�'1500 per year. Lotion carried.
A motion was made by Councilman Tuson and seconded by Councilman Sommerseth to instruct
Attorney Hol to to meet with the School Superintendent to ' dis?cuss future connections to the
sewer. Motion carried.
A motion was made by councilman Kincaid and seconded by councilman Bishop that the appoint-
ment of Howard Sutherland to the planning commission be approited. Motion carried.
Mr. Woodhull again came before the council in regards to hisbuilding a carport, adjoining
it to his house and building it to the property line. A motion was made by councilman Tulin
and seconded by councilman Bishop that the request be &enied. Motion carried.
A number of people residing in the Riley Park Addition came before the council in regards to
the condition of Glen street from Olympic avenue to tenth avenue. A motion was made by Coun-
cilman Kincaid and seconded by councilman Bishop that the street department provide ditches
and fill material be put on the street until further work can be performed. Motion carried.
Also two street lights were asked for on Glen street.
Fire Chief Jim_ Astell reported the building in which the fire hose is stored is damp and
will ruin tid hose in time and something should be done to provide heat in the building.
A motion was made by councilman Kincaid and seconded by councilman Talen that we call for
bids for a two frequency police car radio, specifications to be made up by Chief Grimstad,
bids to be opened March 20. Motion carried.
A motion was made by Councilman Talen and seconded by Councilman Bishop that Chief Grimstad
apply for matching funds for the base station and the four units. Motion carried.
A motion was made by Councilman Tuson and seconded by Councilman Talen that the amendment
to the City code Chapter 8 Article 3, Section 8-3.011 knovm as trade Stimulator, changing
,the ratefrom 3% of the face value of the boards to a flat rate of $75 per month for each retail
establfd)ftftt� be adopted. Motion carried.
The street Supt. was instructed to place a reflector type square sign atthe corner of the
Green house.
The hearing on the annexation of the property south east of Edmonds was held over until our next
meeting as the petition was not completely checked.
Engineer Reid reported that Ur. Thomas is willing to have a sum of money held in escrow
for water, sewers., and street improvement. A motion was riade by Councilman Tuson and
seconded by councilman Steed that we enter into an agreetment with 16r, Thomas for $23,500.00,
for installing of sever,' i ater and graveling of the street, unpbr_ recommendation of
Engineer Reid. Motion carried.
Engineer Reid is to contact Mr. Clements, who asked if he may take dirt out of the alley
between ninth and tenth and between Walnut and alder street.

The Council met for its regular session with Mayor Maxwell presiding.- The Roll call
showed the following councilmen present Tuson, Talen, Kincaid, Bishop, Cloud, Steed
and Sommersethe
The water collectors report was read to the Council.
A letter was read from bars. May in regards to the sand which -had filled her pools. This
was referred'to the street Supt. to take care of.
The Four tavern owners came before the council protesting the charge of $75 per month, which
was passed by the Council February 21, changing from a 3% tax on punchboards to 075 per month
After some discussion a motion was made by Councilman Tuson and seconded by Councilman Steed
for a report to be submitted to the council, the amounts of tax collected in 1052 and 1953.-
Lotion carried. Mayor Maxwell appointed a committee to check on this with Councilman Cloud,
Chairman, Kincaid and Tuson.
In regards to the installing of the six inch water line on 100th west. A motion was made
by Councilman Tuson and seconded by Councilman Kincaid that the water department install
approx. 1100 feet of six inch pipe with the provision that those property owners who
signed the petition pay the bbstaofuthe four inch pipe installed and three hydrants,
the city to pay the difference in cost between the four'and six inch,after the amount of
$2850 has been paid into the Treasurer. Motion carried.
A motion was:, made by Councilman Tuson and seconded by Councilman Sommerseth that
Engineer Reid be authorised to supply the property owners with their linear frontage.
Motion carried.
Al Brandt came before.the Council in regards to a building, permit for apartments on
the west side of Sunset Avenue.
Four bids were received for fittings for the waterdepartment. a Motion wqs made
by Councilman Tuson and seconded by Councilman Talen that we accept the bid from Hallgren Co.
Motion carried.
Mayor Maxwell reported that the census for the City of Edmonds was being taken.
Permission was granted for a Civic Group to clean around and paint the fire hydrants
under the supervision of the water supt. and Fire Chief Jim Astell.
A,motion was made by Councilman Kincaid and seconded by councilman Talen that March 20
be set the the date for the hearing on the annexation on the South East portion to the
city. Motion carried.
A motion was made by Councilman Talen and seconded by councilman Tuson that the agreement
as negiotiated with Mr. Thomas for $23,000.00 be accepted. Motion carried.
A motion was: made by councilman Kincaid and seconded by Councilman Cloud'that the bills
as approved by the auditing committee be allowed and warrants be drawn on the proper funds,
Motion carried.
A motion was made by councilman Kincaid and seconded by councilman Sommerseth that the
grade as established by Engineer Reid on Third Avenue from Edmonds streetto Casper street
be accepted. Motion carried.
The matter of Mr. Krochrian connecting to the sewer at tenth and Maple street, was referred
to the water committee.

The Treasurers report was read to the Council. e
This was the night set for the hearing on the annexation of property Southeast of gdmonds.
Three property owners objected to the 4nnexation. After some explanation from Mayor
Maxwell and Councilman Bishop in regards to the benefits which they will receive from
the annexation a motion was made by Councilman Kincaid.and seconded by.Councilman Tuson
that Ordinance No. 677 be passed.' Motion carried.
A'motion was made by Councilman Kincaid and seconded by Councilman Tuson that the
P. Us D. be notified a:that the d6eision of the Council is to install lights in the
area South of Main street this year. _Motion carried.
One bid wqs received for a police car radio, from Motorola Ince, in the amount of
$628.35 plus sales tax. This was referred to the safety committee for recommendation.
Councilman Cloud$ -Chairman of committee on trade stimulators reported on the tax that
was collected from punbh boards for 1952 and 1953. They recommended a tax of $50 per month
payable three months in advance, with a penalty of $150 if they operated without paying
the tax. George Turner, operator of Sail In Tavern, stated this would make a hardship
on the taverns, but they did not care to go back to the 3% tax. A motion was made by
Councilman Tuson and seconded by Councilman Kincaid that the .fee for trade stimulators
be amended to $50 per month payable in advance to the City Treasurer. Lotion carried,
with Councilman Cloud voting no.
Mr. Barton came before the Council asking for permission to use cedar material on the
outside of a portion„of.his building he is remodelingfor an office, he wqs granted this
permission by a motion made by Councilman Bishop and seconded by councilman Kincaid.
Pat McGill came before the CwqPid" his new street number, stating that this
is the third time his number,Aan one w e able to find him. He was assured that
his street, Paradise Lane would have a street sign erected at both ends of the street.
The problem of dogs again came before the council, permission was given to build two
pens for dogs at the city garage.
