A letter from the Great Northern Railway in regard to extending Admiral Way south from
Dayton through the Pointer -Willamette Co. plant site was referred to.the Street Committee
for a report on March 17'h.
A request from St. Albans Church for permission to erect a sign at.21214 S.W..and one on
8414 W. was referred to Mr. Lawson.
In regard to the offer of an exchange of. property located `in-the,.vicinity of the water
tanks, between the City and Mr. Gepner, a motion was made by. Councilman Kincaid,.seconded
by Councilman McGibbon that a letter be sent stating the City's willingness to split the
frontage of the property 50-50 on 10A Avenue, and any costs involved be done.at Mr: Gepner's
expense.. "Motion carried.
In answer to a request, it was moved by Councilman Lambe, seconded by Councilman
Christensen that the Lions Club be authorized to perform work.on the playfield at 6A and
Pine under the supervision of the City Supervisor. Motion carried.
A motion was made by Councilman Christensen, seconded by Councilman Kincaid that., -,the bill
of Hale Construction for contractor's estimate #2 on LID #94...in the amount of $2388.46 be.
authorized for payment. Motion carried.
A motion was made by Councilman Christensen, seconded by Councilman Kincaid that the
approved bills be paid and warrants drawn on the proper funds. Motion carried.
There mas no further business, and the meeting adjourned.

Regular meeting was called to order by Mayor Maxwell, with Councilmen McGibbon, Tuson,
Christensen, Simpson, Sorensen and Kincaid present.
Upon recommendation by Engineer Reid, contracts were awarded on bids opened at the March 3
meeting, and they were as follows:
A motion was made by Councilman Kincaid, seconded by Councilman Sorensen that the contract
for paving as specified on LID #90, Railroad Avenue, Unit "B" be awarded to Washington
Asphalt Co. of Seattle..for $4290.00. Motion carried.
A motion was made by Councilman Christensen, seconded by Councilman'McGibbon that the bid
of Hale Construction Co. in the amount of $1728.00 for construction of the storm sewers on
Railroad Avenue in connection with LID #90, Unit "A", be accepted and a contract entered
into for the; work. Motion carried.
A motion was made by Councilman Kincaid, seconded by Councilman McGibbon that the bid for
work in connection with LID #91, paving of the 4 alleys in the downtown area be awarded to
Lake City Gravel & Materials Inc. for $4515.00, and.a contract entered into for same.
Motion carried.
A motion was made by Councilman Sorensen, seconded by Councilman Kincaid that the bid on
storm sewers between Main and Dayton on Fifth be awarded -to Hale Construction for $3724.70,
and a contract be entered into for this work. Motion carried.
Bids were opened on 2 mobile radio units for the.Fire Dept. Only bidder.was Motorola
Communications and Electronics Inc. - $545.00 for..one.unit
$510.00 for.the other.
.Upon recommendation of Fire Chief Astell, a motion was made by Councilman Tuson, seconded
by Councilman McGibbon that the bid on 2 radio sets for the price of $510.00 for one, and
$545.00 for the other, with installation cost of $37.50 be awarded to Motorola Communications
and Electronics Inc. of Bellevue. Motion carried.
Councilman Tuson made a motion, seconded by Councilman Simpson that Resolution of Intention
#144 be adopted, declaring the Intention to set up an LID in the Pine Street area between
109 and_.14t' for sewers, and April 21 be set for the. hearing on the preliminary assessment
boll. Motion carried..
A motion w4s made by Councilman Tuson, seconded by Councilman Kincaid that the City call
for bids on a carload of pipe containing approximately 1000 ft. 6f.6 inch, and 2400 ft.
of 4 inch pipe, with Tyton joints, bids to be -opened. -April 7. Motion carried.
A motion was made by Councilman Tuson, seconded by Councilman Christensen to authorize a
call for bids for 20 fire hydrants with the necessary valves and appurtenances, bids to be
opened April 7. Motion carried.
Hearing on the proposed "Highway #99" annexation was continued until April 21, pending proper
zoning by the Planning Commission.

A motion was made by Councilman Christensen, seconded by Councilman Kincaid that Interest -
bearing warrant #5 on LID #94 be authorized for payment to Hale Construction in the amount
of $1019.98 for contractor's estimate #3. Motion carried. �
A motion was made by Councilman Tuson, seconded by Councilman McGibbon that interest -bearing
warrant #4 in the amount of $1018.71 to James H. Reid & Associates for total engineering
costs in connection with LID #94 be authorized for payment., Motion carried.
A motion was made by Councilman Kincaid, seconded by Councilman Sorensen tha t the proposed
"Larch" Street from 89, west to Paradise Lane, and "Oak".Ir®located from 8A to Edmonds Way,
be referred to.the Planning Commission for inclusion on the comprehensive Street Plan.
Motion carried.
A motion was made by Councilman Kincaid, seconded by Councilman Sorensen that the Planning
Commission be requested to include on the comprehensive street plan.the 60 ft. right of way
from 3rd to 2nd on James.. Motion carried.
It was decided that April 7 be set as the date for an informal hearing on the possibility
of constructing 12a Avenue, and that property owners in the area...be so notified by card.
A motion was made by Councilman Christensen, seconded by Councilman McGibbon that
Ordinance # 761 be passed, regarding the prepayment period expiration on LID #86. Motion
carried.
A motion was made by Councilman Kincaid, seconded by Councilman Sorensen that the Council
accept the Engineer's proposed grade of "B" Street, and that it be filed. Motion carried.
Councilman Tuson, for the Water Committee, reported that Engineer Reid had been advised •
to begin a feasibility, site, and estimated cost study for a future reservoir to be located
in the higher area of the City.

A motion was made by Councilman Tuson, seconded by Councilman Kincaid that the bid of Western
Utilities for the 20 Fire Hydrants at a cost of $2037.00 be accepted, and the contract for
same be awarded to them. Motion carried.
A motion was made by Councilman Tuson, seconded by Councilman McGibbon that the bid of Hallgren
Company for the valves at a cost of $656.00 be accepted and the contract be awarded to them.
Motion carried.
An Informal Hearing was held on the possible construction of 12t Avenue. Several property
owners who were notified by card were present. No council action was taken, but the proposed
plans were referred to the street committee for study.
A motion was made by Councilman Kincaid, seconded by Councilman Sorensen thatthe approved
bills be paid and warrants drawn on the proper funds. Motion carried.
A motion was made by Councilman Tuson, seconded by Councilman Lambe authorizing issuance of
interest -bearing warrant #1 on LID #95 to Southwick -Campbell Co., Inc. for the amount of
$600.00 representing one-half attorney's fees. Motion carried.
It was moved by Councilman Tuson, seconded by Councilman Lambe authorizing issuance of
interest -bearing warrant #6 on LID #94 to Hale Construction in the amount of $1,131.90 for
contractor's final estimate on the Michielli Park sewers. Motion carried.
