Edmonds Citizens' Tree Board
City Council Chambers — Public Safety Complex

November 2, 2017
6:00 pm
1) Call to Order
Steve called meeting to order.
2) Roll Call/Introductions
Council Member Diane Buckshnis volunteered to be note -taker.
Attendees: Tree Board Members: Steve Hatzenbeler (co-chair), Doug Petersen (co-chair), Vivian
Olson (vice chair) Barbara Chase, Frank Caruso, Jed Marshall, Gail Lovell (late by 5 minutes)
Bill Phipps absent
Jeanie McConnell from the City
Diane Buckshnis as City Council Liaison
Julia Munger —Consultant from Herrera
3) Approval of Agenda
So moved - with the addition of Tree Board Members' terms expiring.
4) Audience Comments (We respectfully request that guests limit comments to 5 minutes or less)
Chris Walton commented that he wanted to come see how the Tree Board operated and was
interested in preserving trees. He said his largest issue was the developers that clear-cut the land
and leave nothing. Discussion ensued.
5) Approval of Meeting Notes
October meeting notes were distributed via email and minor corrections were supplied and then
approved.
6) Old Business/Discussion
• Arbor Day event recap —Thanks for all your help!
Great turnout — boy scouts did a wonderful job helping. Hickman Park Rain Garden area looks
great. It was determined that early next year — Tree Board to discuss Arbor Day being up near
Meadowdale where trees could be planted.
Successful Event and expenses within budget.
• Shell Creek Holy Rosary campus tree planting project: Planting was October 28. Diane and Gail
and any others who attended, thanks!
Another successful event with about a dozen students showing up and Joe Scordino, Dave Millett
and family members. Trees and shrubs planted in 2 hours and project expenses fell within
budget.
• Floretum Garden Club workshop October 21. Thanks Barbara!
Great turnout of about 30 individuals or more and very interested in trees and lots of questions
asked and answered. Debra Dill from City was on site to assist in presentation.
• Edmonds UFMP—hopefully an update from Development Services for the UFMP.
A November 2, 2017 document was presented by Jeanie with survey results and next steps
(Diane to get electronic version for all Tree Board Members).
A short discussion occurred specifically regarding verifying and checking results as item #2
seemed counter to what the question said in ranking. Jeanie was to look into these issues.
Tree Board members were ASKED to review and come back next month with Questions and
comments.
Tree Board members also ASKED if Jeanie could arrange for Ian of DRG to be present to provide
more information on the next steps so that the Tree Board Members could have an idea of the
timing and content and how questions and/or concerns will be asked.
Tree Board also would like Diane to ask Denise to track down some Urban Forest Management
Programs as Gail mentioned that at the Planning Board Meeting, a Board Member specifically
asked for the Kirkland UFMP as that was one recently completed by Kirkland. Everyone
acknowledged that Bill had been working in this area, but unfortunately, he was not in attendance
this evening.
• Tree Board tri-fold pamphlet: discuss content and work toward publication
Julia provided the tri-fold to all members (work product of her and Vivian) and discussion
occurred regarding placement of content (i.e. move drop -cropping to top, pictures need to be
consistent) and then had discussion regarding rewording the "Why Cut Down that Tree" area as
well as the City of Edmonds Citizen Tree Board as opposed to City of Edmonds Citizens' Tree
Board as opposed to Citizens' Tree Board, City of Edmonds. Gail brought up that the logo was
being worked at it was important to discuss how we will be named. Also brought up was adding
links to informational areas such as the Citizens' Tree Board link as well as Plant Amnesty.
Overall good job on the brochure.
Next month, Members will re -look at this as well as have the logo person, Sharon Grader, come
to present the logo.
7) New Business
• Taming Bigfoot discussion of Tree Board participation and how our financial contribution will be
spent. Also discuss the Taming Bigfoot app, use of Council Chambers for follow-up meeting(s),
etc. The funds probably will not be used this year because of no need.
• Tree Board Tree City USA Growth Award for 2017—are we eligible?
Julia brought up that the Tree Board did in fact qualify and that she would need more information
from us on events:
Doug and Vivian was to provide information on the Farmers Market (Education)
Barbara was to provide more information of the Floretum Garden Club Workshop (Publicity and
Outreach)
Jed was to provide information on the downtown Tree identification program (Interpretative
Program)
All Members were to provide information on the Hutt Park Ivy Pull, Students Saving Salmon
Invasive plant removal and subsequent Tree Planting,
Diane was to pull links from My Edmonds News to facilitate all the news the Tree Board has
received over the year.
• Tree City USA application progress report from Julia. Confirm receipt of the Arbor Day
Proclamation last month.
Julia mentioned everything is set to go and that she is awaiting information from the
Administration.
Tree Board Appointments.
Steve indicated that three members as well as the Alternate was up for re -appointment and
wanted to know if all were still interested (Jed, Doug, Frank and Gail). Jed announced that he will
be moving to Port Townsend and that he will not be able to be eligible for reappointment. While
members were all disappointed that we would lose Jed, we were all happy that he had a good
reason. Diane then indicated that she thought that Gail then moves into his slot and that we
would advertise for an alternate.
Diane to review this issue with Shane and send out email.
8) Tree Board Member Ideas and Comments
Steve indicated he will not be chair next year and will be a random note -taker as we all know how
much hard work he has done these past three years educating us all about the Tree Board.
Steve brought up issues regarding planting big trees as opposed to smaller trees and that maybe
next year, members might get to plant bigger trees.
Vivian brought up the issue of trees in the bowl area, especially over by the south side of town.
Steve brought up that there was information regarding a Memorial Tree plaque and other plaques at
the Frances Anderson Center and that he was to provide that information to Shane and Jeanie to
consolidate it into one good area.
