Ddr. Main, who resided on Maple street, east of tenth avenue asks that the grade be
established. A motion was made by councilman Kincaid and seconded by councilman
Bishop that the Engineer -establish the grade on Maple street from tenth avenue east
.to the end of the street. Motion carried.
The vacation of Hemlock street betmeen 8 and 9 avenue was set f or a hearing on October 4
by a motion made by councilman Kincaid and seconded by councilman Bishop. Motion
carried.
Councilman Kincaid reported that the P. U. D. has donated oil to oil the streets in
the City park.
A motion was made by councilman Kincaid and seconded by councilman Bishop that the
bills which were approved by the auditing committee be allowed and warrants be
drawn on the proper funds. Motion carried.
A motion was made by councilman Kincaid ands econded by councilman Bishop that the
bills for remodeling the library building be paid from other funds, as decided by
the Treasurer. Motion carried.
The Petition for annexation of B16cks 3 and 4 South Park Addition to Edmonds, was
set for a hearing on Sept. 20, on conditione-that Attorney Holte ascertain if 75%
of the property has signed the petition,Ahis was made a motion by councilman Kincaid
with a second from councilman Sommerseth. Motion carried.
The annexation of a portion of No rth�Edmonds by petition was set for a hearing on
Sept. 20, by a motion made by Councilman Tuson v ith a second from Councilman Bishop.
Motion carried.
This meeting was recessed until Friday night Sept. 9, for the making up the Prelim-
inary budget for 1956.

This was the date set for the opening of bids for $8000 General Obligation
Bonds.
No bids were received.
A motion was made by councilman

The Treasurers report for the month of August was read to the Council.
A motion was made by councilman Kincaid and seconded by councilman Sommerseth
on the proposed improvement for Daley street, that the city pay the cost of
item"3 and 4 not to exceed $300,-and we furnish the grader for grading as necessary.
Motion carried.
The Council proceeded to making up the preliminary budget for 1956. Upon completion
of the preliminary budget, the Council ordered it be placed on file at the City Clerk's
office.

The Council met for its regtil.ar session with Mayor Maxwell presiding. 'Ire roll call
sh(wred the following councilmen present,' Tuson,, Talen, Kincaid, Cloud, Bishop and
Sommerseth.
'This was the night set for the hearing on three annexations to the City o£.Edmondsi
No 1, all of Block 3 and 4. and lot 1 in Block 2�, in the South Park Addition to
Edmonds, there being no one objecting to the annexation_ a motion was made by Council-
man Tuson and seconded by Councilman Bishop that Ord. No. 666, annexating said property
to the City of Edmonds, be passed. Aiotion carried.
No. 2, for annexating the property N6rtheofrt4erCtty, chaniging the City limits from
Seventh avenue Hasth to Ninth avenue, thennorth to 196th, then to the north line of
Mr. Robins property. Because of no-abjbctioris to the annexation a motion was made
by"Councilman Kincaid and seconded by Councilman Sommerseth that Ordinance No.667 be
passed. Motion carried.
No. 3, the Grandview Addition, e§ttendi.ng from Ninth avenue to tenth ave.,
and south to 213uSv Wt•reAttorney Holtereported 90% of the property had signed
for thfs annexation. A motion was made by Councilman Bishop and seconded by
Councilman Talen that Ord. No. 668 annexating this property to the City be
- pas'sed.. Motion carried.
This was ald.o the night set for a hearing'on the rezoning of three lots of property
on the west side of Third Avenue, the Planning committee recommended and a motion was
made by councilman B&shop and seconded by Councilman Kincaid that the request for
rezoning the west side of Third avenue be denied because of existing laws and ordinances.
Motion carried.
Carl Eisen
Commissioner Mr. Albright and Fire Chief from Fire District No. 1 came before the Council
asking to have a written agreement with Edmonds Fire Department, Fire Chief Jim .Astell
stated it was not necessary to have an agreement in writi.hg, he stated that the State
Law takes care of it. Mayor Maxwell asked torh6ve the agreement returned to us for
recondideration.
Attorney Holte reported that he has another proposed annexation to the City, a motion
was made by councilman Talen and seconded by councilman Bishop that October 4 be set
for the hearing date, subject to Attorney Nolte checking the percentage of signatures.

Mr.•sUsher again came before the council in regards to the drainage water that backs
up in his basement, when we have a heavy rain. The water committee recommended and a
motion was made by councilman Tuson and seconded by Council�±an Cloud that the Eng—
ineer %draw up specification for a storm sewer and call for bids, to be opened October 18,
to be paid for from Sewer Service charge. Motion carried.
Chairman of the water -Committee Tuson stated the wood water tourer in South Edmonds is
being taken down.
It was recommended by Chairman of street committee Kincaid that thegrade for Tenth and
Daley street as established by Engineer Reid be the final grade.
Attorney Holte reported that Mr. "an Sullivan has accepted $7000 for his property.
He also reported Mr. Grimes has offered �5500 for his property at Fifth & Ech onds
street and 1,1r. Nicolay asks $3100.00
A motion 1vMs made by councilman Kincaid and seconded by councilman Bishop that the
bill for $382 for Engineering on the water department be paid. Motion carried.
A motion was made by councilman Kincaid and seconded by councilman Sommerseth that up
to $100 be allow$d to equip the auxiliary police with caps and badges. ?notion carried.

The Council met for its special session with Mayor Maxwell presiding. The roll call
r showed the following councilmen present Tuson, Kincaid, Cloud, Bishop and Sommerseth.
This being the night set by law for the fixing the final budget, the Council pro-
ceeded with the adjustments. Upon its completion the revenues for Current Expense fund
are $55,199.60, Street Fund, $33,443.00, General Seger Bond Fund, 744.00, General
Obligation Fund, City Hall $319.00,. Water Fund, $120,060.00. Receipts for Current
Expense showed 438,405, to be faised by 7.9 mills -on $2,125,902 assessed valuation
$14,.794.60. Sheet Fund receipts $19,413.00, to be railed by 6.6 mills on $2,125,902
assessedvaluation, $141030.00.� To.be raised by .35 mills for General Sewer Bond fund
$744.00, and to be raised by .15 mills for General Obligation, City Hall $319.00.
.Making a total of 15 mills .which will raise $31,888.55, with 1 mill special levy for
the Fire. truck, in the amount of $2,125.00. The revenues from the pater Department
showed $1200060.00.
A motion was made by Councilman Tuson and seconded by Councilman Bishop that Ordinance
No. 669 be nassed and publ' hed.. Motion carried.
