and Mr. Nicolay wants $3000 for his property on Fifth Avenue. also Mr. Garretson
asks $25 for an easement on the south side of Pine street, extended and Mr. Jensen
wants,a,free meter in exchange for an easement. A motion was made by Councilman
Maxvrell!and seconded by Councilman Kincaid that Mr. Garretson'be paid $25 and Mr.
Jenaen'meter be installed in exchange for easements, between ninth and tenth avenues

Mrs. Herman Parent came before the council in regards to Eighth Avenue South of
Dayt6n `street„ s tating that she would like to know if the street is going to be
put thru; and what is to be done with the debris that was put there to fill in
a part of the street. This was referred to the street committee for a repgwt or.

Engineer''Reid reported that the Viiakstrom sewer on second avenue north has been
completed. He also reported that 300 feet of storm sewer should be installed
from,second avenue to Sunset Avenue,before a garage is built. A motion was

accept the bid from F. M. Taylor, for laying 1634 feet of pipe at a cost of $860.30

Councilman Bishop and seconded by councilman Tuson that we hold the three low bids for
30 as specified in the specifications. Motion carried.

Mayor MccQibbon reported he has.accepted the resignation of Chief Rasmussen as of April
15, arld that he has appo&nted R. C. Grimstad for our new chief of police. A motion was
made,by-councilman Maxwell and seconded.by councilman McGinness that the resignation
and new appointment be accepted. Motion carried.
A motion was made by councilman McGinness and s econded by councilman Tuson that a letter
be written to Chief Rasmussen stating that the Council expresses their appreciation

The Treasurers report was read to the council.
The Official -return from the City Election held March 8 are as follows: Alfred 0 Holte
for four":year term for City Attorney, receiving 1472 votes, ,Allen P. Severson, for four year
term, ±6e City Treasurer, received 1447 votes, Peter Sommerseth, U.o year term for
Councilman at large, receiving 12 votes and Arlie Siefert one vote, Dibnalid S. Tuson,
four year term for councilman First ward r S��'� ed, 126 votes, and Louis Talen for
two year term, for councilman First Iard,A Tlali Z. Kincaid for a four year term,
Councilman second ward received 139 votes, Ray V. Cloud for a two year term, Councilman
secondwaxdp received 117 votes, and. Gordon A. Maxwell, for a four year term, for
Councilman Third ward,nand Eldon Sallee received.three votes.

The Council met for its regular session with Mayor McGibbon presiding. The roll
call showed the following councilmen 'present Tuson, Talen, Kincaid, Maxwell, Bishop
and McGinness. Ray Cloud took the chair for councilman of second ward, to fill the
vacancy of second ward.
The water collectors report was read to the Council.
A motion was made by councilman MtGingeiddandcsedohded by,_.coiftcilman Bishop that the
bills which were -'approved by the auditing committee be allowed and warrants be drawn
on -the proper funds. Motion carried.
A letter was read to the Council from Don H. Phillips, was referred to the street
committee.
Mayor McGibbon reported he has appointed a new Chief of Police, Mr. Gritmstad and
two deputies Mr. Crain and Moran.
A motion was made by councilman McGinness and seconded by councilman Talen that
Mayor,.McGibbon be'authorized to sign the contract for the'intercepter sever, with
Harold Kaeser'Co.; the low bidder, the basic bid being $11,946.12, and the alternate
bid of $122039.57; subject to the Mayor being satisfied vrith the easement. Motion
carried.
A motion was,.made by councilman Maxwell and seconded by councilman Tuson that
Taylor Construction Co., be authorized to put -in the storm sewer from Second'avenue
to Sunset Avenue in accordance with the Engineer plans, not to exceed $1,176, to be
paid for from water department funds. Motion carried.
A motion was made by councilman Maxwell and seconded by councilman Talen that the
water department be authorized to install a four inch water line on Daley street from
ninth to tenth avenue with.one hydrant and two wet -tie-ins. Motion carried.
A motion was made by councilman McGinness and seconded by councilman Maxwell that
Taylor. Construction Co., be awarded the laying of water pipe on DWee from
ninth to tenth avenue including the hydrant and wet-66nnection :°OA

The water committee also recommended to'the council to authorize the Engineer to
make up a storm sewer plan for the City. This was made a motion tktGoancilman Talen
with..a second from Councilman Kincaid. The motion was amended for the Engineer to
bring in a price at the next meeting. Motion carried.
Also it was recommended to establish a policy of how to finance Storm Sewers as they
come. ,up.
Mayor McGibbon stated that the two policemen that arebeing laid off have earned their
two.,weeks vacation as of April 15.

call for bids for a police car as per specifications, bids to be opened May 3.

Mayor McGibbon referred the improvement of Casper street brom Third avenue to Sunset
Avenue, and both sides of Third avenue, to the streetoommittee. Also the street
signs were-referredto the street committee.
A motion was made by councilman Kincaid and seconded by councilman'Maxwell that Mayor
McGibbon be authorized to have the building on second avenue moved, if the Engineer
_figures are.adequate. Motion carried. .
A motion was made by councilman McGinness and seconded by councilman Tuson that the
preliminary plat of View Manor be accepted. Motion carried.
A motion was made by councilman McGinness and seconded by councilman-Tuson that
Attorney Holte notify Mr.' King to replace the dirt and bring the street up to grade
at tenth & Daley streets. potion carried.
A motion was made by councilman 1,Ac §inness and seconded by councilman Kincaid that
Engineer Redi establish the grade on Daley street from Ninth avenue to Eleventh avenue
and on tenth avenue from Sprague street north to the end of the -right of way. Motion
carried.
