1953-03-17 Council Minutesand install a trunk sewer 500 feet south of Caspers street and parellel to Casper
street from Seventh Avenue to Third Avenue, and .Dayton street from Seventh to
Ninth avenue, by the construction of a trunk and lateral sanitary sewer system together w
with the necessary manholes and other appurteneances necessary to malice a complete
improvement, with the date set for,the hearing on the 21st day of April. Motion carried.
A motion was made by councilman Maxwell and seconded by councilman Tuson that the Council
accept the contract with Carey & Kramer, Engineers, for a sewerage disposal pl&nt, and
authorized the Mayor to sign said contract. Motion carried.
A motion was made by councilman 41cGinness and seconded by councilman,Maxwell that
Resolution of Intenetion#i18, for the improvement of certain streets, be passed
with the hearing set for April 28. Motion cars&ed.
A motion was madd by councilman McGinness and seconded by councilman Tuson that we
accept the proposal of Carey & Kramer for engineering work for street improvement.

south between Pine and Urban way, he is to also furnish the city with a map, when

A motion was made by councilman Vollan and seconded by councilman Holmquist that the
Treasurer be authorized to transfer $2000 from the guarantee fund and $1000 form the
building fund to the water operating fund, to be paid back as soon,as possible. Motion
carried.

Mayor Paul McGibbon, 178 votes, Clerk Anita Busch, 169 votes, Myra Bloomfield 1 vote,
Councilman at Large, Sproule McGinness, 172.votes, Bernard Yost and Ernie Vollan, 1 vh^te,
Councilman First ward, Allen L. Kincaid 59 votes, Louis Talen 21 votes, Councilm n
second ward,-28 votes for Aubrey,H. Engels, Councilman Third Ward, Warren A. Bishop
65 votes. .
March 17, 1953
The Council met for its regular session with Mayor McGibbon presiding. The roll
call showed the following councilment present Tucker, Vollan, Engels, Maxwell Holmquist
and McGinness.
The Treasurers report was read to the Council.
A motion was made by councilman Tucker and seconded by councilman Maxwell to renew
the contract with Hughbanks Incorporated, who offered to Lace the warrants and Bonds
for L. I. D. 67. Motion carried.
A motion was made by councilman Maxwell and seconded by councilman Zucker that the
addition to our city Code, regulating the presence of Minors under the age of 18 years
in Public streets and other places between certain hours, defining duties of Parents
or others in care of minors, providing dor arrestsnd.penalties for violation thereof,
be passed. Motion carried.
A letter was read to the council from the Association of Tavern owners asking that an
ordinance be passed in regards to the sale of liquor to minors, This was referred to
the Safety committee.
A motion was made by councilman Maxwell and seconded by councilman McGinness that the
Mayor appoint the Third Policeman for a period of six months. Motion carried.
Councilman Tucker submittdd his resignation so the new councilman can get acquainted
with the work. A motion was made by councilman Tucker and seconded by councilman
Holmquist that CounciLnan Tucker resignation be accepted._ A roll call vote showed
Tucker yes, Vollan no, Engels yes, Maxwell yes, Holmquist no, McGinness yes.
A motion was made by councilman Holmquist and seconded by councilman Tucker that the
resignation of Councilman Holmquist be accepted. A roll call vote showed Tucker
no vote, Vollan no, Engels yes, Maxwell yes Holmquist yes and McGinness yes.
A motion was made by councilman Maxwell and seconded by councilman Vollan that Mayor
McGibbon appoint Al Kincaid to serve as Counci7r.;an for First ward. Motion carried.
A motion was mane by councilman Vollan and seconded by councilman Maxwell that the
Mayor appoint Warren A. Bishop for councilman Third Ward, these appointments confirmed
by the council. Motion carried.
A letter was read protesting the improvement of Durbin Drive, with the signatures
of two property owners.

A motion was made by councilman McGinness and seconded by councilman Maxwell that
Max Meyring be authorized to establish the grade in the alley between Ninth Avenue
and C street between Pine .and Fir streets, ,the cost not to exceed $25. Motion carried.
A motion was made by councilman Vollan and seconded by councilman McGinness that
Councilman Maxwell be appointed as a representative to aid Vic Holmquist. Motion
carried.

April 7, 1953
The Council met for its regular session With Mayor McGibbon presiding. The roll
call showed the following Councilmen present Tuson, Vollan, Engels, Maxwell, McGinness,
Kincaid and Bishop. °
The water collectors report was redd to the council.
A motion was made by councilman Maxwell and seconded I.y councilman Vollan that the bills
which were approved by the additing committee be allowed and warrants be drawn on
the proper funds. Motion carried.
A motion was made by councilman Maxwell and seconded by councilman Vollan that the
bill for $1957 against the water department for street improvement be paid from
the guarantee fund, to be repaid by August 1st. Motion carried.
The letter from Stoll Plumbing in regards to dumping refuse from Septic tanks in
our sewer was referred to the street committee.
A letter from Patrolman Fechter in regards to going to Police school was referred
to the safety conunittee.
A letter was read from Mr. Engebretsen in regards to the unfsanitary condition which
was left at the soap factory, Mayor McGibbon stated he would investigate the condi6 on.
A motion was made by Councilman Maxwell and seconded by councilman McG&O'A'I,hat the
Council approve the segregation of lots 17, 19, 22 and 2h in Block 71, Motion carried.
A motion was made by councilman McGinness and seconded by councilman Maxwell for the
Finance committee to investigate the rieeds"of the City Treasurer in regards to a safe,
and bring in a'recommendation at the next council meeting. Motion carried.
A motion was made by councilman Maxwell and seconded by councilman Tuson that the
streetoommittee be authorized to go ahead with the patching of the blacktop street
not to exceed $1200.00. Motion carried.
The matter of Mr. Wickstrom to trade the south 20 feet of Erben Drive to the City
for the graveling of Lath & Erben drive was referred to the street committee by
Mayor McGibbon.
Councilman Engels is to bring in a recommendation regulating Television Aerials.
Mayor McGibbon appointed councilman Kincaid on the water committee to replace
councilman T4zcicer, also Councilman Bishop on the street committee.
A motion was made by councilman Maxwell and seconded by councilman Vollan to give
the Lions Club permission to block off Third Avenue from Main to Dayton street
May 23, also the Police Department is to take care of the traffic. Motion carried.
A motion was made by councilman Maxwell and seconded by councilman Tuson that the
Lions Club also be given permission to hang a street banner for said occassion.
Motion carried.

A large number of peoplewepe a the meeting for the hearing on Resolution of
Intention # 117 for the sewer. A number of questions were answered by the Engineer
and Mayor McGibbon. Two protests were read to the Council, also several in the
audience protested the sewer. Because of the absence of one councilman a motion
was made by councilman Vollan and seconded day councilman Tuson to adjourn this meet-
mnd until April 28. Motion carried.
