1955-08-02 Council MinutesAugust 2, 1955 The Council met for its regular session with_llayor Maxwell presiding. The roll call showed the following councilmen present Tuson, Talen, Kincaid, Cloud, Bishop and sommerseth. Mr.4ranklin came to the Council: in regards to a petition that is being circulated *around for an apartaient' hogse on third avenue south. He stated that he and Mr. Woodhull objected to this apartment being built: He was assured he would be notified if a petition was received, and the building inspector is not to issue a building permit. Mr. Jamison came before the council in regards to the drainage water coming on his property and would like to have the street widened: This was turned over to the water and 1treet committee for investigation. Three bids were received for laying of eight inch -Water pipe North of the City. One 'from F. M.'Taylor at'a cost of $2950, Excavators Inc., for 3,608, and one from Harry Squires for $1,469.40. The water committee recommended and a motion was made by Councilman Tuson and seconded by councilman Talen that the bid from Harry squires for $1469.40, be accepted. Motion carried. =. Five bids were received for 400:-feet of eight inch pipe and fittings one from Hallgren & co.,on bid on the pipe, lot B 283.90, lot c 357.20, the bid from Pacific Water Works Supply for the pipe $1,214.00, lot B,-293.30, and lot C for 412.74. H. D. Fowler no bid on the pipe, lot B. bid of 289.42, lot C, a bid of 412:90. The Bid from 71kestern Utilities Supply on the pipe for $1,216.00, lot-B., bid of 302.65, lot C a bid of 439.37• and a bid from United States Pipe & Foundry Co., on the pipe for $1188.00. As recommended by the water committee for a split bid a motion was made.by councilman Tuson and seconded by councilman Talen that the Western Utilities'Supply be given the bid for -the pipe for $1216, and `for valves in the amount'of'263.70, and Hallgren Co., be given the bid for.the fittings in the amount of $365.40. Motion carried. It was recommended to hold the bid from Pacific 10,1ater works. A change in the committees as made by Mayor Maxwell are as follows: Water6committee, Tuson, chairman, talen and Cloud; Safety committee, Talen, Chairman, Grimstad and Aetell; Street Committee Kincaid, chairman, Bishop and Somnerseth; Park Committee, Kincaid chairman, Sommerseth, Lawson, Bill Crow -and Bill Lambe; Auditing Committee, Tuson, Talen and,Cloud; Finance Committee Bishop, Maxwell and Severson; Planning Committee Bishop, Tuson and Cloud. A letter was read from Mr. Morse stating he has graded and graveled secbnd avenue North. E. ,k.o Allen- -�iio *lives on Alders treet between, ninth & tenth avenue asks for permission to install a drive -ray. A motion was made by'Councilman Kincaid and seconded by Councilman. Bishop that he be given permission to install a standard dirveway to hes property. Motion carried. Chief of Police Grimstad has requested that one -patrolman be sent to school at Fort Lewis in September for 10 days. This request was granted by a motion made by Councilman Talen with a second from Councilman Sommerseth. Motion carreid A motion was made by Councilman Tuson and seconded by Councilman Cloud that a tin -rater line be put into the Library building. Motion carried. A motion was made by Councilmas Tuson-and seconded by councilman Talen that we can for bids for moving the boiler and changing the heating system, August 16. Motion carried. A motion was made by Councilman Kincaid and seconded by Councilman Sommerseth that the bid for removing and replacing the steps to the Library building at a cost of $685, plus sales tax be awarded to George Elkins, subject to the approval of the Building Inspector. Motion carried. A motion -was made by.Councilman Talen and seconded by Councilman Cloud to authorize Mayor Max -cell to sign the agreement with Civil Defense, which states that the City ,- of Edmonds will pay 150 per capita for 1956. A motion was made by councilman Tuson and seconded by Councilman Talen that Ord. #665 annexing the following described property to the City of Edmonds, Tract Nine (9) Block five (5) Plat of Alderwo6d Manor #9, according .to the records of Snohomish County, Washington, Except the east 137.75 feet thereof, be passed. Motion carried. A motion was made by Councilman Tuson and seconded by Councilman Bishop that Resolution be passed. Motion carried. Resolution No, 23 WHEREAS' on the 21st-day of June 1955, Paul McGibbon, Mayor of Edmonds passed away, and WHRZEAS., he had been the 11yyor of the City of Edmonds for six years, and prior to that time.had served as a city councilman for seven years, and Whereas, during the time so spent he had devoted a great deal of time, effort and ingenuity toward solving the problems resulting from his office, and TIHE'REAS the Mayor and the City Council of the City of Edmonds and the officers and employees of the said City, together with many of the citizens, feel that there should be a fitting memorial for the time so spent by such an interested and devoted citizen, and V:HEREAS'it was felt by the City Council, officers and employees of the City of Edmonds that a permanent record of such memorial be made, NOV'!, THEREFORE,, IT IS HEREBY RESOLVED that the Edmonds City Council, together with the officers, employees and citizens of Edmonds, in Paul McGibbon memory of for the fine and outstanding work which he -had done during the time that he served the City, hereby perpetuate his memory through this Resolution. IT IS FURTHER RESOLVED that a copy of this Resolution be spread upon the Minutes of the Council meeting of August 2, 1955, as a permanent memorial to Paul McGibbon. IT IS FURTHER ,RESOLVED that a copy of this Resolution be furnished to the children of Paul McGibbon as an act of the officials of the City of Edmonds commemorating.the services which were rendered by the said Paul McGibbon, IT IT FURTHER RESOLVED that acopy of this resolution be given thethe Edmonds Tribune Review for Publication, on order that the citizens of Edmonds might be made aware of the hi;h esteem and respect which.its City Officials and Councilmen hold for the memory of the said Paul McGibbon. A motion was made by Councilman Kincaid and seconded by councilman Tuson that the bills which were approved by the auditing -committee be allowed and warrants be drawn on the proper funds. F. Neil who plans to build an apartment house on his property at 230-3rd avenue. Two bids were received for the pavi of Spregue street, one from Seattle Service Co., in the amount of 03113.00, and one om Earl L. Joplin, in the amount of $3260.00 Upon recommendation from the street committee a motion was made by councilman Kincaid and seconded by councilman Sommerseth that the bid be given to Earl Joplin, because, he is a local man, and the Mayor and Clerk are authorized to sign the contract.
