Mayor Maxwell appointed Barbara Engler to the Planning Commission for a 4-year term, effective
October 1, 1959-
The proposed water rates change was presented to the council by the committee, and a metiox
was made by Councilman Tuson, seconded by Councilman Kincaid that the attorney be authorized
to draw up an Ordinance setting forth the proposed changes. Motion carried.
A motion was made by Councilman Tuson, seconded by Councilman Simpson that the Preliminary
Budget be adopted and the hearing be held ®n October 5, 1959• Motion carried.
A motion was made by Councilman McGibbon, seconded -by Councilman Lambe that Emergency Ordinance
# 783 be adopted and published. Motion carried.
A motion was made by Councilman Tuson, seconded by Councilman Sorensen that Emergency Ordinance
# 784 be adopted and published. Motion carried.
There was no further business, and the meeting adjourned.

Meeting was called to order by Mayor Maxwell for the Hearing for consideration of the municipal
budget, and for fixing the final budget for the year 1960. Councilmen present were McGibbon,
Lambe, Christensen, Simpson and. Kincaid.
After discussion and adjustment, a motion was made by Councilman Kincaid, seconded by Councilman
Simpson that the Final Budget for the year 1960 be approved as adjusted, and Ordinance # 785
be adopted. A roll call vote showed all councilmen in favor, and the motion carried.
Meeting was then adjourned.
October 6, 1959
Regular meeting was called to order by Mayor Maxwell with Councilmen McGibbon, Lambe, Christensen,
Simpson, Sorensen, and Kincaid present.
Hearing was held on the Preliminary Assessment Roll for LID #98, paving of 109 Ave. from Pine
to Elm. There were no written protests, but several property owners present were not in favor
of the improvement. After discussion, a motion was made by Councilman Kincaid, seconded by
Councilman Christensen that the Hearing be oontinued to October 20. Motion carried, and the
hearing was closed.
A petition was received for paving 4M Ave. from Pine to Erben, and it was referred to Attorney
Bennett for checking.
A petition was received for paving 3rd Ave. S. from Alder to N. of Pine. There were property
owners present in opposition to this, and after discussion, a motion was made by Councilman
Kincaid, seconded by Councilman Simpson that the petition for the proposed paving of 3rd Ave.
be referred to the Attorney for validity of signatures, and the City Supervisor continue
canvassing between Alder and Main to get the sentiment of property owners there regarding the
possibility of enlarging the proposed LID. Motion carried.
A motion was made by -Councilman Lambe and seconded by Councilman Sorensen that the four
following 300 Watt street lights be authorized for installation by the P.U.D.: 2 in the Rowe
Addition; l light at 10 Place approximately 200 ft. south of Pine; and one light at 1114 and
Pine. Motion carried.
A letter referred to the Council -by the Planning Commission from C. H. Magill resulted in a
motion made by Councilman Simpson, seconded by Councilman Lambe that the request of Mr. Cecil
Magill for permission..to build a carport on an existing concrete slab partly on city property
at 958 Walnut Street be denied. Motion carried.
A letter was received from Maude Clamp in protest to the "Dead End" sign placed at Edmonds
Way and Seamont Lane.
In answer to a request, a motion was made by Councilman McGibbon, seconded by Councilman Lambe
that Mrs. Dunn, 405 - 9A Ave. S. be given permission to proceed under the supervision of the
City Engineer to install a driveway and steps *s outlined with the understanding that this is
a revocable license and in no event does the city grant any easement as part of the permission.
Motion carried.
Two claims against the city were received: one for $10026.00 for burns subtai•ndd by Diane
Kingdon at the Sprague Street Park, andone for $500.00 for Jimmy Thompson for a broken leg
sustained at the City Park. Both were referred to the Attorney.
A motion was made by Councilman Christensen, seconded by Councilman McGibbon that the approved
bills be paid and warrants drawn on the proper funds. Motion carried.
