and seconded by Talen that this property be annexed to the City and Ord.No. 687 be
passed. Motion carried.
One Bid was received for fg-'aobifiefor the City of Edmonds for 1957, from Standard Oil
Company they quote.chevron gasoline for 230 and chevron supreme at 260 in the amounts of
400 gallon and over. A motion wqs made by Councilman Tuson and seconded by Councilman
Bishop that we accept the bidsfrom Standard Oil Co., Motion carried.
A motion was made by Councilman Bishop and seconded by Councilman Talen that Salary
Ordinance NO 688 be passed. Motion carried..
This was the night set by the Council for aheating on the sign and bill -board Ordinance.
A petition signed by 28 of the business people in the city'protest the sign ordinance,
__.they were also present at the meeting stating their objections. after some time being
spent on discussing it a motion w W*Councilman Bishop and seconded by Council-
man Talen that Chapter 8 article �of ty code be repealed. Motion carried.
Mayor Maxwell appointed a committee of the Businessmen to work with the Council to
draw -up a,regulation on signs and bill -boards. The following business men are Mr.
Tuson,Eddy,, Trafton, Leyda and Mrs Bienz
and Mayor
Councilman Kincaid reported to the Council that his committee and the Engineerrhad
gone over the street work pertaining to L. I. D. #77. He stated, because of the
weather the job could not be completed until next year.
A motion •was made by Councilman Tuson and,seconded by Councilman Kincaid that interest
bearing warrant #5 be issued to Grande & Co., for 329,137.37, for work done on
L. I. D. #77. Motion carried.
Mayor Maxwell appointed Patrolman Doug Crain as Acting Sargent. A motion was made
by Councilman Kincaid and seconded by Councilman Bishop that the appointment be
confirmed. Motion carried.
A motion was made by Councilman Talen and seconded by Councilman Bishop that we accept
the portion of Walnut Street west of ninth Avenue as receommended by Engineer Reid,
as the grading and graveling has been completed. Motion carried.

Plat.j� A 3 was made by Councilman Tuson and s econded by Councilman Kincaid that
,the minutes be checked to•determine if the costs are to be.borne by Mr. -Glanville,,
if not the city is to pay 60% of the cost. Motion carried. i
A report was given to the Council from Mr. Shaw, that all the street lights have been
installed, for the second year of installation, including the new annexed territory.

The Council met for its regular session with Mayor Maxwell presiding. The roll
call showed the following Councilmen present Tuson, Kincaid, Cloud, Bishop, Steed
and Sommerseth.
The Water Collectors report was read to the Council.
Mayor Maxwell appointed George Hatch, C. W. Shepard, Rev. Lawrence Beal, and
Tom Purton to serve�on the Board of Adjustment. A motion was made by Councilman
Bishop and seconded by Councilman Sommerseth that the appointments be confirmed.
Motion carried.
A. motion was made by Councilman Tuson and seconded by Councilman Bishop that we
call for bids for a car load of six inch Cast iron pipe, mechanical joint, bell &
spigot, with delivery within 45 days. Bids to be opened February 5. Motion carried.

