1955-10-18 Council MinutesA letter wasread from Mrs. Pakkala,.chariman of the Floretum Club asking for per-
mission to place a garbage can on one of our streets. This was referred to the street
committee.
A amendment to the City Cods Chapter 2, article 1, section 2 1.05 and .07, changing
the term of office of City Clerk and Attorney from an elected to an appointed tern
to begin at the expiration of the present terms of office, this was made a. motion by
Councilman Bishop and seconded by Councilman Kincaid. Motion carried, with a vote
of no from Councilman Cloud.
This was the night set for the hearing for annexation of the South End to the City.
Attorney Holte reported over 75% of the property has signed for the annexation. There
being no objections a motion was made by councilman Kincaid and seconded by Councilman
Cloud that Ord. #6701 for the South Edd Annexation be passed. Motion carried.
Howard Gorsuch came before the Council and asked permission to pasture his cons on the
east side of the City property at Sixth and Pine street, this permission was granted by
a motion made by councilman Kincaid and seconded by Councilman Talen, with the stipulation
that permission may be revoked at any time. -Motion carried.
Councilman Tuson reported he received one bid for the remodeling of the Jail from Walt
Payne in the amount of $1500, he recommedded that ogr Building Inspector look over the
bid and price. A.motion was made by councilman Tuson that this be referred to the Building
Inspector, Mr. Morrison, and the authorisation be approved subject to his approveal. No
Second. A motion was made by councilman Kincaid and second by councilman Tuson that the
Carpenter and concrete work be done subject to the approval of the Building Inspector
and Councilman Tuson for examination and detail work. Motion carried.
A motion was made by Councilman Kincaid and seconded by Councilman Tuson that the
Streetdepartment be authorized to purchase 1000 feet of two inch pipe for the erection
of streetsigns. Motion carried.
The Plat of Glandville addition as submitted by Engineer Reid was referred to the
Planning Commission.
A motion was made by councilman Tuson and seconded by councilman Kincaid that the

sanitary sewer, pending construction of storm sewer. on arr e .
A motion was made by councilman Tuson and seconded by councilman Talen that Sater &
Ridenour furnish a tank and pump for premiun gasoline, on the same basis -as we are now
being served for regular gasoline and the streetdepartment is to dig the hole for the
tank. Motion carried.
A motion was made by councilman Kincaid and seconded by councilman Tuson that the bills
which were approved by the auditing committee be allowed and warrants be drawn on the
proper funds. Motion carriqd.

The Council met for its regular session with Mayor Maxwell presiding. The roll call
showed the following councilmen present Tuson, Talen, KincaidV Cloud, Bishop and
Sommerseth.
The Treasurers report was read to the Council.
Three bids were received for the installing of storm sewer east on main street. The
.bid from Pacific Concrete Company in the amount of $4621,F. M. Taylor for $4674.50,
Harry Squires for $4274.83. Upon a decision from the water committee, it was rec
ommended and a motion was made by Councilman Tuson and seconded by councilman Taleh"
that we accept the bid from Harry Squires for $4274.83, Motion carried.
A letter was read to the council, from Ida Holte asking for permission to improve a portion of
the,alley. between Maple and Alder street,.east of Ninth. 'A motion was made by Councilman
Kincaid and seconded by councilman Sommerseth that the Engineer establish the grade on the
alley. Motion carried.
A petition for vacating the South 118.67 feet of the alley between Fourth and Fifth
Avenues and n� oLyayton Street, was read to the Council. After some discussion and
a report that W`s'�w"er( in the alley, this was referred to the street committee. A
motion was made -by councilman Tuson and seconded by councilman Kincaid that Nov. 1 be
set -for a hearing on the proposed vacation and the people affected be notified. Motion
carried.
The establishment fif a grade on ninth and Edmonds street was t fted over to the street
committee for a report at the next meeting.
A request for water on eighth and Daley street was referred to the water committee.

A motion was made by, councilman Kincaid and seconded by councilman Sommerseth that
Ewing Electric be given the wiring job for the City Jail, not to exceed $150. Motion
carried.
A motion was made by councilman Bishop and seconded by.councilman Talen to accept the
preliminary plat of Glanville addition, Motion carried.
A motion was made by councilman Kincaid and seconded by councilman Sommerseth that we
accept the grade on Tenth avenue sfrom Sprague street to Daley street and Daley street
from Ninth to,Tenth avenue providing it meets approval. Motion carried.
A report from the water committee and a motion was made by councilman Tuson and seconded
by Councilman Cloud that we call for bids for the installing an eight inch sewer on
Bowdoin road, to be financed out of the sewer service charge, $1600 to be reimbursed
to the fund, when the eight homes pay their connection fee of $200 each. Bids to be
opened November 15. M&tion carried.
A motion was made by councilmaN Kincaid and seconded by Councilman Talen that six
city limits signs be, purchased at a cost of $160. Motion carried.
A motion was made by councilman KTafiead and seconded..by councilman Kincaid that the
.speed limit be 25 miles per hour from Fifth avenue to Pine street and 30 miles per hour
from Pine street to the new city limits, and 25 per hour from Fifth avenue to Olympic ave
and 35 miles per hour from Olympic to the 6optof the hill. Motion carried.

A motion was made by councilman Kincaid and seconded by councilman Talen that Attorney
Holte draw up specifications for out liability insurance for ,1956. Motion .carried.
A letter was read to the council from the Washington Association for Retarded Childrenasking for permission to conduct a tag sale in Edmonds November 19, this permission was
granted and made a motion by Councilman Talen and seconded by councilman Tuson. Motion
carried.
Mayor"Maxwell appointed Councilman Kincaid, -chairman, Bishop, Talen and Aison, a committee
to work on the street and house numbering.
A letter was read from Engineer Reid in which he states that a street improvement of
grading and graveling on Fourth avenue south would cost approximately $4000.
This was the night set for the hearing on the vacation of 118,67 feet of the alley
North of Dayton street. A number of property owners affected by this vacation came before
the council protesting this vacation. After some discussion a motion was made by
Councilman- Kincaid and seconded by councilman Sommerseth that the vacation of the alley
as requested be granted under three conditions, 1, that the Church pay for the cost of
re -locating the sewer, 2, the Church deed to the city a 15 foot right-of-way for re-
routing the alley to fourth avenue, 3, that;the Church obtain additional property for an
egress,to Fourth avenue. Because of an objection from Councilman Bishop that we cannot
grant this vacation, as the statutes prohibit it, with conditions or strings attached, the.
motion and second was withdrawn, by councilman Kincaid and sommerseth. After more discussion
between Mr. Koran, chairman of of Church Board, and the Council, a motion was.made by
Councilman Kincaid that the council consider vacating the alley providing the church
complies with all three conditions as outlined in his first motion. Because of an objection
from Councilman Tuson, CouncilmanKincaid withdrew his Motion. A motion was mdde by
Councilman Bishop and seconded by councilman Talen that we reject the petition from the
Church. Motion carried, with councilman Kincaid voting no.
