1953-09-01 Council MinutesCouncilman McGinniss moved that Stoll Plumbing & Heating be employed for installation
of the Alder Street extention of the sewer as per engineer's specifications and in accordance
with the letter of proposal of August 7, 1953 received from.Mr. Stoll which reads as follows:
"We are pleased to quote the following prices on sewer work at 7th and Alder:
To extend 8" sewer as per specifications approximately 90' - $3. 50 per foot.
To install one manhole 7' below street grade as per specifications - $300. 00.
To install one manhole 8' below street grade as per specifications - $350. 00.
To replace storm sewer removed to install sanitary sewer - $35. 00.
If stabilizing bed is required our price is $6. 00 per yard placed with a minimum
of yardage of 4 yards. "
Motion seconded by councilman Maxwell. Carried.
Councilman McGinniss moved that the engineer be authorized to establish a grade
on Second Avenue from Edmonds Street North to the Dead End. Councilman Maxwell
seconded the motion. Carried.
There being no further business, the meeting adjourned.

August 24, 1953
The City Council of the City of Edmonds met in special session on Monday, August 24th
1953. having given notice of said special meeting as required by law.
The meeting was called to order by Councilman Maxwell actin-, as Mayor pro tem in the
absence of Mayor McGibbon. The following councilmen were presdnt: McGinniss, Tuson, Maxwell,
Bishop, Vbllan dnd Kincaid.
This
was the
night set for the
hearing of the preliminary assessment roll
on the proposed
L.I.D. as
set forth
in Resolution of
Intention #119. No written objections had
been filed and
noone was
present to
object in person. Councilman McGinnis moved and Councilman Kincaid seconded
the motion that the
installation of the
city attorney be
sanitary sewer on
instructed to draw an ordinance creating L.I.D.
Cedar Street from 7th Avenue to 8th Avenue
#73 for the
and on 7th Avenue
from Cedar
Street to
Walnut Street as
sdt.forth in Resolution of Intention #119.
It was carried.
Councilman McGinniss moved and Councilman Tuson seconded the motion that the call for bids
for the construction of the sanitary sewer in proposed L.I.D. #73,be prepared and published on
August 27th and September 3rd, said bids to be opened on September 15th. Motion carried.
Councilman McGinnis moved and Councilman Vollan seconded the motion th;t the city proceed
with the improvement of Main Street from 6th Avenue to 9th Avenue by the excavation of material
and the preparation as required(for end the surfacing of the center 10 feet thereof with asphalt
paving at the following prices: Excavating and preparing - 200 per square yard
Asphalt paving - $6.40 per ton
Estimated total cost - $1,825.00
Motion carried.
Mr. Lawson reported that Mr. Hogarth who owns property on the northwest corner of 7th
Avenue and Bell Street wanted to extend the curb from .Bell Street to the alley northwest of
Bell Street -on 7th Avenue along the westerly side thereof. Councilman McGinniss moved and
Councilman Tuson seconded the motion that Mr. Hogarth'be-adthorized to install curbing along
the westerly side`of 7th Avenue from Bell Street to the alley northwest of Bell Street
provided the same was installed according to the grade on'file in the city clerk's office
under File A-2.05.' M6tion carried.

The Council met for its regular session with Mgyor McGibbon presiding. The roll call
showed the following councilmen present Tyson, Kincaid, Engels, Vollan, Maxwell Bishop
and McGinness.
The Treasurers and water collectors reports were read to the Council.
A. letter was read to the Council from Councilman Ernie Vollan, submitting his resignation
as Councilman of Second ward. Mayor McGibbon asked him to stay on until the budget had
bean made up. Councilman Vollan stated that he would do so.
A motion was made by Councilman Tuson and seconded by councilman Vollan that the bills
which were approved by the audting committee be allowed and warrants be drawn on the
proper funds. Motion carried.

A letter was'read from Engineers Carey & Kramer in which
they state that the Storm
K sewer has been completed and they recommend that the City
accept the project as
completed.
A motion was made by councilman McGinness and seconded by
councilman Tuson that
the streetdepartment remove the culvert on Eighth Avenue
and lower it fora suitable
drainage. Motion carried.
A motion was made by councilman Maxwell and seconded by councilman Kincaid that an
exception be granted to Mr. Trafton Who lives on Walnut
street between third and fourth
avenue and Bob Krieger whollives on Dayton street between
7th and 8th, to continue their
driveway to the curb so their garage may be used, and the
attorney prepare the data
for signatures of the property owners to protect the City
from any damage which may
be caused by this change. Motion carried.
A motion was made by councilman McGinness and seconded by
councilman Engels that the
curb return be eliminated at the Southeast corner of seventh and Alder to allow access
to the existing driveway. Motion carried.
A motion was made by Councilman McGinness and seconded by councilman Maxwell that Ord. #640
setting Sap L. I. D. #73 for a.sewer on seventh avenue from Walnut to Cedar street and
on Cedar Street from 7th to 8th avenues. Motion carried.
A motion was made by eouncilmah Maxwell and seconded by councilman McGinness that the
engineer establish -the grade on second avenue from Main to James street and James st.
from second to third avenue by Sept. 10. Motion carried.
A motion was made by councilman Maxwell and seconded by councilman Tuson to close
SuOset avenue from Main to Bell street for the salmon derby Sept.2�: s�.7 Motion carried.
A motion was made by Councilman McGinness that we defer action on the bill of Joplin for
the removal of trees. No second to the Motion.
A motion was made by councilman McGinness and seconded by'councilman Kincaid that the
x bills for engineering dnd L. 0. Franklin bill be paid. Motion carried.
A motion was made by councilman.Vollan and seconded by councilman Tuson that $10
-----�� per month be paid to Mr. Womer-for issuing and filing building permits, retroactive
to July first. Motion carried.

bill'of Earl Jopline 3. Motion carried.
The Council proceeded to make up the Preliminary Budget for 1954. After:some time
being spen to make up th budget, the meeting dJoYned.

September 15, 1953
The Council met or its regular session with Mayor McGibbon presiding. The roll
call showed the ollowing councilmen present Vmllah, Kincaid, Tuson, Maxwell, Bishop,
and McGinness.
The measurers report was read to the Council.
Six bids were received on the sewer for seventh avenue, L. I. D. #?3, one from
Frank CoUccio Construction co., $6,113.20, Kent ConstructionCo., 5250.50,
Superior Construction Co., 4683.60, John Patricelli 5039.25,_ National Construction
Co., 8314.75 and Stoll & Freese Plymmbing & heating for $6484.46.
A motion was madeby councilman McGinness and seconded by councilman Tuson that the
low bid from Superior Construction Co., be accepted and the Mayor and Clerk are
authorized to sign the contract providing a performance bond is produced within 5
days. Motion carried.
This was the night set for the hearing on the assessment roll for L. I. D. 66.
Mr. Glanville a property owner in the district read a letter from the property
owners objecting to the assessment roll, claiming that the roll is more than
the estimated cost plus 10%. Some time was spent in going over the details of bhe
details of the project. A motion was made by councilman McGinness and seconded by
Councilman Bishop that the assessment roll be accepted by the City assuming $3369.51
and the property owners pay $6176.61. A roll call voted showed Vollan yes, Kincaid
yes, Tuson yes, Maxwell no, Bishop yes and McGinness yes.
A %tion was made by councilman McGinness and seconded by councilman Vollan that
thenhearing on Assessment roll for L. I. D. #66 he held October 20. Motion carried.
A motion was made by councilman Maxwell and seconded by councilman Tuson that National
Construction Co., be granted the 15 days excention of time for clean up work, as
they requested. Motion carried.