A number of property owners residing in the area of Eighth Avenue North came before
the council objecting to tieing up some of the property, for future street purposes,
and also ruining the present building sites. ttorney Holte reported that the
people in this area were $re f& noas`"the a ng Commission had not acted on this
project.
Three bids were received for Public Liability Insurance for the City of Edmonds,
Frederickson Realty for $1,106.442 Louis Talen, $1,876.89, and Hubbard Insurance
$1,145.57. The award for the insurance will be made at the next council meeting.
Five bids were received for a police car, Walsh -Platt Motors, for a Plymoutth V-8
4 door sedan, less Federal Tax, $2049.16, and a bid for a Dodge V-8, 4 door sedan,
less federal tax, $2618.50. A bid from Hopper Chevrolet Co., for a chevrolet car,
less federal tax, $2395.35: Bid from Kennedy Motors, for a Plymouth v-8 4 door Sedan
not including tax $2408.70: with an alternate bid of $2466.65. A bid from Edmonds
Motor Co., for a Ford Custom V-8 $2550.00 less Federal Tax with an alternate bid
of $2625. less Federal Tax. A Bid from Nash Motors, with a total delivery price of
$2220.36. The bidsi*ere turnedaoicehotbhth©oaommlttee for consideration. The
Committee came back to the Council with two bids, one from Hopper Chevrolet co.,
for 2395.35, and Walsh -Matt Motors for a Plymouth car in the.amount of $2049.16.
A motion was made by Councilman Tuson and seconded by Councilman Steed that we accept
the bid from Valsh Motors for a Plymouth car in the amount of $2049.16 plyts sales
tax. Motion carried.
Ajicos)ttoff$70,,00 was set and authorized by the council for laying of culvert and
)bulldozing and filling of Ninth Avenue North from Sprague to the gulch. A motion
was made by Councilman Kincaid and seconded by Councilman Tuson that Supt. Lawson
be authorized to proceed with the work as outlined for Ninth avenue. Motion carried.
A motion was made by Councilman Tuson and seconded by Councilman Steed that
avariance to use cedar siding above the brick veneer on a duplex at Third and Dayton
street be granted., subject to a requested letter. Motion carried.
A motion was made by Councilman Bishop and seconded by Councilman Kincaid that the
date for hearing on Assessment Roll L. I. D. #76 be set for February 5. Motion carried.
A motion was made by Councilman Bishop and seconded by Councilman Kincaid that the
date for hearing on Assessment Roll L781. D. #78 be set for February 5. Motion carried.
In regards to completing the work on L. I. D. #77, Attorney Holte recommenced .that
we close the L. I. D. and enter into a contract with�the contractor and double the
amount for a bond, for the uncompleted work. A motion was made by Councilman
K'ineaidand seconded by Councilman Tuson that L. I. D. #7? be closed and the dinal
Assessment roll be made up, and the date for ahearing on the assessment roll be
set for February 19. Motion carried.
A motion was made by Councilman Kincaid and seconded by Councilman Tuson that Attorney
Holte and Engineer Reid make up a modification of contract with W'a`shington,Asphalt Co.,
L. I. D..#77, for completion of work, including a bond for one year after acceptance
of work by the City.. Motion carried.,
A motion was made by Councilman Tuson-and seconded by Councilman Sommerseth that
the Engineer estimate #4 be corrected on the amount due the contractor from $29,137,37
to $19,400.70 plus the amount due The Engineer of $2300,00, for work on L. I. D. #77,
and interest bearing warrant #5 be issued to Grande &. Co., Inc for $21,700.70. Motion
Carried. .
A motion was made by Councilman Kincaid and seconded by Councilman Bishop that the
bills as approved by the auditing committee be allowed and warrants be drawn on the
proper funds. Motion carried.

The Council met for its regular session with Mayor Maxwell presiding. The roll call
showed the following councilmen present Tuson, Kincaid, Cloud and sommerseth.
The Treasurers report for December was read to the Council.,.
Mayor Maxwell read a letter of resignation from Warren A. Bishop,to the Council.
A motion was made by Councilman Tuson and seconded by Councilman Cloud to accept the
resignation and Mayor Maxwell is,to write a letter of accommodation to Mr. Bishop.
Motion carried.
A letter was read from Molly Hootman, secretary of the Edmonds Coterie Club,
recommending that a law be enacted to control "Jay Walking" in the City of Edmonds.
This was referred to Attorney Holte.
A letter from H. E. Carpenter, 'Was. read`i to': tfie-L•council. He asks for a permit to
operate a taxi cab in Edmonds. A check for $25 for the license fee was enclosed.
Mayor Maxwell assured him the license wogld be issued to him, if he.complies with
the Ordinance.
A letter was received from the Pollution Control Commission, stating that our application
for a grant from the Public Health Service under Public Law 660 has been certified as
eligible by their office and transmitted to the Portland Office of the Public Health Service.
