being spent answering questions, he agreed to re write the contract, that we would
have this letter within a week, also that we would receive a pre -design of the
sewer disposal plant within 30 days.
Engineer. Reid brought in a preliminary estimate cost for laying of pipe on Tenth
and Terrace Road for 43811, with a re-imbursement from Mr. Gerdon of 01834.80 his
share of the cost. A motion was made by councilman Maxwell and seconded byeouncilman Kincaid
that Mayor McGibbon be authorized to sign the contract of Leon R. Grizzell for
laying of the pipe the cost to be $860.92, after Mr. Grizzell signs the contract
and five days be allowed to furnish a preformance bond. Motion carried.
A motion was made by councilman Maxwell and seconded by councilman Kincaid that
Attorney Holte obtain'an easement from Mr. Gerdon on tenth and Terr4ce road for

Mayor McGibbon stated a meeting was to be held Thursday night with the property
owners on the propnsed sewer for the south end.

The Council met for its regular session with Mayor McGibbon presiding. The roll
,-call showed the following councilmen"present Tuson, Talen, Kincaid, Maxwell, Bishop
and McGinness.'.
The water collectors and treasurers reports were read to the Council.
A motion was made by councilman Maxwell and seconded by councilman Bishop that the
bills which were approved by the auditing committee be allowed and warrants be drawn
on the proper funds. Motion carried.
A letter was readfrom Frances E. Anderson, secretary of the Library Boadd stating
that the board has reappointed Mrs. Clara E. Strance to another term on the board,
and asked that the Mayor and council confirm the appointment. A motion was made by
councilman McGinness and seconded by councilman Tuson that the appointment be confirmed.

A motion was made by,councilman Tuson and seconded by councilman Kincaid that Em.
Ordinance #649, for the payment of $1800 from the park fund, for the purchase of
the school property, . A roll call vote showed Tuson yes, Talen yes, Kincaid yes,
Maxwell yes, Bishop yes, and McGinness yes.
A motion was made by councilman Maxwell and seconded by councilman Kincaid that wh
accept the pipe line installed by Mr. Cochran under Olympic Ave. and the Maplewood
Rogd, subject to inspection and te§t of the line, also he is to furnish a blue print
of the line, a bill of sale, the county permit and easement, also a fee of $60 per
meter installed by him., Motion carried.

The Council met for its.regular meeting -with, Mayor McGibbon presiding. The roll
call showed the following councilmen present Tuson, Talen Kincaid, Maxwell and
Bishop.
The letter from Mr. Culver was read to the council and referred to the street
committee.
A letter was read from Associated Sand & Gravel stating that the concret mix that
was used for L. I. D. 72 was in compliance wit Washington State Highway Department
specifications for Class A.
A letter was read from Fred A. Cochran stating that the rains are causing the erosion
of the earth at tenth and Maple street. This was referred to the Witerteand s6wer
committee.
A report from the Treasurer showed a ddficit in the street fund of a2355.19, this
was also referred to the stredt c ommittee.
A letter was read from Carey & Kramer, A motion was made by oouncilman Maxwell and
seconded by councilman Tuson that Attorney Holte notify Carey & Kramer that their
contract is cancelled. Motion carried.
This was tae naught for the hearing on the annexation for tract #16 of the
Puget Sound Machinery Depot 5 acre Tract,, a'motion was made by councilman
Bishop and seconded by councilman Talen that we annex.this'tract of land to
the City of Edmonds, and that Ord. #650'be passed. Motion carried.
A motion was made by councilman Maxwell'.and seconded by councilman Kincaid
that we accept the plat of Riley Park addition to'Edmonds with the express
understanding that the south 72 feet and.the North 72 feet'tie dedicated to
the City. `Motion carried.
A motion was made by councilman Kincaid and seconded by councilman Tuson
that Attorney Holto draw up an� easment from Mr. Olson.dedicating 72 feet
on the North side of his property for utility purposes. Motion carried.
Mayor McGibbon 'made his appointments for persons to serve on the planning
commission as follows: two councilmen Warren Bishop and Donald Tuson,
Attorney Al-Holte and Herman Sater for a one year term, Rev. Proudfoot and.
E. E. Hopper•a two year term, Paul. Maphis and Laurence Hubbard, for a three
year term, Mrs. Edna Kretzler`and Mrs. Roy Corensen for a four year term,
Mrs. Dorothy Williamson.and Vd. W. Womer,Jr. for a five year term; Warren Bishop
was made temporary chairman. A motion was made by councilman Maxwell and
seconded by councilman Kincaid that these appointments be confirmed. Motion
carried.
A motion was made by oouncilman Maxwell and seconded by councilman Tuson that
Mr. Black's street assessment for L. I. D. #72, tax lot 108 be reduced $22.38,
which was -an error made by the engineer. Motion carried.
A motion was made by councilman Maxwell and seconded -by councilman Kincaid' that
the assessment of Bob Krieger for his driveway be reduced $16.29. Motion carried.
A motion was made by councilman Maxwell and seconded by councilman Tuson that
the Port Commission have the use of the City Hall for a hearing February 24.
Motion carried. �
The water committee recommended the reduction of the water bills to the
minnimun charge as per request of A. B. Miller and W. C. Bell.
This meeting recessed until Tuesday night<February*23.
February 23, 1954
The Council met for its recessed meeting with Mayor McGibbon presiding with
the following councilmen present, Tuson. Talen, Maxwell, Bishop and McGinness.
A motion was made by councilman McGinness and seconded by councilman Maxwell
\/ that resolution No. 120 for the i.nstgllation of a sewer in south Edmonds, be passed.
1` Publication of the resolution is set for March 11 and 18., with the date for the
hearing -April 20. Motion carried.
A motion was made by Councilman Tuson and seconded by councilman Maxwell for the
waterdepartment to proceed with the renovating of the concrete resouvoir at ninth
and Main street as outlined by the water committee, at a cost of $6000 including
a fence.. Motion carried.
A motion was made by councilman Maxwell and seconded by councilman McG.ihness that
the water operating fund loan the street dund $4000 for 90 days as of March 1.
Motion carried.
Answering the letter from Mr. Culver, a motion was made by councilman McGinness.
and seconded by councilman Maxwell that the two property owners west of Mr..Culver's
property be informed, because of a complaint the Council, is requesting the removal
of any obstruction on the street right-of-way, however they may have a lawn on this
property. Motion carried.

A letter was received from Emmett Scholl asking for a stop sign on -both side of
