Ci y Clerk Mayor March 5, 1957 The Council met for its regular session with Mayor Maxwell presiding. The roll call showed the following Councilmen present Tuson, Sorensen, Kincaid, Cloud, and Steed Thomas Purton was sworn in as Councilman for Third Ward, until the next City election. The JVater Collectors report was read to the Council, for the month of February A motion vas made by Councilman Tuson and seconded by Councilman Sorensen that the bills as approved by the auditing committee be allowed and warrants be drawn on the proper funds. Motion carried. This was the night set for a hearing on the North end sewer L. I. D. #79. The Cit* Hall was filled with people interested about the sewer. One written protest was received from Frank D. King, 828 Cary Road. Mayor Maxwell,eAt_torney. Holte and Engineer explained the fundamentals of the L. I. D.and answered questions from the property owners. Attorney Holte recommended and a motion was made by Councilman Tuson and seconded by Councilman Sorensen that the passing of.the Ordinance be held up until the next council meeting. Motion carried. This was also the night set for a hearing on a sewer in the Munger Additon #5. A:.mo.tion .,;as made by Councilman Tuson and seconded by Councilman Cloud that Ordinance No 692, setting up L. I. D. No 80 be passed. Motion carried. ° A motion was made by Councilman Kincaid and seconded by Councilman Tuson that the agree- ment With Mountlake Terrace for fire protection, be signed by Mayor Maxwell. Motion carried. A motion was made by Councilman Kincaid and seconded by Councilman Steed that the amendment `to our City Code Chapter 9 article 1, section 9-1.07, house trailers,: be accepted. Motion carried. Engineer Reid stated to had talked to Mr. Saxton in Olympia in regards to the grant for our Sewer Disposal Plant. A motion was made by Councilman Tuson and seconded by Councilman Steed if Engineer Reid gets a favorable report,nMayor maxwell be authorized to call for bids for the sewer disposal plant. Sproule McGinness requested that he be replaced on the Civil Service Commission. City Cl,'erk Mayor March 19, 1957 The Council metfor its regular session with Mayor Maxwell presiding, The roll call showed the following councilmen present Tuson, Sorensen, Cloud, Kincaid and Sommerseth. 56Vb' bids wwoe received for the laying of 600 feet of 8 inch water main on Dayton street west on Third avenue The bids are as follows, Harry Squires, $564, Foster & Freese, $537, F. M. TayJ9r, $570, Ace. Consttucion co., $98A, Thorburn & Logozo $910, Superior Consttuction Co., $1040, Evergreen Excavators, $628. A motion was made by Councilman Tuson and seconded by Councilman Sommerseth that we accept the low bid of Foster & Freese for $537. Motion carried. A Petition was read to the Council with the signatures of 58 property owners, residing north of Casper street, protesting the North end sewer. The total amount of protests were $44,752.00. After checking by City Attorney and Engineer Reid, it was found that 61% protested the L. I. D. Engineer Reid stated the Engineering Costs on this project would amount to $1300.00. Several persons stated they were in favor of the sewer, but they were not in favor of paying for the trunk sewer, which other property owners would benefit by, at a latter date. Mayor Maxwell stated that the L. I. D. is'Void; 1 I. 1 1 Mayor Maxwell read a letter to the Council from P. U. L. #1 in regards to the - installing of the third.phase of street lights. The letter stated 26 obsolete 60 watt lights would be replaced, and 68 new 300 IdVatt lights would be installed this year, with an increased cost to the City of $108.80 per month. A motion was made by Councilman Tuson and seconded ny Councilman Cloud that we -accept the plan as outlined by the Engineer of the P. U. D. #1 for street lights and they proceed with the con— struction. Motion carried. A letter was read from Edmonds Rod and Gun Club asking for permission to erect a.�sign -at the North approach to Edmonds, negr the junction of the Maplewood Hi11 and Snake Roads. A motion was made by Councilman Sommerseth and seconded by Councilman Sorensen that permission be granted, to put up the sign under the diper�isionfof the City Supervisor. Motion carried. This being the night set for the proposed annexation to the City a portion east of llth avenue tod92ndtWest and pruthnbfcfty Pres6at city limits, including lots 1 thru 8 of the Del Mar addition No. 6. Therebeing no protests on the annexation a motion was made by councilman Sommerseth and seconded by Councilman Tuson that we accept this annexation and Ord. No. 692 be passed. Motion carried. Because of a complaint received about drainage water in the vicinity of Ninth and Spruce streets a motion was made by councilman Tuson and seconded by Councilman Kincaid authorizing Engineer Reid to draw up storm sewer plans for thedistrict east of Ninth avenue and South of Main street, the cost not to exceed $750.00. Motion carrie d.- A motion was made by Councilman Kincaid and seconded by Councilman Sommerseth that Eng. Reid establish the.street grade from Main to Bell st, west of the Railroad tracks. Motion carried. A petition for the improvement of Sedond avenue Notth and aportion for sidewalks was presented to the Council. A motion was made by Councilman Kincaid and seconded by Councilman Cloud that we proceedwith the improvement after attorney checks the signatures, for street improvement and sidewalks as desired. Motion carried. A motion was madd by councilman Tuson and seconded by Councilman Kincaid that Attorney Holte call for informal bids for water sewer Revenue Bonds in the amount of $140,000. Bids to be opened April 16. Motion carried. The roll call showed the following Councilmen present Tuson, Sorensen, Kincaid, Cloud.and Steed. Mayor Maxwell reported on a meeting with Mountlake Terrace officials, to solve the dog problem. He stated a decision was made for setting up an ordinance between the Edmndd City Council and Mountlake Terrace. and Snohomish County. A request from the Great Northern Railroad to pave their half, 15'feet of Railroad Street, was brought to the Council. A motion was made by Councilman Kincaid and seconded by councilman Sorensen that the Great Northern be allowed to pave the west half of Railroad Street, under the supervision of the Engineer, and the Engineer is instructed to establish the grade on the street. Motion carried. A requgtr elan that a committee from the City of Sdmonds be appointed to serve asna sory Committee. A motion was made by Councilman Tuson and seconded by Councilman Kincaid that•Mayor Maxwell be delegated to attend the Committee meetings. Motion carried. A report from taking the censes in the newly annexed territory brings our population up to 4581. - A motion was made by Councilman Kincaid and seconded by Councilman Steed that Mayor Maxwell be authorized to negiotate for the replacement of the Curti and gutter on Fifth Avenue North of Main street, Approx. 100 feet. Motion carried. Councilman Kincaid suggested that Mayor Maxwell and Sup. Lawson negiotate for the construction of the foundation, walls and roof for the confort station at the City Park.
