1953-07-07 Council MinutesA motion was made by councilman McGinness and seconded by councilman Tuson that
The National Construction Co., be given the contract for the sanitary sewer, the.
second lowest bidder, his price is $49,605.60, and he agrees to compbete the work
within 75 days.. Motion carried.
A motion was made by councilman Maxwell and seconded by councilman Tuson that the
park board be authorized to spend the budgeted money to prepare the park for use
this summer. Motion carried.
Mayor McGibbonireported he has invited the Association of Washington Cities to
hold their regional meeting here this fall, this was made a motion by councilman
Maxwell with a second from councilman Kincaid. Motion carried.
Mayor McGibbon asked for the authorization of payment of $27.50 for drawings and
booklet, for a planning study, from the Assoc. of Washington citits, this was
made a motion by councilman Kincaid and a second from Councilman McGinness. Motion
carried.
A motion was made by councilman McGinness and seconded by councilman Maxwell that
Attorney Holte draw up and Ordinance establishing a planning commission for the
City of Edmonds. Motion carried.
A motion was made by councilman Maxwell and seconded by councilman YcGinness that ��hh
we authorized the purchase of . the sewer from Mr. Marshall for $2300,�ihcheent�la eril s€wer,
be used for our storm and sanitary sewer. Motion carried.

The Council met for its regular session with Mayor McGibbon presiding. The roll
call showed the following councilmen present Tuson,'Kincaid, Engels, Maxwell and
McGinness.
The water collectors report was read to the Council. A motion was made by
Councilman McGinness and seconded -by councilman Maxwell that the bills which
were approved by the aruidting committee be allow �,ljxc��th_� bjjl of Mr. Kamp,
for the completion of t. I. D. #66, of which 15�is `�°��o a wi`AiOoM for 30 days
Motion carried.
A motion was made by councilman Kincaid and.seconded by councilman Maxwell that
ordinance # 636, amending ordinance #6339 section 5 be passed. Motion carried.
This was the night set for `the opening of the bids for the sale of $135,000
of Water and Sewer Revenue Bonds of 1953 series A. The bids received were from
Foster & Marshall., they will pay $99.19 for each $100 par value of bonds, for
bonds with coupon rates and maturities as follows: 1960 to 1962 inclusive 3-,10%,
1963 to 1966 inclusive 3-21%, 1967 to 1970 inclusive 3 5/8%. Using the above coupon
rates and maturities, the interest cost to the City is $56,950.00 plus their
discount of $1,093.50, which is a total interest cost of $58,043.50 and aj/effectivd
interest rate of 3.583%. They submitted "an alternate bids. to pay $100 for .each
$100 par value of bonds, all bonds to carry a coupon rate of 3 5/8%. Pacific Northwest
..Company submitted a bid with an effective interest rate of 3.655%. J. R. Williston,
has an effective interest rate of 3.7265%. The bid from First Washington Corporation
has an effective interest rate of 3.716%. The bid from Grande & Co., has an effective
interest rate of 3.8626. A motion was made.by councilman Maxwell and seconded by
Councilman Tuson that we accept the bid of Foster & Marshall with the effective
interest rate of 3.583% in accordance with their bid and our notice of sale.
Motion carried.
A motion was made by councilman McGinness and seconded by councilman Kincaid that
Mr. Schiefelman contact the printers and authorize the printing of the Water
and sewer revenue bonds. of ` W3—iseries..6;,. Motion carried.
A motion was made by councilman Maxwell and seconded by councilman McGinness that
the Mayor appoint Ernie Vollan and Donald Tuson to be ex officio members to serve on
the planning commission board. Motion carried.
A motion was made by councilman Maxwell and seconded by councilman McGinness
that Ordinance No. 637 creating a City Planning Commission and prescribing ite
duties be passed. Motion carried.
A motion was made by Councilman McGinness and seconded by Councilman Maxwell
that the Engineer be authorized to proceed with the change order to install
the :necessary ;lengths:, of.., 24-.iftch,:pipe tq.,.make,,;the change on Mr. Marshall's
propefty. Motion carried. _
A motion was made by councilman McGinness and seconded by councilman
Engels that the contractor bauthorized to install the sewers on the

south side of dayton street Rd ePI0H&FUsL}eon seventh, between Dayton
and Maple, 60 feet apart.. Te cost to be added to the L. I. D. Motion
carried.

The Council met for its regular session with Mayor McGibbon presiding. The
roll call showed the following councilmen present Tuson, Kincaid, Vollan,
Maxwell Bishop and McGinness.
The Treasurers repo3bt was read to the Council.
A letter was read from L. 0. Franklin contractor Wr the Storm sewer, asking
for an extention of 20 days for the completion of the work. A motion was
made by councilman McGinness and seconded by councilman Kincaid that this
ext6nbion of time be granted. Motion carried.
A letter was read from Mr. Hagy T. Harris who reside_$ at 548 Dayton street
stating that his sidewalk has been damaged during the street improvement.
A letter was read from Mr. Knowles asking for permission to build on the alley

recommendation next council meeting. Motion carried.
A motion was made by councilman Maxwell and seconded by councilman Kincaid
that the Clerk issue and interest bearing warrant No. I for the fixed estimate
in the amount of $7750.00 Motion carried..
A motion was made by councilman McGinness and seconded by councilman Tuson that
the plat located on the east side of Seventh Avenue, approx. 280 feet north of
Glen street be accepted. Motion carried.

Permission was granted Jim Thayer for parallel parking on the west side of the
Railroad easement betwpemMidh :andkBelillstreet, by a motion made by councilman
Maxwell with a second from Councilman McGinness. Motion carried.
A motion was made by councilman McGinness and seconded by councilman Kinaaid
the the Engineer be authorized to make a change order on the storm sewer between
7 & 8 on Maple street by installing a "weiVI, the extra expense to be paid
by.the property owners Fourtner, Roshalt,and Purton. Motion carried.
A motion was made by councilman McGinness and seconded by councilman Bishop that
a change order be authorized on the lateral s6mr to extend if 150 feet east of
seventh -on sprague street to serve fife lots, in accordance with the street grade
as established. Motion carried.
A motion was made by councilman McGinness and seconded by councilman Tuson that
the sewer in the alley between Sprague and Edmonds `street between ninth and
tenth avenues be left as originally planned. Motion carried.
Two bids were received for the street paving L. I. D. 72, one from Washington
Asphalt co., with a bid of $10922163, with an alternate bid for $109,174.25, the
second bid from Fowler Asphalt_Paving whose bid was for $105,013.50, with an
alternate bid of $115,674.50.
Four bids were received for the bonds and warrants on L. I. D. 72, one from
Hughbanks Incorporated for 4% and 4 3/4% Bonds, Wm. P. Harper & sons with interest
rate of 42% on warrants and bonds, Metaclf & Thompsnon, with a bid of 41% on
warrants and 4 3/4% on bonds, Grande & Co., 'with 4-41% on warrants and l r% on bonds.
The council adjourned until Thursday NightJuly 23p15003, 1953
The Council met for the pdgeeeedd meeting, with Mayor McGibbon and the following
council men present Tuson, Vollan, Maxwell, Bishop and McGinness present.
A motion was made by councilman McGinness and seconded by councilman Bishop
that we accept the bid of Grande & co.., -for on the warrants and 42% on the
bonds for L: I. D. #72. Motion carried.
A motion was made by councilman McGinness and seconded by.councilman Tuson that
the fixed estimated for L. I. D. #72 be changed from $13,000 to $10,765. Motion
carried.
