The Council met for its regular session.with Mayor McGibbon presiding. The
roll call showed the following councilmen present Tuson, Talen, Kincaid,
Maxwell and McGinness and Bishop.
The Water Collectors and Treasurers reports were read to 'the Council.
A motion was made by councilman Maxwell and seconded by councilman Kincaid that
the bills which approved by the auditing committee be allowed and warrants be drawn
on the proper funds. Motion carried.
Three bids were received for the purchase of warrants and bonds for L. I. D. #74,
.the bid from Metaalf and Thompson was for 44% on the warrants and..bonds with a
premium of 26# per each $100 principal. Hughlyanks Incor. bid.333 %% on the warrants
add 4 1/2% on the bonds with a premiun of 340for every $100 bonds issued. Grande
& Co., bid 4% on the warrants and h 3/8% on the bonds with a premiun of 130 for
every $100 bonds issued. A motion was made by councilman McGinness and seconded
by councilman Maxwell that action be deferred for.48 hours on the bids for warrants
and bonds: Motion'carried.
The petition for the improvement of the.alley in Block D again came before the
Council. A number of protests were received against the improvement. A Motion
was made by councilman Maxwell and seconded by councilman McGinness because the
petition for the improvement of the alley in Block D lacks usfficient signatures
no action on the petition will be taken at this time. Motion carried.
A motion was made by councilman Mc6inness and seconded by councilman 'I.Tusori.�.
that Councilmen Maxwell and Kincaid be the two voting delegates to the convention.
Motion carried.
A letter was received from Harriet Tipping asking for her name to be taken from
the protest for the sewer, -also a letter was read from William H. Hardman and
Mr.-Viestin asking for more information in.regards to theirassessments.
A motion was made by councilman Maxwell and seconded by councilman Talen that
any new water main extentions outside the city of Edmonds must be paid for
by the property owner. Motion carried.
The Council recessed until Thursday evening.
May 6, 1954.
The Council met for its recessed session, with Mayor McGibbon presiding.
After some consideration of the bids for warrants and bonds for L. I. D. #74
a motion was made by councilman Talen and seconded by acouncilman Bishop that we
accept the bid from Metaalf and Thompson for 44 per cent warrants and bonds with the
premium of 260. Motion carried.
A motion was made by councilman Maxwell and seconded by councilman Kincaid that
warrant #1 be issued for $4500, for part of the fixed estimate. Motion carried.
Mayor McGibbon reported the County wants the cities to take their census. A motion
was made by councilman Maxwell and seconded by councilman Kincaid that the Council
authorize the taking of the census on a volunteer basis as much as possible.
Motion carried.
A motion was made by councilman Kincaid and seconded by councilman Maxwell that
Mayor McGibbon sign the contract with Engineer Reid for the ,'Design and.:-canstruEion
'-' ofvthedisposal plant. Motion carried. y"
A motion was made by councilman Maxwell and seconded by councilman Bishop that
Mayor McGibbon be authorized to request permission for the County Commissioners
to extend the names. of the streets and the house numbering, starting from the
sound to the Meadowdale Road, South to King County line and west to the Sound.
Motion carried.
A motion was made by councilman McGinness and seconded by councilman Bishop that
the bills for engineering bn thad4on'drotenresouftir be paid. Motion carried.
The request for a 15 minute parking on the westr, side of Fourth avenue from Main
street to the alley north of fhe Polar Bear, was made a motion by councilman Maxwell
with a second from councilman Talen. M tion carried.
The street Supt. was authorized to paint the crosswalk on the north side of Maple
street and the west side of seventh avenue. Motion carried.
A motion was made by councilman Maxwell and seconded by councilman Bishop that the
street light on Fourth avenue 140 fee t.south of Main street be changed to directional
unit type light.. Motion carried.
