2015-01-08 Tree Board MinutesEDMONDS CITIZENS' TREE BOARD APPROVED MINUTES January 8, 2015 The Edmonds Citizens' Tree Board Meeting was called to order at 6:00 p.m. by Vice Chair Anna Heckman in the Brackett Room, 3d Floor City Hall, 121 5t" Avenue North, Edmonds, WA. BOARD MEMBERS PRESENT Steve Hatzenbeler, Chair Anna Heckman, Vice Chair Ronald Brightman Barbara Durr Barbara Harrell Darcy MacPherson Rick Zitzmann 1. CALL TO ORDER BOARD MEMBERS ABSENT Renee Travis (Alternate) ELECTED OFFICIALS PRESENT Joan Bloom —City Councilmember Vice Chair Anna Heckman called the meeting to order. 2. ROLL CALL All board members were present with the exception of Renee Travis. 3. APPROVAL OF AGENDA The agenda was approved as presented. 4. AUDIENCE COMMENTS - None Board members briefly discussed the use of City email accounts. 5. APPROVAL OF MINUTES a. December Minutes Approval of the minutes was postponed to a future meeting. 6. DISCUSSION a. Tree City USA Accounting Update Vice Chair Heckman explained Edmonds has been a Tree City USA for three years and is preparing paperwork for a fourth year. The four standards for Tree City USA recognition are: 1) Tree Board or department 2) Community tree ordinance 3) Annual expenditures of $2/capita on tree -related activities Edmonds Citizens' Tree Board Minutes January 8, 2015 Page 1 4) Arbor Day observance and proclamation She invited board members to submit photos or material for use in documenting the 2014 Arbor Day observance. A brief discussion followed regarding volunteer hours that count toward the $2/capita expenditure and involving the Tree Board in City activities. b. City of Edmonds Proposed Street Tree List Board Member MacPherson advised the proposed right-of-way tree list is available on the Tree Board's FTP file share site. She offered to send the list to board members. She also set up a meeting with new Board Members Brightman and Durr to assist them with accessing the City email and the Board's FTP site. It was suggested information regarding the Tree Board's FTP site be included in the orientation packet. 7. NEW BUSINESS Board Members introduced themselves and described their backgrounds. Councilmember Bloom provided background on the Tree Board and its accomplishments. Audience member Janice Freeman also introduced herself and described her background. Vice Chair Heckman summarized the Tree Board's goals for 2015 include: • Heritage Tree Program • Outreach and education\ • Staff arborist • Right-of-way easement tree list • Update the Tree Board's webpage Board members were asked to review the right-of-way tree list and provide comment to Board Member MacPherson prior to the February Tree Board meeting. Board members were also asked to come to the next meeting prepared to discuss ideas and a date for an Arbor Day observation. Discussion followed regarding past Arbor Day observations, availability of urban forestry grants, benefits of a tree canopy, and reference materials available on the Board's FTP site. 8.
