SUMMARY MINUTES
November 10, 2011
CALL TO ORDER AND ROLL CALL
Chair Vogel called the meeting of the Edmonds Historic Preservation Commission to order at 5:40 p.m. in the P Floor
Conference Room of City Hall, 121 — 5th Avenue North. He read the Commission's mission statement.

COMMISSIONER DEWHIRST MOVED TO APPROVE THE MINUTES OF OCTOBER 11, 2011 AS
CORRECTED. COMMISSIONER ECCLESHALL SECONDED THE MOTION. THE MOTION CARRIED
UNANIMOUSLY.
AGENDA ADDITIONS/CHANGES
Chair Vogel asked that a discussion about the Edmonds Heritage Walking Tour consultant selection process be added under
New Business. Commissioner Waite requested that his report on the Edmonds Center for the Arts presentation be placed
before Committee Reports. Commissioner Dewhirst asked to add a discussion regarding Native American History under
New Business. The remainder of the agenda was accepted as presented.
PRESENTATION TO EDMONDS CENTER FOR THE ARTS ON OCTOBER 25Tx
Commissioner Waite reported on the presentation he made on October 25"' to the Edmonds Center for the Arts (ECA) Board.
He said he provided a one -page summary of what the Commission does, outlined the process for nominating properties for
the Edmonds Register of Historic Places, and explained the Certificate of Appropriateness requirement. The Board
requested additional information, which was provided by Ms. Cunningham. He said he addressed their concerns about how
the Certificate of Appropriateness requirement would impact their ability to do an addition on the north side of the structure
by pointing out that they could easily remove the structure from the Register if deemed necessary in the future.
The Commission discussed the ECA Board's reluctance to place the structure on the Register. Mr. Tays shared his thoughts
on the issue, as well. Commissioner Anttila agreed to contact the Board with an offer for one or two Commissioners to
attend their next meeting to answer additional questions.
REQUESTS FROM THE AUDIENCE
No one in the audience expressed a desire to address the Commission during this portion of the meeting.
COMMITTEE REPORTS
There were no committee reports.
Edmonds South Snohomish County Historical Society
Commissioner Bell was not present to report on the Edmonds South Snohomish County Historical Society activities, and
Commissioner Eccleshall agreed to contact him about future meetings.
NEW BUSINESS
Edmonds Heritage Walking Tour Consultant Selection Panel
Chair Vogel reported that he was invited to participate on the jury/selection panel to review the Statements of Qualification
for the Edmonds Heritage Walking Tour Project. The panel will meet on November 14th to evaluate the applicants and select
finalists. He asked the Commissioners to share their thoughts about necessary issues/elements to consider when reviewing
the applicants.
The Commission briefly discussed the similarities and differences between the Commission's Historic Sites Walking Tour
and the Heritage Walking Tour. While they agreed to move forward with printing the Historic Sites Walking Tour as soon
as possible, they also agreed it would be appropriate to pursue options for combining the two documents at some point in the
future. Chair Vogel agreed to discuss this option with the selection panel.
Election of 2012 Commission Officers
The Commission agreed to hold elections for 2012 officers at their January meeting. It was noted that there would be vacant
positions at the end of 2011, and the vacancies have been advertised.
Native American History
Commissioner Dewhirst shared the results of his additional research on how the Edmonds area was used by Native
Americans. He found that there are no major historic Native American sites in Edmonds. However, the Edmonds Crossing
Project identifies one small site (shell scatter) near the fish hatchery that has not been excavated. The Commission agreed it
would be appropriate to feature Native American history in the next edition of THE PRESERVATIONIST, and Commissioner
Dewhirst agreed to provide more specific information to Chair Vogel.

Final Approval of Historic Site Walking Tour Brochure
Commissioner Eccleshall reviewed the changes that were made to update the brochure.
COMMISSIONER ECCLESHALL MOVED TO APPROVE THE HISTORIC SITE WALKING TOUR
BROCHURE AS PRESENTED. COMMISSIONER ANTTILA SECONDED THE MOTION. THE MOTION
CARRIED UNANIMOUSLY.
The Commission directed staff to move forward with printing as soon as possible, using available funds.

Update on Calendar
Commissioner Eccleshall reported that the calendar would be printed next week. It was discussed that because the calendars
are being printed with public funding, they should be offered free of charge as an educational tool to raise public awareness
about historic preservation. They discussed attending City Council, Planning Board, and Architectural Design Board
meetings to present calendars to each member. They also talked about issuing a press release and delivering calendars to
owners of properties on both historic surveys.
COMMISSIONER ANTTILA MOVED THAT THE COMMISSION OFFER THE CALENDARS FREE OF
CHARGE. COMMISSIONER DEWHIRST SECONDED THE MOTION. THE MOTION CARRIED
UNANIMOUSLY.
The Commission agreed to issue a press release to announce the calendars and inform the public of where they can get one
(City Hall, Edmonds Museum, and Log Cabin). Chair Vogel agreed to prepare the press release. They will make a decision
about an extended distribution plan at their next meeting
Update on Business Cards
Ms. Cunningham advised that Commissioner Deiner-Karr was unable to attend this meeting, but she will be prepared to
discuss Business Cards at the December Meeting.
ACTION ITEMS
No action items were scheduled on the agenda.
HISTORIC PRESERVATION CHAIR COMMENTS
Chair Vogel thanked the Commission for their helpful comments about the Edmonds Heritage Walking Tour.
HISTORIC PRESERVATION COMMISSIONER COMMENTS
Commissioner Eccleshall suggested that once new members are on board next year, the Commission should review and
perhaps update their goals and objectives. The Commission concurred.
Ms. Cunningham suggested the Commission do something special at their next meeting to celebrate the holidays and to say
goodbye to the two departing Commissioners. The Commission agreed to have cake and coffee at their next meeting.
