1957-04-16 Council MinutesMr_. Nau, representative from Foster & Marshall, came before the Council with a
proposa>I for the purchase of $140,000 of,Water Sewer bonds, Series b. He agrees to day
$97 for each $1MO par value of bonds, plyts accrued interest from date of issue,
.interest on bonds at 4%, Bonds may be called in inverse numerical order on any
interest payment date. A motion was made by Councilman Tuson and seconded by
Councilman Steed, that we accept this bid from Foster &.Marshall with the understand-
ing that they pgy for all costs involved in printing of.bonds, and for the legal
opinion. Motion carried.
A motion was made by Councilman Tuson and seconded by Councilman Steed that the action
of the previous meeting for calling forbids on bonds to be opened April 16, be recinded.
Motion carried. -�
Because of failure to deliver the police car, a motion was made by Councilman Sorensen
and seconded by Councilman Cloud that Walsh -Platt Motors be notified that their contract
for a police car be cancelled. Motion carried.
A motion was made by Councilman Tuson and seconded by Councilman Cloud that we call
for bids for a police car, with delivery within 30 days. Bids to be opened April 16.
Motion carriid.
A. motion was made by Councilman Kincaid and seconded by Councilman Sorensen that Mayor
Maxwell be authorized to negiotate for fill dirt for Ninth Avnnue North of Main street,
up to $600._ Motion carried. e
Mayor Maxwell reported on a tie-in with Olympic View Water, with a four inch line, to
put water into our South Edmonds Water tank, at a cost of $1500. A motion was made by
Councilman Tuson and seconded by Councilman Cloud authorizing Mayor Maxwell- to set up
meeting with Olympic View Water District, and if successful, arrangements be made
the installation of the pipe. Motion carried.
A motion was made by Councilman Kincaid and seconded.by•Councilman Sorensen that.Mayor
Maxwell be authorized to proceed with the remodeling of the office in the City Hall, the
cost not to exceed 0300,00 Motion carried.
A motion mqs made by Councilman Sorensen and seconded by Councilman Kincaid that we
purchase 24 folding chairs, at a cost.of $98.40: Motion carried.
A motion was made'by Councilman Tuson and seconded by Councilman Kincaid that Ord. No.
693, for the improvement of second Avenue North, be passed. Motion carried.
A motion was made by Councilman Sorensen and seconded by Councilman Steed that the
bills as approved by the auditing committee be allowed and warrants be drawn on the
proper funds. Motion carried.
A motion was made by Councilman Tuson and seconded by Councilman Cloud that the Mayor
be authorized.to sign the acceptance of the Federal Grant for the Sewage Treatment Works
under 33 u.S.C. 466 Et. seq.,,on behalf of the City of Edmonds, Motion carried.

The Council met for its regular session with Mayor Maxwell presiding. The roll call
showed the following coincilmen present Tuson, Sorensen, Kincaid, Cloud, Steed and
Sommerseth.
Three bids were received for the police •car.' The bid from Smith�gandy Inc., for $2180,
Edmonds Motor Co., for $2413, Hopper Chevrolet Co., for $2413. A recommendation from
the safety Committee, that we purchase the car from one.bScotr local aealers. A motion
was made by Councilman Tuson and seconded by Councilman Sorensen that we accept the
bid from Edmonds Motor Co., for $2413.00, with delivery within 30 days. Motion carried.
Three bids werereceived for the installation of the sewer in the Munger Plat, L. I. D. #80.
One bid from Pacific Concrete Products for'$5897.40, Mallory & Compton Inc.46186.00,
and one from F. M. Taylor,$5,879.25. A motion was made by Councilman Tuson andzeeconded
by Councilman Cloud that we accept the bid from Frank M. Taylor. Motion carried.
Six bids were received for the steel bridges for the Sewer Disposal"Plant. The bid
from Leckenby construction for $2027, Arrow Iron Machine Works, $3024,00 Isaccson
Iron Works, $1600,00, Pointer Williamette, $2175.00.. Pacific Car & Foundry, $1948.002
Puget Sound Bridge & Dredging, $2268.00. A motion was made by Councilman Tuson and
seconded by Councilman Kincaid that we accept the bid of Isaccson Iron Works, in the
amount of $1,600.00 Motion carried.
