Motion carried. Al Brandt came before.the Council in regards to a building, permit for apartments on the west side of Sunset Avenue. Four bids were received for fittings for the waterdepartment. a Motion wqs made by Councilman Tuson and seconded by Councilman Talen that we accept the bid from Hallgren Co. Motion carried. Mayor Maxwell reported that the census for the City of Edmonds was being taken. Permission was granted for a Civic Group to clean around and paint the fire hydrants under the supervision of the water supt. and Fire Chief Jim Astell. A,motion was made by Councilman Kincaid and seconded by councilman Talen that March 20 be set the the date for the hearing on the annexation on the South East portion to the city. Motion carried. A motion was made by Councilman Talen and seconded by councilman Tuson that the agreement as negiotiated with Mr. Thomas for $23,000.00 be accepted. Motion carried. A motion was: made by councilman Kincaid and seconded by Councilman Cloud'that the bills as approved by the auditing committee be allowed and warrants be drawn on the proper funds, Motion carried. A motion was made by councilman Kincaid and seconded by councilman Sommerseth that the grade as established by Engineer Reid on Third Avenue from Edmonds streetto Casper street be accepted. The Council met fbr its regular session with Mayor Maxwell presiding. The roll call showed the following councilmen present Tuson, Kincaid, Cloud, Bishop, Steed and Sommerseth. _ The Treasurers report was read to the Council. e This was the night set for the hearing on the annexation of property Southeast of gdmonds. Three property owners objected to the 4nnexation. After some explanation from Mayor Maxwell and Councilman Bishop in regards to the benefits which they will receive from the annexation a motion was made by Councilman Kincaid.and seconded by.Councilman Tuson that Ordinance No. 677 be passed.' Motion carried. A'motion was made by Councilman Kincaid and seconded by Councilman Tuson that the P. Us D. be notified a:that the d6eision of the Council is to install lights in the area South of Main street this year. _Motion carried. One bid wqs received for a police car radio, from Motorola Ince, in the amount of $628.35 plus sales tax. This was referred to the safety committee for recommendation. Councilman Cloud$ -Chairman of committee on trade stimulators reported on the tax that was collected from punbh boards for 1952 and 1953. They recommended a tax of $50 per month payable three months in advance, with a penalty of $150 if they operated without paying the tax. George Turner, operator of Sail In Tavern, stated this would make a hardship on the taverns, but they did not care to go back to the 3% tax. A motion was made by Councilman Tuson and seconded by Councilman Kincaid that the .fee for trade stimulators be amended to $50 per month payable in advance to the City Treasurer. Lotion carried, with Councilman Cloud voting no. Mr. Barton came before the Council asking for permission to use cedar material on the outside of a portion„of.his building he is remodelingfor an office, he wqs granted this permission by a motion made by Councilman Bishop and seconded by councilman Kincaid. Pat McGill came before the CwqPid" his new street number, stating that this is the third time his number,Aan one w e able to find him. He was assured that his street, Paradise Lane would have a street sign erected at both ends of the street. The problem of dogs again came before the council, permission was given to build two pens for dogs at the city garage. 1 1 1 1 Mayor Maxwell appointed John Pierce as a consultant on the park.board, without fee. A motion was made by.Councilman Bishop and seconded by Councilman Sommerseth'that the appointment be accepted. Motion carried. A motion was made by Councilman Kincaid and seconded by Councilman Bishop that Engineer Reid draw up a basic plan for the park, at an estimated cost of $50. Motion carried. A motion was made by -Councilman Tuson and seconded by Councilman Cloud that the fee of 0200 be waived and he Mr. Kochrian is to install the sewer, under the supervision of the Water Supt. Lawson, and the street portion of the sewer to be the property of the City. Motion carried. A motion was made by Councilman Bishop and seconded by councilman Sommerseth that we accept the.plat of Thomas Addition #16 after,it has been approved by Engineer Mid. Motion carried. A motion was made by Councilman Kincaid and seconded by Councilman Steed that the three bills, Don'Tuson for mileage for $56, James Reid for a city asap for $595, one to James Reid"for street grades curb and sidewalk grade on third avenue for $127.42, be allowed. The Water Collectors report was read to the Council. A letter was read to the council about the property at 722 Fir street, stating that this property has not connected to the sewer, making an unsanitary condition in this area. This was turned over to Attorney Holte for answering. A motion was made by Councilman Tuson and seconded by Councilman Talen.that the amendment to our City Code Chapter 8 Article ),known as trade stimulators, changing the amount to be paid per month from 075 to $50. Motion carried with a no vote from Councilman Cloud., A motion was made by.Councilman Kincaid and seconded by Councilman Talen that the Engineer establish the grade in the alley between Fir and Pine street and Plinth and C street. Motion carried. Mayor Maxwell,toappointed Sproule McGinness, Chairman; Tom Murphy, Kingman Bailey, as a committee /(1h'e' Civil Service Commission for the police Department. A motion was made by Councilman Bishop and'seconded by Councilman Sommerseth that the appointment be confirmed. Motion carried. Mayor Maxwell reported the results from taking the census .for the City is 4145 population. Councilman Ixincaid recommended and Mayor Maxwell appointed'Sproule McGinness to serve as ex officio on the street committee. A motion was made by Councilman Tuson and seconded by Councilman Cloud that we call for bids on approximately 2200 feet of six inch cast iron, mechanical joint, class 150, f.o.b.�f� Seattle. Motion carried. A motion was made by Councilman Tuson and seconded by Councilman Bishop that we Pay Edmonds Motor Company $20 per month for adequate heat when needed)to keep the fire hose in condition. Motion carried. A motion was made by councilman Bishop and seconded by Councilman Kincaid that Mr. Parent a property owner at Eighth and Dayton street, be given permission to build•10 feet from his property line. Motion carried. As recommended by the safety committee and a motion was made by councilman Talen and second- ed by councilman Kincaid to purchase the police car radio that is needed. Motion carried.
