1953-11-03 Council MinutesMayor McGibbon was authorized to offer the School board 90% of the appraised value
of $2000 for about two acres of school property in south Edmonds, by a motion made
by Councilman Maxwell and a second by councilman Tuson. Motion carried.
A motion was made by councilman Maxwell and seconded by councilman McGinness that
we call for bids on a carload of four, six and eight inch cast iron pipe class 150
Bell and spigot with an alternate bid for mechanical.joint, f.o.b. our stock pile
to be d1livered at the earliest delivery, Bids to be opened December 1. Motion carried.
Mayor McGibbon, chairman of the water committee, suggested we offer.Mr. Gerdon that
the water dept. furnish 700 feet of 6 inch pipe, which will take our existing main to
the edge of his property and the city pay the difference between a four and six inch
line for 400 feet and he pay for 600 feet of four inch line, the approximate cost to
the city of $2000 and to Mr. Gerdon 02200, this was made a motion by councilman
Maxwell with a second from Councilman Tuson. Motion carried.

The Council met for its regular session with Mayor McGibbon presiding. She roll
call showed the following councilmen present Tuson, Kincaid, Maxwell Bishop and
McGinness.
The water collectors report was read to the Council.
A motion was made by councilman Maxwell and seconded -by councilman Kincaid that
the bills which were approved by the audtiting committee be allowed and warrants
be drawn on the proper funds. Motion carried.
A motion was made by councilman McGinness and seconded by councilman Maxwell
that the bill from Washington Asphalt Paving Co., estimate No. 1, on L. I. D. #72
in the amount of $30,007.041 by the issuance of interest bearing warrants # 54
through 83, and the bill from Fowler Asphalt Paving co, for estimate #3 in the
amount of $a15,654.03, by the issuance of interest bearing warrants #59 thru 53•

The bill from National Construction Cp. for 09022.29 was received for final payment.
A motion was made by councilman Kincaid that the contractor come back and finish
the -job by bringing the sewer at Bob McGinness property to the property line or
make a satisfactory compromise. No second to the motion. A motion was made by
Councilman Maxwell and sedonded by councilman Tuson that this bill be paid upon
the approval of the Mayor that Mr. McGinness has had 33 feet of pipe installed
from the main sewer line, by -the issuance of interest warrants number 59 through 67.
Motion carried.
A motion was made by councilman Maxwell.and seconded by councilman McGinness that
the streetdepartmeht experiment with ditching to eleviate the problem at ninth U`I
and sprague street.. Motion carried.
Mayor McGibbon asked to retain Ernie Vollan on the Code and Zoning committee.
After a report from Attorney Holte that the property owners are responsible
.for the upkeep of sidewalks a motion was made by councilman Maxwell and seconded
by councilman Bishop that the street committee be instructed to make a survey of
the sidewalks and curbs within the city and steps be taken under our Ordinance
to have them repairdd. Motion carried.
A motion was made by councilman McGinness and seconded by councilman Maxwell
that the grade as established by the engineer on second avenue north of Edmonds
street be accepted and recorded. Motion carried.
A motion was made by councilman McGinness and seconded by councilman Tuson that
the readetablished grade on seventh avenue from Bell street north to the alley
be accepted and recorded. Motion carried.
At6orney. Holte .reported that the S6hbol:Boardvhas,'aoffer6dL-theyuse of the High
school for future elections. A'motion was made by councilman Maxwell and seconded
by councilman McGinness that the City accept the offer from the School Board that
aildfuture elections be held at the High School. Motion carried. -
Attorney Holte reported that the School Board voted unaminously to sell the City
the two acres of.property-in South Edmonds for $1800. A motion was made by
Councilman McGinness and seconded by councilman Tuson that we pur ha e s