Six bids were received for building the Sewer Disposal Plant and the Sunset Avenue
Lift Station. They are as follows, Mr. Beauchamp, $140,000for the plant, 4nd-21,000.00
for the lift station; Joe Lundberg $140,877, and $16,836, Leischner, 1400914,_.and 23,670;
Wayne Const, Co., 159,874. and $28,871.00; Big Bend $199,990,00 with no bid for the lift
station, Ace Construction bid on the lift station $25,082.00. Bids are to be considered
Friday night.
A request to install two pylons at the entrance of Dr. Cassell Plat, Seventh and
Casper Street was authorized, subject to the approval of the City Engineer, by a
motion made by Councilman Kincaid and seconded by Councilman Sommerseth. Motion carried.
A motion was made by Councilman Sommerseth and seconded by Councilman Sorensen that
the Street Department be authorized to install a stop sign at Glen Street on Seventh
Avenue. Motion carried.
A motion was made by Councilman Kincaid and seconded by Councilman Tuson that
Ord. #694 providing for the sale of the bonds and setting the interest rate on the
unpaid assessments, at 5%, on L.I.D. #77, be passed. Motion carried.
A motion was made by Councilman Kincaid and seconded by Councilman Sommerseth that
the call for bids on L.I.D. #79 be sit for May 210 Second Ave. No. paving. Motion
carried.
A motion was made by Councilman Sorensen and seconded by Councilman Kincaid that
Ord. #,E695 providing for the issuance of $140,000.00 of Water and Sewer Revenue Bonds,
Series B, and providing for the sale thereof to Foster & Marshall, be passed.
Motion Carried.
After some discussion on the Peddler Ordinance, the passing of'it was held up until
the next council meeting.
A motion was made by Councilman Kincaid and seconded by Councilman Steed that May 7,
be set for a hearing on the petition for annexation of property between 88th and 92nd
Pest, from 218th to our present City limits. Motion carried. .
The meeting recessed until Friday night.
April 19, 1957
The council met for its recessed meeting, with Councilman Tuson acting Mayor pro-tem.,
in the absence of Mayor Maxwell. /

The Engineer explained the bids received for erection of the Sewage Disposal Plant,
recommended acceptance of the bid of Lundberg Construction Co. for items one and two
in the total amount of $157,713.00. After some discussion, Kincaid moved that bid
on Items 1 & 2 from Joe.Lundberg Construction Co: be accepted. Second Ray Cloud.
After discussing the motion, Kincaid retracted it with the consent of his second,
Ray Cloud.
It was pointed out by Beauchamp that his bid on item one'was lowest. It was then
pointed out that Mr. Beauchamp had not complied with the bid requirements in that:
1. His certified check covered only his bid on,Item #1
2. He did not furnish a list of his qualifications. _
After more discussion, a motion was made by Councilman Kincaid and seconded by Council-
man Sorensen that the bid of Mr. Beauchamp, for Item #1 be accepted in the amount
of $140,000.00, subject to the approval of the Public Health Service and subject
to the approval of the whole council, after they had reviewed the entire situation.
Motion carried.
A motion was made by Councilman Kincaid and seconded by Councilman Cloud that the
bid of Lundberg Construction Co. for Item #2 be accepted in the amount of $16,836.00
subject to the approval of the Public Health Service and subject to the approval
of the whole council, after reviewing the entire situattion. Motion carried. Neither
Bidder was to be officially notified until the whole council approved..
A motion was made by Councilman Sorensen and seconded by Councilman Sommerseth that
Ord. #696, amending Ord.. # 692, annexing property in Terra Park Additinn to be passed.
Motion carried. o
A motion was made by Councilman Sorensen and seconded by Councilman Cloud amending
Section 2 of'Ordinance #694 to read that the interest rate on the unpaid assessments
in L.I.D. #77 be fixed at 4J% per annum. Motion carried.
The Treasurer's report was read to the Council.
