its regular session with Mayor McGibbon presiding. The roll
call showed the following councilment present Tucker, Vollan, Engels, Maxwell Holmquist
and McGinness.
The Treasurers report was read to the Council.
A motion was made by councilman Tucker and seconded by councilman Maxwell to renew
the contract with Hughbanks Incorporated, who offered to Lace the warrants and Bonds
for L. I. D. 67. Motion carried.
A motion was made by councilman Maxwell and seconded by councilman Zucker that the
addition to our city Code, regulating the presence of Minors under the age of 18 years
in Public streets and other places between certain hours, defining duties of Parents
or others in care of minors, providing dor arrestsnd.penalties for violation thereof,
be passed. Motion carried.
A letter was read to the council from the Association of Tavern owners asking that an
ordinance be passed in regards to the sale of liquor to minors, This was referred to
the Safety committee.
A motion was made by councilman Maxwell and seconded by councilman McGinness that the
Mayor appoint the Third Policeman for a period of six months. Motion carried.
Councilman Tucker submittdd his resignation so the new councilman can get acquainted
with the work. A motion was made by councilman Tucker and seconded by councilman
Holmquist that CounciLnan Tucker resignation be accepted._ A roll call vote showed
Tucker yes, Vollan no, Engels yes, Maxwell yes, Holmquist no, McGinness yes.
A motion was made by councilman Holmquist and seconded by councilman Tucker that the
resignation of Councilman Holmquist be accepted. A roll call vote showed Tucker
no vote, Vollan no, Engels yes, Maxwell yes Holmquist yes and McGinness yes.

McGibbon appoint Al Kincaid to serve as Counci7r.;an for First ward. Motion carried.

Mayor appoint Warren A. Bishop for councilman Third Ward, these appointments confirmed
by the council. Motion carried.
