1955-08-16 Council MinutesA motion was made by Councilman Tuson and seconded by Councilman Bishop that Resolution be passed. Motion carried. Resolution No, 23 WHEREAS' on the 21st-day of June 1955, Paul McGibbon, Mayor of Edmonds passed away, and WHRZEAS., he had been the 11yyor of the City of Edmonds for six years, and prior to that time.had served as a city councilman for seven years, and Whereas, during the time so spent he had devoted a great deal of time, effort and ingenuity toward solving the problems resulting from his office, and TIHE'REAS the Mayor and the City Council of the City of Edmonds and the officers and employees of the said City, together with many of the citizens, feel that there should be a fitting memorial for the time so spent by such an interested and devoted citizen, and V:HEREAS'it was felt by the City Council, officers and employees of the City of Edmonds that a permanent record of such memorial be made, NOV'!, THEREFORE,, IT IS HEREBY RESOLVED that the Edmonds City Council, together with the officers, employees and citizens of Edmonds, in Paul McGibbon memory of for the fine and outstanding work which he -had done during the time that he served the City, hereby perpetuate his memory through this Resolution. IT IS FURTHER RESOLVED that a copy of this Resolution be spread upon the Minutes of the Council meeting of August 2, 1955, as a permanent memorial to Paul McGibbon. IT IS FURTHER ,RESOLVED that a copy of this Resolution be furnished to the children of Paul McGibbon as an act of the officials of the City of Edmonds commemorating.the services which were rendered by the said Paul McGibbon, IT IT FURTHER RESOLVED that acopy of this resolution be given thethe Edmonds Tribune Review for Publication, on order that the citizens of Edmonds might be made aware of the hi;h esteem and respect which.its City Officials and Councilmen hold for the memory of the said Paul McGibbon. A motion was made. by Councilman Kincaid and secondedby Councilman Bishop that the Final Plat of Homeland Drive No. 2 be accepted. Motion carried. The water Collectors report was read to the -Council. A motion was made by Councilman Kincaid and seconded by councilman Tuson that the bills which were approved by the auditing -committee be allowed and warrants be drawn on the proper funds. The Roll call shored the following councilmen present Tuson, Talen; Kincaid, Cloud and Sommerseth The Treasurers report was read to the Council 1 A petition was read to the Council. objecting t the proposed plan of Mr. L. F. Neil who plans to build an apartment house on his property at 230-3rd avenue. Two bids were received for the pavi of Spregue street, one from Seattle Service Co., in the amount of 03113.00, and one om Earl L. Joplin, in the amount of $3260.00 Upon recommendation from the street committee a motion was made by councilman Kincaid and seconded by councilman Sommerseth that the bid be given to Earl Joplin, because, he is a local man, and the Mayor and Clerk are authorized to sign the contract. Motion carried. - Goknc_il ";Fct As per the requestfrom Simpson & Payne for a street grade on Daley street between Eighth and Ninth avenues, the street committee recommended and a motion was made by councilman Kincaid and seconded by councilman Talen that the Engineer be authorized to provide the street grade., wNithitunecCftl,oassisting in the amount of $50.•Motion carried. Motion carried. It,.was recommended that the Council consider posting no truck signs at Third and Walnut and Third and Howell way. A motion was made by Councilman Kincaid and seconded by Councilman Sommerseth that that portion of Second avenue running through Morse addition be accepted Iby the city. M n tioncarried. Motion carried. A motion was made by Cduncilman Tuson and seconded by Councilman Cloud that Ray Rasmussen be paid his two week vacation pay from the Police fund. Motion carried. A motion was made by councilman Kincaid and seconded by Councilman Tuson for Rasmussen to be paid his vacation pay on the same basis as he teceived when he was chief of Police. M tion carried. A motion was made by Councilman Tuson and seconded by councilman Talen that the three policemen be given four days vacation this year, to be worked out by Chief Grimstad. Motion carried. A motion was made by councilman Tuson and seconded by councilman Talen to accept the bid from John Gillis, for the painting the water tank at a cost of $387.00. Motion carried. As recommmend ed by the water committee a motion was made by councilman `bison and seconded by councilman Kincaid that we call for bids for wire and cedar posts for the fencing the 40 acres of water shed property. Motion carried. A.motion was made by councilman Tuson and seconded by councilman Sommerseth that the Engineer do the necessary survey for fencing this property. Motion carried. A motidn was made by Councilman Tuson and seconded by Councilman Cloud to authorize Attorney Holte to draw up an Ordinance that any property owner who hires a contractor to put in a sewer in the street, must furnish a plan to the City to be put on file for future reference. Motion carried. One bid was received for the changing of the heating system in the building in the amount of$2090 plus sales tax, from Freese Plumbing L Heating, and a bid from Jack M: Stuart.for the wiring and changing the oil burner. A motion waa made by Council- man Tuson and seconded by councilman Talen that we accept the bid from Freese Plum- bing, and Heating. Motion. carried. . A motion was made by councilman Kincaid and seconded by councilman Sommerseth that engineer Reid be authorized to establish the street grade on Alder street, 120 feet east of Fifth Avenue. Motion carried. Attorney Holte reported to the'Council that he had checked on the owners of the streets bordering the city limits of Edmonds, they are as follows; Seventh avenue North the City owns half and the County half, Ninth avenue the city owns half and the County half, Pine street, from sixth Avenue West is owned by the County, Olympic Avenue is owned by the County, Casper street one half is owned by the City and one half County, Sixth avenue south of Pine is owned by the County, 220th is owned one half by the City and one half by the County. and seconded by counciln.,an Kincai'id A motion was made b y Councilman TusonXthat the amendment to the City building code b- Tchapter 9''c9rticicerl-ii.,bk passed. Motion carried. Attorney Holte stated that the claim from Mrs. Wamsley was a _legal and just claim for damage, and that he would turn it over to our Insurgnce Company for payment. A motion was made by councilman Kincaid and seconded by councilman Sommerseth that Mr. Haggbloom be authorized to break the curb and install an asphalt driveway to his property, under the City specifications.
