1958-01-07 Council MinutesA motion was made by Councilman Tuson and seconded by Councilman Blackbourn that the City of Edmonds is in favor of participating, for the care of dogs, along with Mountlake Terrace and Snohomish County. .Motion ca=..ied.' A report to the Edmonds City Council from the Bukilding Code Committee was brought • before the Council, and is to be taken up at our January meeting. A letter from Engineer Reid was read to the Council, stating that the Disposal Plant and Sunset Lift Station has been satisfactority completed, except for several minor itmesp and asks that he be authorized to notify the Representatives of the,Public Health Service, and arrange for an inspection for the purpose of securing the unpaid • balance of the Federal Grant. A motion was made by Councilman Tuson and seconded'by C +. Councilman Sorensen that the Council wniept the Disposal Plant as being completed. Motion carried. A motion was made by Councilman Tuson and seconded by Councilman Sorensen that the Sunset Lift Station be accepted as completed. Motion carried. A motion was made by Councilman Tuson and seconded'by Councilman Sorensen that this meeting recess until Monday Night. Motion carried. December 23, 1957 The Council met for its recessed meeting with Mayor Maxwell presiding,.with Council- men Tuson, Sorensen, Cloud, Purton and Blackbourn present. _ This being the night set for a hearing on.Emergency Ord. ##715 to provide for additional funds to pay the salaries and additional supplies and truck for the water Department in the amount of $4600.00, additional street lights , $84o.00, Printing $350.00, and $450.00 for the Police Department, for 1957. Motion carried. A motion was made by Councilman Tuson and seconded by Councilman Sorensen that Fire District ##13 be notified that we wish•to re -open the contract with them, for fire protection. City Clerk Mayor VT • January 71 1958 The meeting was called to order at 8 P.M. by Mayor Maxwell, with Councilmen McGibbon, Cloud, Tuson, Purton, Blackbourn, Sorensen, and Kincaid present. The minutes of the last meeting were read and approved. A letter from the Snohomish County Nurses! Association was read, requesting parking space at their new Dayton Street location. Mayor Maxwell will refer this letter to the proper committee. Mrs. Anita Busch gave the Water Collection Report. Several property owners attended the meeting to take part in the discussion of the proposed roadway for the 12th Avenue extension. After discussion, an informal poll was taken, resulting in 11 for, and 2 against pursuing the matter further in order to determine proposed costs for this road. No council action was taken. A discussion followed •on LID ##82. The bids received on this had been too high, and :.approximately 80% of the property owners in the district had signed a petition to i have the LID dropped. However, since the protests.were not filed within the 30 day limit, a motion was made by Councilman Kincaid and seconded by Councilman Cloud to AGRIy CAU-_,T_b7'bids for LID ##82, the bids to.be opened February 18, 1958, and the necessary legal notices to be published, with a notice -to be sent to contractors Haines and Nelson inviting them to bid on the project. After discussion of the matter, a motion I was 'made by Mr. Kincaid and seconded by Mr. Sorensen that the Methodist Church at 5th and Dayton be requested to withhold the sale of their property for 30 days in order to give -the city the opportunity to explore the possibilities ofthe'm&,ximum 1 1 use of the site. A committee made up of Councilmen Sorensen, Blackbourn, and Purton was appointed by Mayor Maxwell to fully explore these possibilities. Mayor Maxwell referred this to the Water Commission. Councilman Tuson made a motion, seconded by Councilman Kincaid, that the Addition to Chapter 8, Article 1.,8-109 for the utility tax be passed, effective January 15, 1958. The motion was carried. After discussion, a motion was made by Councilman Kincaid and seconded by Councilman Tuson that paper ballots be used for the voting on February 11 and that the polling. place for all voters will be Legion Hall at 6th and Dayton, if available. Motion carried. Councilman Tuson made a motion, seconddd by Councilman Kincaid, that the appointment of Mrs. Irene S. Varney as City Clerk be confirmed, effective January 1, 1958. The motion carried. Councilman Tuson made a motion, seconded by Councilman Cloud, that Mrs. Anita Busch be appointed Water Clerk, effective January 1, 1958. The motion carried. The motion was made by Councilman Sorensen and seconded by Councilman Tuson that Dick Moran be made City Patrolman, effective January 15, 1958. Motion carried. Councilman Cloud moved that all bills be paid and approved, -and that the Clerk be authorized to draw warrants on the proper funds to do so. Councilman Kincaid seconded the motion, and the motion was carried. There being no further business, the meeting a City Clerk January 21, 1958 The meeting was called to order by Mayor Maxwell, and the roll call showed the following Councilmen present: McGibbon, Cloud, Tuson, Purton, Blackbourn, Sorensen, and Kincaid. The minutes of the last meeting were read and approved as corrected. A letter from Howard L. Womer, 222 Dayton St. was read; stating a claim in the amount of $75.00 against the City of Edmonds and Venne Beauchamp, Contractor, for the cost of twice having his basement pumped, cleaned, and disinfected when a plugged man -hole during the building of the Sewage Treatment Plant resulted in damage to his lateral sewer and blocked the flow of sewage, causing it to flood his basement. This matter was referred to City Attorney Holte. A motion was made by Councilman Tuson and seconded by Councilman Blackbourn that the final City general election on March 11, 1958 be held in conjunction with the School election; that paper ballots be used; and that the polling place be the Edmonds Junior High School. The motion carried. A letter was read from City Treasurer A.P.Severson, asking the approval of the mayor and council of the appointment of Mrs. Nola Dougherty as Deputy Treasurer of the City of Edmonds. Councilman Blackbourn made the motion, seconded by Councilman Purton to confirm the appointment as stated effective:as of January 1, 1958. Motion carried. A petition was received, signed by seven property owners, requesting the installation of a fire hydrant at the SE corner of 106th W. and 226th SW. Also a request for a hydrant at 190th and Euclid Drive was read, and these were referred to Fire Chief James Astell and to the Water Commission. The council directed City Attorney Alfred 0. Holte to find out from P.U.D.#1 of Snohomish County if the extra 1% Utility Tax as recently levied in the city of Everett is being passed on to the P.U.D. consumer. The council desired the additional information before any change in the 1% tax was made locally. The proposed change in the Dog Ordinance was discussed, but before any council action is taken, Attorney Holte will contact Mountlake Terrace in regard to their Ordinance on'this, so that the proposed Amendment will conform with that of Snohomish County and Mountlake Terrace.
