1953-05-19 Council MinutesThe letter which was read to the Council in regards to the purchas of a piece of property on Olympic Avenue, was referred to the street Committee. A motion was made by councilman Vollan and seconded by councilman-Tuson that the bills which were approved by the auditing committee be allowed and warrants be drawn on the proper funds. Motion carried. Attorney Holte reported a 30% protest on .the street improvement. A motion was made by councilman Tuson and seconded by councilman McGinness that Ordinance #634 be adopted and published. Passed byraiudaminous vote of the Council. A motion was made by councilman McGinness and.seconded by councilman Bishop, that Carey & Kramer, Consulting Engineers, are hereby authorized to proceed with the preperation of the final plans and specifications for the street improvement, all as included on engineer's preliminary drawing No. 5306-5307. Engineering fees shall be as set forth in Contract -Proposal dated February. 6, 1953 and Supplemtal AgreemeAt dated February 20, 1953. Motion carried. A motion was made by councilman McGinness and seconded by Councilman Tuson that Carey and Kramer, Consulting Engineers are hereby authorized to proceed with the preparation of the final plans and specifications for the storm sewer lines, all as included on engineer's preliminary drawing No. 5306-5307. A motion was made by Councilman Bishop and seconded by councilman Maxwell that the Finance -committee be given the authority to obtain a financial advisor for MO, .to set up complete plans for financing our storm sewers and desposal Plant . Councibman Bishoprecind his motion to omit the $700. Councilman Bishop amended the motion with the second from councilman Maxwell that the Finance committee be authorized to obtain the service of a financial advisor. Motion carried. The low spot at ninth and Sprague street was referred to the street committee. A motion was made by_ councilman McGinness and seconded by councilman -Maxwell that all plats submitted for approval must conform to the county plat of a 60 foot right- of-way. Motion carried. A motion was made by councilman Maxwell and seconded by councilman Kincaid for the Attorney to draw up an amendment to the city code changing the wards from sixth avenue to seventh avenue. Motion carried. Mayor McGibbon asked the Council to consider his new appointments for the new committees; Water committee Mayor McGibbon, chairman, Engels, Kincaid and Maxwell. Street committee, McGinness, Tuson, Bishop; .Safety Committee Astell, Maxwell, & police Chief, Zone Committee, Vollan and Astell; Park Committee Vollan chairman, Lawson and Kincaid., Auditing committee Engels, McGinness and Bishop. The roll call showed the following councilman present Tuson, Kincaid, Vollan,-Maxwell, Bishop and McGinness. a The Treasurers report was read to the Council. A motion was made by councilman McGinness and seconded by councilman Tuson that we call for bids on L. I. D. #71, bids to be opened June 10. Motion carried. A motion was made by Councilman Tuson and seconded by 'councilman McGinness that we publish a call for bids for the Storm sewer, bids to be opened June 10. Motion carried. A,motion was made by councilman Maxwell and seconded by councilman Kincaid that Attorney Holte be authorised to prepare the contract to retAin Mr. Maxwell, from the Ea-eifxc; National Bank, for our financial advisor. Motion carried. The Lion+s Club was given permission to use the loud speaker, -and the park tables, May 23. Also permission was given to put up a banner for the school election. A motion was made by councilman Maxwell and seconded by councilman Kincaid that the Rotary Blub be authorized to develop a program under -the supervision of the park board by using the strip of land west of Sunset Avenue, and 120 feet south of Hannah park. Motion carried. A motion was made by councilman McGinness andseconded by councilman'Tuson that the portion of lot 21 block 41, now owned by the City be sold to Mr. CAlver for $20 plus costs of transfer of title, and any assessments that are now created. Motion carried. A motion was made by councilman McGinness and seconded by councilman Maxwell that Attorney Holte notify Mr. Cochran that he must replace the curb which was damaged, within 10 days. .Motion carried. A motion was made by councilman McGinness and seconded by councilman Maxwell that 11/. to instruct Mr. Meying to establish the grade and set the stakes on second avenue from Edmonds street to the north dead end, the street committee was given Ver- mission to netiotate-on the price. Motion carried. A motion was made by councilman McGinness and seconded by councilman Maxwell that the Supt. be authorized to purchase sufficient pipe for the culvert on ninth & Daley street and install same. Motion carried-. The Street Supt. was instructed to fill the hole and grade at ninth & Daley street. Councilman 2:aMarelds' reparted that t e traffic condition at the Ferry dock was taken care of by the directing of traffic 49 Sunset Avenue. A motion was made by councilman Vollan and seconded by councilman Maxwell that Earl Morrison, Don Lawson and Don Tuson were z elected to serve on the Code and Zoning committee. Motion carried. A motion was made by councilman Maxwell and seconded by councilman Kincaid that the,sprinkling rate for the four summer months be the same as last year, for 150 per hundred cubic foob, over,the minnimum charge. Motion carried. Mayor McGibbon report on the replacement of pipe on Main street from sixth avenue to Eighth avenue, Maple Street from eighth to ninth and 200 feet west from eighth and Cedar street, that we will need 350 feet of six inch pipe, with an estimated cost for labor and additional pipe of $2500. This was made a moXtion by Councilman Maxwell with a second from councilman Tuson. Motion carried. A motion was made by councilman Maxwell and seconded by councilman Tuson that the proper officials be authorized to sign the easement for the Standard Oil Co., to lay a pipe line across certain pieces of property. Motion carried. There being no further business the meeting adjourned. City Clerk Mayor June 2, 1953 The Council met for its regular session with Mayor McGibbon presiding. The roll call showed the following councilmen present Thson, Kincaid, Vollan Engels, Maxwell and McGinness. The watereollectors report was read to the council A motion was made by councilman McGinness and seconded by councilman Maxwell that the bills which were approved by the auditing committee be allowed and warrants be drawn on the proper funds. Motion carried. The newly elected officers signed their oath's of office. The letter from Mr, Frederickson protesting the sewer was referredto the street Committee. Two bids were received for the bonds on the Fire truck,.one from the State of Washington who bid par with 3% interest and one from the First National Bank of Everett with interest at 314%. A motion was made by councilman Maxwell and seconded by councilman Kincaid to accept the bid from the State of Washington who bid par and accrued interest with interest payable semi-annually at 3% per annum. Motion carried. A motion was made by councilman McGinness and seconded by councilman %ason that the Mayor and Clerk execute the deed to A. J. Armes,, for property which he purchased and paid on a contract. Motion carried. Attorney Holte reported he is.: : },hepr�c�s�ric��� the County to lay a sewer line on the east side of Olympic avenue and one for seventh avenue north. A motion was made by councilman Maxwell and seconded by Councilman McGinness that the Mayor sign the petition for the sewer franchise. Motion carried.
