AUGUST 3, 2017
The Edmonds Citizens' Tree Board Meeting was called to order at 6:05 p.m. by Chair Steve
Hatzenbeler in the City Council Chambers, 250 5t" Avenue North, Edmonds, WA.

5. APPROVAL OF MEETING NOTES
Name correction made under OLD BUSINESS A, to James Ogren.
Correction made under OLD BUSINESS D, change `regulation' to `goals and policies'. UFMP does
not regulate private property.
6. OLD BUSINESS/DISCUSSION
• Edmonds in Bloom. Thanks to Gail and Doug for their efforts in identifying trees in four gardens
on the Garden Tour. It was agreed that we continue to participate in the event next year.
• Edmonds Summer Market Tree Board Table event discussion. (Date September 30) A
discussion ensued re. a raffle for trees, including questions of prequalification of people living in
Edmonds, smaller trees specified for view properties and larger trees for non -view properties,
charging or giving away trees. It was noted that Shane said we could buy trees and give them
away. Further discussion was tabled until Sept meeting.

Arbor Day event planning. Rich Lindsay, Parks Manager, presented three options for our Arbor
Day event:
1. Hickman Park. 23700 104t" AV W, would involve replanting a rain garden, including 100
native plants in three zones. The outer zone would include trees.
2. Meadowdale Clubhouse, 6801 N. Meadowdale Beach Rd (green belt north of the
clubhouse.) This would involve a large area, now covered in blackberries, planting 20 native
trees such as firs, cedars, hemlocks and maples, and also native plants.
3. Yost Park (Sewer replacement project road ) would include planting 15 firs and cedars and
additionally, 10 cedar trees in the lower Yost Valley.
Discussion ensued. A motion was made, seconded and unanimously passed to make
Hickman Park our Arbor Day event for this year. Meanwhile, the Parks Department will work
to clear the blackberries from the Meadowdale Clubhouse patch, and next year we'll plan our
Arbor Day event there.
There was further considerable discussion planning the current Arbor Day work event for
October. Tentative date is changed to Oct 7, time 10 AM to 2 PM with set up earlier and lunch
provided. We will try and bring in outside groups to assist. Rich and assistant Jesse Curran will
walk the park and consider plants and trees, sizes etc. The Tree Board will plan to contribute
about $1000 to $1500 toward the plantings. Rich said the Parks Department will provide tents,
tables, tools and the plants.
Edmonds UFMP Planning Board Public Meeting (7/26/17). Meeting was attended by Bill Phipps
and Gail Lovell. Presentation was given by Ian Scott, Davey Tree Resource Group and attended
by assistant Keely O'Connell. He summarized the results of the Open House and said that the
long term planning document will be adjusted as time goes on. There will be further meetings, a
component of education and identification of costs and benefits. Incentives for developers to
maintain trees was discussed, and providing a balance of planting trees when others are
removed in the city. Ian agreed to provide information regarding the study and plan for Kirkland,
WA, which has a stronger policy regarding tree canopy. Davey will provide a time line for events
to come.
Materials for the Green Resource Room, (maintained by Jean McConnell). Steve will consolidate
two binders. The Green room will provide both educational material to take away and will be on
the shelves.
Contract Services. A suggestion was made to give Julia Munger (who is contracted to help the
Tree Board), the task of making up a tri-fold brochure providing alternatives (benefits) to tree
removal. They will be available to the Green Resource Room. She can also do grant research
and writing. Vivian will talk with Julia and Shane.
Shell Creek Planting project. Jed reported that there will be a Holy Rosary project along Shell
Creek, (Mitch Lex is the contact) with tree planting in October. About 25 — 30 trees and 50
shrubs will be planted. Sound Salmon Solutions, a non-profit based in Duvall and Joe Scordino's
group Students Saving Salmon, will participate.
7. NEW BUSINESS
Pat O'Neill presented her idea of a Tree Walk in town. This would include photos and write-ups
celebrating people who are maintaining our old trees. It will be in collaboration with her volunteer
group EarthCorps, to recognize people with beautiful old trees.
8. ADJOURNMENT
