The Council met for its regular session with Mayor McGibbon presiding. The Roll
call showed the following councilmen present Tuson, Talen, Kincaid, Maxwell,
Bishop and McGinness.
The Treasurers and water collectors reports were read to the Council.
A motion.was made by councilman Maxwell and seconded by councilman Talen that the
bills which were approved by the auditing committee be allowed and warrants be
dalawn on the proper funds. Motion carried.
A-mo n 8&Ta4t by councilman-McGinness and seconded by councilman Tuson that bonds be issued
in t` the difference between the assessment roll and cash received for
L. I. D. #71. . Motion carried.
A.motion v,.as made by councilman Bishop and seconded by councilman Kincaid that
bonds be issued in the amount of $4691. 06, the difference between the assessment roll
and cash received, for L. I. D. #73. Motion carried.
A.motion was made by councilman McGinness and seconded by councilman Bishop that
bonds be issued in the amount of 51,831.69, the difference between the assessment roll
and cash received, for L. I. D. 1/72. Lotion carried.*
The Clerk reported that the interest od the warrants for L. I. D.•7,1 amounted to $1425.68
also we received a premiun on the bonds for $144.06. also the interest on the warrants
for L. I. D. #73 amounted to $67.51 and we received a premiun on the bonds in the
amount of $11.73. .
A motion was made by councilman McGinness and seconded by councilman Talen that
the agreed changes be made in the contract with Engineer Reid. Motion carried.
A motion was made by councilman Makkellss and seconded by councilman Tuson that
the Mayor and Clerk sign siad contract. Motion carried.
A motion was made by councilman_ McGinness and seconded by councilman Kincaid that
the grade on Fifth Avenue between -Maple and Walnut street -as established bye the
Enginneer be,accepted. Motion carried.
A motion was made by councilman McGinness and sedonded by councilman Tuson that
11r. King be authorized itm. ,construct' curb and gutter -and sidewalk, in accordance with
the grade e stablished and the city ordinance on file, and under ,the supervision
of the street Supt. Motion carried.
A Motion was made by councilman McGinness and seconded by councilman Talen that the
street department purchase the graderfrom Earl Joplin for v02500.n Motion carried.
A motion was made by councilman Maxwell and seconded by councilman Kincaid that
Mr. Grizzell be given a 30 day excention of time on his contract. .Motion carried.
Councilman Maxwell reported that all the street lights had been installed with the
exception of five lights.

A letter from Wright, Booth & Beresford, Laywers for L. 0. Franklin, was turned -�
over to Attorney Holte for answering.
A motion was made by councilman Maxwell and seconded by councilman Talen that Ord.
# 651 relating to local improvements in the City of Edmonds, and setting up procedures
to be followed in accordance with the Laws of the State of Washington, and repealing
Ordinance No. 2a5 and all other ordinances in conflict herewith. Motion carried.
April 6 is the date set for the call for bids on the grader.
A motion was made by councilman Maxwell and seconded by councilman McGinness that
the attorney draw up an emergency Ordinance #652 for the expenditure of $2575 -for
the purchase of a grader, and the hearing beset for April 6.• Motion carried. -
A petition was received from property owners residingin the Woodway and Yost
precincts asking to be deleted from the proposed annexation to the City of Edmonds.
Mrs. Vera Henderson again came before the council with the problem of drainage
from the Richfield Oil Service station on to her property.
Mr. Kochrian came before the council in regards to the erosion of the earth at
