1956-06-19 Council MinutesMayor Maxwell read a letter from Public Utility District #1 in regards to the
second phase of street lighting modernization, they recommend_102-300 watt and
17-500 watt, at an additional.cost of $119.35 per month. A motion was made by
Councilman Kincaid and seconded by Councilman Talen that the P. U. D. be
instructed to install lights in the new annexed territory and include them in
second phase of street lighting. Motion carried.
A motion was made by councilman Bishop and seconded by councilman Talen that we
approve the plat for street lights and the new annexed area be. -Motion
carried.
A p6tition for a sewer on Cedar street was presented to the council. A motion
was made by councilman Tuson and seconded by Councilman Kincaid that a Resolution
of Intention be drawn up and July 17 be set for the date for a hearing. Motion carried.
Mayor Maxwell was authorized tosign the contract with Standard Oil Co., for gasoline
until January 1, 1957, by a motion made by councilman Tuson and seconded b y councilman
Kincaid. Motion carried.
It was recommended by the Water oommittee that we proceed as per contract, for street
improvement in the Thomas Addition.
Also recommended by thewater committee, in regards to the Castle Plat, that the
developer put in the water lines and he pay for it.
A motion wqs made by Councilman Tuson and seconded by councilman Cloud that we
install 500 feet of four inch water line and three hydrants ontRjn4 street south
to the existing four inch line, upon the approval of the Engineer, on the sine of
pipe, and wecall for bids for the laying of pipe. Motion carried.
A motion was made by Councilman Tuson and seconded by Councilman Steed that we callfor
bids for installing 200 feet of pipe and one hydrant in View Manor plat, bids to be
opened July�y5. Motion carried.

Subdivision Ordinance, addition to the City Code Chapter 9 Article 1, be passed.
Motion carried.
A motion was made by Councilman Talen and seconded by Councilman Cloud that the
Zoning Ordinance be held up until the next council meeting. A roll call vote showed
Tuson no, Talen yes, Kincaid no, Cloud yes, Bishop no, Steed yes, Sommers eth yes.
A motion was made by councilman Tuson and seconded by Councilman Talen that the
Sprinkling rate for this year be.the same as last year. Motion carried.

The.Council met for its regular session with Mayor Maxwell presiding. The roll
call showed the following councilmen present Tuson, Talen, Kincaid, Cloud, Bishop
and steed.
The Treasurers -report was read -to the Council.
A letter was read to the council protesting the improvement of tenth avenue from
Sprague street to a point 117.5 feet North. Zie letter was put on file.
Several residents living in View Manor Plat came before the council in regards to -�
water draining on to their property. h motion was made by Councilman Tuson and
seconded by Councilman Talen that we accept an easement for a storm sewer across
lot ll of View Manor Plat. Motion carried.
Mr. Thomas came before the council with his problem of street p paving in the Thomas
Plat, he agrees and a motion was made by Councilman Kincar_d and seconded by Council-
man Talen to amend the contract as follows; Mr Thomas is to install the side sewers
within two feet from the property line, before the s re t,�avi he
is to the the wae°paviingg,
grade and gravel street, city,is to par 20D^ and
he Mr. Thomas is to pay the balance, for a 24foot street. Motion carried.
This was the night set for the passing of the Zoning code. Aftersome explaining
by Councilman Bishop and discussion.a motion was made by Councilman Bishop and
seconded.by.councilman Tuson that the zoning code amendment to chapter 9, article 1
section 9 1.07 be passed. A roll Ball vote showed Tuson yes, Talen no, Kincaid
yes, Cloud no, Bishop yes, and Steed yes. ,

P. U. L. be instructed to proceed with the lights in the new annexed area, known as
the Thomas Addition. Motion carried. .

bill of Thorburn & Logozo for $11, 486.18, for payment. of installing water -and sewer
lines in,the Thomas Plat, and the bill to Jerry Hall for $70, be paid. Motion carried.
A motion was made by councilman Tuson and seconded by Councilman Talen that the bid
from Harry Squires to install 843 feet of six inch cast Iron pipe on Olympic Avenue
north.of Glen street and one fire hgdrant, at a cost of 657.25 plus sales tax.

A motion was made by Councilman Kincaid and seconded by Councilman Tuson that Attorney
Holte prepare and Emergency Ordinance for the printing 1000 copies each of the Zoning
and subdivision ordinance, 250 copies to be bound and the balance placed in storage,
the oest not to exceed $900.00, Motion carried.
The hearing date for the Cedar streetsewer was set up from July 17 to August 7, by
a motion made by councilman Tuson and seconded by councilman Talen. Motion carried.
A motion was made by Councilman Talen and seconded by Councilman Kincaid for a stop
sign to be placed at the intersection of Fourth and Dayton Street. Motion carried.

The Water Collectors report was read to the Council.
A motion was made by Counciliban Kincaid and seconded by Councilman Steed that the
.bills as approved by the auditing committee be allowed and warrants be drawn on iUthe
proper funds. Motion carried.
Three bids were received for installing water main on Third avenue and on View Drive,
and installing of two hydrants. The bid from Harry Squires in the amount of $1434050,
Thorburn & Logozo for $>994.10, and from Frank Coluccio for $1127.60. A motion was
made by Councilydan Talen and seconded by Councilman Bishop that we accept the bid
from Thorburn & Logozo, the lowest bidder. motion carried.
This was the night set for a hearing for street improvements on Seventh Avenue from
Bell to Casper Street, Casper street from Third to sunset avenue, Sprague street
from Ol*Wic avenue to ninth avenue, Daley street from Olympic avenue to a point
180 feet, om Eighth Avenue, tenth avenue from Sprague street to the alley north of
Daley s eet. 'lliere being an objection to the cost on Tenth avenue, a request by
made to leave out the curb and gutter, A motion was made by councilman Kincaid
that Ordinance No. 678 be enacted with an amendement for tenth avenue. No second.
Councilman Kincaid withdrew his motion. Amotion was made by Councilman Kincaid and
seconded by councilman Talen that Ordinance No. 678 be adopted. A roll call vote showed
Talen yes, Kincaid yes, Bishop no and Steed yes.
This was also the night for a hearing on the irmprovement of the alley from Main to
Bell street between Sunset and Second avenue. Therebeing no objections to the
improvement a motion was made by Councilman Kincaid and seconded by Councilman
Talen that.Ordinance No. 679 be passed. Motion carried.
