The meeting was called to order at 6:00 PM by Lesly Kaplan, Chair

REPORTS -
A. Creative Programs
Student Representative — Kaplan noted that this is Momo Kitahara's final meeting with the
Commission. She has attended every meeting since starting last year and Commissioners commented
about her many contributions including taking photographs and sharing her insights. They wished her
well in her upcoming studies in Japan. Postings for the available position have been sent out and will
be sent again in August. The deadline for applications is September 10.
Concerts — Kaplan and Chapin reviewed the concert responsibilities and went over materials in the
box. It was suggested that a short comment/evaluation form might be given out at Hazel Miller when
Commissioners are present.
Write on the Sound — Kaplan updated the commissioners, noting that brochures have been sent out
and registration opens July 18. The volunteer schedule will be sent out within a few weeks and
Chapin emphasized that it is helpful to let staff know what hours Commissioners are available as well
as preferred activities.
4. Public Art — Commissioners discussed the draft call for artists for the open call for artists for new
flower basket pole artwork. The budget is for 4 artworks, two artists commissioned to do two unique
artworks each, approximately $5,400. The call for an artist to replace the temporary artwork on the
Dayton Street Plaza was also discussed. A new submission for On the Fence was reviewed and Chapin
was asked to contact the artist with questions about the proposed piece.
Potential Partnership Programs — Chapin and Oneill reported on meeting with Gillian Jones of ECA
and Liz Shepherd at Northwest Film Forum to talk about partnering for an event around Best of the
Fest children's film festival next spring at ECA. Commissioners agreed that EAC sponsorship of one or
two workshop events during the day would be a good partnership. In addition there are other
partnership opportunities, including a teen event with Guitarist Kaki King in October. The
Commission suggested providing $250 for this event since there is money in the 2018 budget.

Partnering on the free Kidstock event, Powerful Medicine: Simply Magic free community
engagement, and the workshop for Best of the Fest will be included in the 2019 budget along with
the Wintergrass Preview event which is part of the Music at the Library partnership.
6. Certified Creative District— Chapin and Doherty will meet with Annette Roth from the WA State Arts
Commission staff to review the proposed boundaries of the district on July 10. The final guidelines for
application require additional materials which they will prepare in the next month for the application
and plan to submit a Letter of Interest in late August. A proposed resolution of support will be
submitted to City Council. Soikowski Moved and Oneill Seconded recommendation to the City
Council to support the application for an Edmonds Creative District and Resolution to that effect,
Approved. Commissioners will have an opportunity to review the draft application and will be asked
for a letter of support at the September meeting.

1. 2019 Budget Review — Chapin went over the draft budget and answered questions from
Commissioners. It is basically a status quo budget. She noted that the percent for art revenue for
2017 was $3,000 and in 2018 is estimated at about $3,800. Estimates for 2019 will come later. The
issue of funding for public art is one that the Commission needs to keep in mind in future discussion.
After further discussion of the proposed 2019 budget, Maloney Moved, Shaw Seconded approval of
the draft 2019 budget. The final version will be reviewed at the September or October meeting.
STAFF REPORT— Chapin reported that the gateway sign will be reviewed at Council Committee on July 10.
