The date for hearing on Ihergency 'Ordinance #673 was set f or December 6, by a motion
made by Councilman Tuson and seconded by councilman Talen. Motion carried.
Attorney Holte reported on the trial of Degneau vs City of Edmonds, with the results
of a judgment against the City for $2700. Attorney Holte stated he would file for a
b new trial. .

The Council met for its regular session with Layor Maxwell presiding. The roll call
showed` the following councilmen present Tuson, Talen,- Kincaid, Cloud, Bishop and
Somimerseth.
The water Collectors report was read to the Council
A motion was made by Cotancilman Tuson and seconded*by councilman Cloud that the bills
which were approved lby the auditing committee be allowed and warrants be drawn on the
proper funds. Motion carried.
A letter was read from Frances:E. Anderson, Secretary of the Library Board, asking for
the approval of Mr. R., H. Goodwin, to serve as a member of the library board, to fill
the vacancy due to .the death of Paul McGibbon. Mayor Maxwell appointed Mr. Goodwin
a member bn the Library Board, and a,motion.was made by Councilman Bishop and seconded
by Gouncilman Kincaid confirming the appointment made by Mayor Maxwell. Lotion carried.
Mr. Huseby came before the Council, He stated the Library has had. several gifts of
money, and would like to have a fund set up for the library. Attorney I1olte was asked
' to'draw—up an amendement to our code, for this.
This was the night for the hearing on the final assessment roll for L. I. D. #75• There
being no object!Q to the assessment a motion was made Councilman Kincaid and seconded
by councilman Talen that Ordinance #674, approving the assessment roll for L. I. D*#75
be passed. Motion carried.
Mr. Hubbard came before the council in regards to the City furnishing a grade for
Hemlock street from fifth avenue to six and half street. A motion was made by council—
man' Kincaid 'and seconded by councilman Sommerseth that the Engineer set the grade stakes.
Motion carried. -
The installing of 370 feet of 4ifater main was referred to the water committee.
A motion was made by c ouncilman Kincaid and seconded by c ouncilmari Talen that the
Engineers office be authorized to establish numbers in the newly annexed territory, and
a record of numbers be left in the City Clerk's office and a notice be published in
the paper next week.'- An amendement to the potion for street numbering and naming
be voted on by the council and the Engineer set'up'the proposed numbering and naming
to'be published next week also to be voted on at the next council meeting. Motion carried.
A motion was made by councilman Kincaid and seconded by Councilman Sommerseth that the
street department call for bids for a used pick—up truck, Bids to be opened January 3.
- Motion carried.
A petition for the opening up of Fourth avenue from'Pine street to 2'20th was presented
to the Council. A motion was made by councilmanKincaid and seconded by councilman Bishop
'that an unofficial hearing for this improvement be set for Januaryj and all property
owners be notified by card. Motion carried.
A motion was made by Councilman Kincaid and seconded by councilman Talen for Engineer
Reid -to ester blish the grade from Tenth avenue east to Olympic avenue, if it is not
already established. Motion carried.
Attorney. Holte reported we lost that case of Degneau VS the City of Edmonds. He was
asked to review this matter by appealing to the higher court.
Upon recommendation from Mayor Maxwell a motion was made by councilman Bishop and seconded
by Councilman'Sommerseth to elect Preston §teed as Councilman. for Third Pricirict until
the next city election, to fill the vacancy.u.1-Mnoitieniearrfed.
Mayor Maxwell suggested that Howard Sutherland replace the vacancy on the planning commission.
A .motion -w s made by councilman Tuson and seconded by councilman Cloud that the 50 customers
from Olympic View Water,` they are to bill use for the water and maintain the system, and --`gyre
will bill the customers. Motion carried.
A motion was made by councilman Talen and seconded by councilman Bishop that Emergency
Ordinance # 6?3 for $1500 to compelte the remodeling of the City Hall, be passed. Motion
carried by a roll vote of the Council.

to pay Harry Squires 255.00 now due him, withholding 15%. Motion carried.

December 20, 1955
The Council met for its regular session with Mayor Maxwell presiding. PrestoniP:::Steed
was sworn in by Mayor Maxwell, to serve as Councilman for Third Preciaat-, until the next
City Election. The roll call showed the following councilmen present, Tuson, Talen,
Kincaid, Cloud and Bishop,;
The Treasurers report was read to the Council.
Mr. Fred Shaw came before the Council in regards to the excess water running on his
property,:this was referred to the street c8uperi.ntendent.
Mr. Woodhull, who resided at 327-3rd ave. came before the council and asked for special
permission to attach a carport to his house. This was referred to the Building Code
committee.
Mr. Franklin came before the Council in regards to a guide wire which was obstructing.
the use of the alley. Mayor Maxwell instructed Attorney Hall to write to the P. U. D.
to remove the guide wire.
Three bids were received for Liability Insurance for the City of Edmonds for 1956.
One bid from Hubbard Insruance in the amount of $1,153.76, one from Louis Talen, in
the amount of 61,163.34, and on3 from Fredericksen Raalty in the amount of °$`1,257.76.
�,A motion was made by councilman Tuson and seconded by councilman Kincaid that we.accept
the bid from Hubbard Insurance Agency for $1,153.76. Motion carried.
Because of an error made by the City Clerk on calling for bids for a used pick-up truck
for the street department, she was asked to re=advertise for bids.
The petition for annexation of property north of main street and east of Olympic avenue
was set for a hearing January 3, subject to certification and validity by the Attorney,
this was made a motion by councilman Bishop and seconded by councilman Kincaid. Motion
carried.
A motion was made by councilman Tuson and seconded; by councilman Cloud that the bill
of $4161.25 to the Snohomish County Library Board, be paid. ?lotion carried.
A motion was made by councilman Tuson and seconded by councilman Kincaid that Mr. -Grimes
be notified that we are not in favor of purchasing his property because of insufficient funds.
Motion carried.
A motion was made by councilman Kincaid and seconded by Councilman Tuson to let the
Merry Tiller Co., have the use of the City Hall, January 18, at 8 P. M. Motion carried.
A motion was made by Councilman Kincaid and seconded by councilman Bishop that Mayor
Maxwell contact Mr. Webster in regards to Government Research work, and if he considers
it vital enough, to have the report filled in and send it in. Motion carried.
The connecting of the New High School. at Homes Corner to our sewer system was turned
over to -the water cormittee for investigation. "
Mayor Maxwell reported a letter ,had been received from Monitlake Terrace, about the
matter of their taking our police calls, they have reduced their charge to $105 per
month. Chief of Police Grimstad recommended that we answer them, stating that our
budget has been made 'ap for this year.
A motion was.made by councilman Kincaid and seconded by Councilman Tuson that the street
names and numbering as presented by Engineer Reid be adopted. Motion carried.
A motion was made by Councilman Kincaid and seconded by Councilman,Bishop that the
street grade on Daley street betti:een Seventh and Eighth Avenue, as established by Engineer
Reid be accepted. Motion carried.
A motion was made by Councilspan Kincaid and seconded by Councilman Bishop that we accept
the street -grade for Alder street between 5th and Sixth avenue, with the provision 'that
we refuse to set the grade unless the property owners agree to blacktop the street.
Motion carried.
A.motion was made by councilman Kincaid and seconded by councilman Bishop that the alley
grade as established by Engineer Raid between Maple. and Alder streets, east of ninth to
tenth avenue, be accepted. Motion carried.
A motion was made by councilman Bishop and seconded by Councilman Talen that the street
grade on Daley street from Tenth avenue to Olympic Avenue be accepted. Motion carried.
