A motion was made by Councilman Tuson, seconded by Councilman Lambe that the Hearing on the
Final Assessment Roll on LID #96, Terra Park vicinity sewers, be set for December 1. Motion
carried.
A motion was made by Councilman Simpson, seconded by Councilman Christensen that Ordinance # 789
be passed, -establishing .the rules and regulations acid blassifigations of land use of the City
of Edmonds. Motion.. carried.
It was moved by Councilman Tuson, seconded by Councilman Lambe that Ordinance #790 be passed,
setting forth'.the rules and regulations of sub -dividing property in the city of Edmonds.
Motion carried.
There was no further business and the meeting adjourned.

Meeting was called to order by Mayor Maxwell with Councilmen McGibbon, Tuson, Christensen,
Simpson, Sorensen, and Kincaid present.
The minutes of the last meeting were read and approved as corrected.
The Hearing on the Petition for Annexation of the."Bingham Addition" was set to November 17-
A request for an easement was received, and a motion was made by Councilman Tuson, seconded by
Councilman Kincaid that a quit claim deed from the City of Edmonds be authorized, signed by.the
Mayor and City Clerk, relinquishing 3 ft. on the James Westin Addition. Motion carried.
A motion was made by Councilman Christen�se seonded by Councilman Tuson that the Eetition for
an election for the possible annexatitns,).f�ioen Wcorner .of Edmonds, known as the Bullitt
property, be accepted and the attorney check the signatures. Motion carried.
A motion was made by Councilman Sorensen, seconded by Councilman Simpson that Ordinance # 791
be passed, establishing 16 voting precincts in the City of Edmonds. Motion carried.
A Petition was received from property owners requesting that Glen St. be barricaded against
through traffic from 9k to Olympic,as soon as the severing of the area is completed. This
was referred to the Street Committee for report at the.next meeting.
A Petition was received in opposition to establishing a Mall on Main Street. After discussion,
by the Council regarding the relieving of the parking and traffic problems in the business area,
a motion was made by Councilman Christensen, seconded by Councilman Kincaid that the proposal to
establish a walking mall between 514 and 10 ft. east of 3rd on Main Street be authorized and a
traffic pattern be put into effect for a trial period from Dec. 1 to Feb. 15. A roll -call vote
resulted in a tie, and the motion failed to carry.
The resignation of Dan Miller from the Planning Commission was taken under advisement by
Mayor Maxwell.
A motion was made by Councilman Christensen,.seconded by Councilman McGibbon that the bills
against "Little Metro" account be paid. Motion carried.
It was moved by Councilman Christensen, seconded by Councilman Kincaid that the bill.. for
Contractor's estimate #4 against LID # 95 be paid, and issuance of interest -bearing warrants #30
through #43 to Southwick -Campbell Co „ Inc. be authorized, in the amounts -of one at $181.65
and 13 at $1,000.000each; Motion carried.
A motion w4s made by Councilman Christensen, seconded by Councilman Simpson that the bills
against LID #96 be paid, with contractor's estimate #4 of Harold Olds held subject to
furnishing of certificates of payment of all bills, and authorizing issuance of interest -
bearing warrants #19 for $866.99, and #20 and #21 for $1,000.00 each to Grande & Co., Inc.
Motion carried.
A motion was made by Councilman Christensen, seconded by Councilman Kincaid that the monthly
bills be paid, and warrants drawn on the proper funds. Motion carried.
Engineer Reid reported that all improvements had been completed in the plat of Pine Terrace,
and a motion wqs made by Councilman Christensen, seconded by Councilman Kincaid that the final plat
of Pine Terrace be accepted subject to all approvals. Motion carried.
A motion was made by Councilman Kincaid, seconded by Councilman McGibbon that the Alley grade
in Block 719 9k to 10k be accepted. Motion carried.

for bids for a one ton cab and chassis for a rescue truck, specifications to`be supplied by
the Fire Chief, bids to be opened on November 24141. Motion carried.

A motion was made by Councilman Simpson, seconded by Councilman Christensen that the Council
recess the meeting to Monday, November 9tb at 8 P.M. for further meeting on the comprehensive
street plan and mall, and cards be sent to all business establishments inviting them to
attend. Motion carried, and the meeting was recessed.

Recessed meeting was called to order by Mayor Maxwell with all councilmen present.
A motion was made by Councilman Tuson, seconded by Councilman Lambe that bids on the chassis
and on the body for the Fire Dept. rescue truck be opened on Dec. 1, 1959 instead of Nov. 24k.
Motion carried.
After much discussion on the comprehensive street parking problem and mall, a motion was made
by Councilman Kincaid, seconded by Councilman Christensen that the City Council of the City of
Edmonds hereby resolves that it approve the trial of a traffic control pattern for a temporary
period of 45 days, presented by the Chamber of Commerce in conjunction with the Public Safety
Committee as shown on the revised map, and subject to the presentation of a sufficient number
of waivers from the abutting property owners and tenants within the area of Main Street from
5k to 3rd Avenues. The final decision as to the sufficiency of waivers to be reached at the
regular council meeting on Tuesday November 17- 14 roll -call vote resulted in 6 councilmen
inrfavor, 1 against, and the motion carried.
A motion was then made by Councilman Sorensen, seconded by Councilman Tuson that the meeting
be recessed until called by the Mayor. Motion carried and the meeting recessed.

Regular meeting was called to order by Mayor Maxwell with all councilmen present.
The meeting of Monday, November 94 was adjourned, as there was no need for a recessed session.
Hearing was held on the Petition for Annexation' of the "Bingham Addition". There were no
protests, and a motion was made by Councilman Tuson, seconded by Councilman Lambe that
Ordinance #792 be passed, annexing the "Bingham Addition" to the City of Edmonds; legal
description as follows: Tract 3, Block 4, and Tract 7, Block 31 Alderwood Manor-#9,
together with Lots 8-9-10, and 12 through 27 inclusive, of Hawarden Tracts, together with
street adjacent thereto, situate in the County of Snohomish, State of Washington.
An unofficial hearing was held on the possible paving of 3rd Ave. from Main to Pine. There
were many objections, and several petitions were presented protesting the improvement.
The hearing was then closed.
Proposed LID #98, the paving of 101' Ave. from Pine to Elm was discussed. The Attorney
reported 61.5% on the petition for the improvement, and 31% protests; but the legal period
of 30 days for the protests to come in would not expire until November 21, and therefore
action will be taken by the Council following this date.
The question of the Traffic Control Program and Mall was taken up. Twenty-nine 6igned
waivers were presented to the council, showing 50% of the property owners and 61% of the
tenants involved from 3rd to 5� on Main in favor of the trial of a walking mall. After
much study and discussion, a motion was made by Councilman Kincaid, seconded by Councilman
Christensen that the City authorize a trial period of 45 days, commencing as soon as
arrangements can be made as to proper street and traffic signs", for a traffic control
pattern on Plan #2 as revised by the Safety Committee, including a "walking mall". A
roll -call vote resulted in 4 councilmen in favor, 3 against, and the motion carried. The
Attorney was then directed to draw up an Ordinance.
Mayor Maxwell appointed Dorothy Drobner Assistant City Clerk until January�l, 1960 to act
in an official capacity during the absence of the City Clerk while on vacation.
The Street Committee reported on its study of the request by petition of property owners on
Glen Street, and a motion was made by Councilman Kincaid, seconded by Councilman Sorensen
that Glen Street be barricaded against through traffic from 9k to Olympic as desired on the
petition presented by the property owners. Motion carried.
A peti'tioA was presented, and resulted in a motion by Councilman Tuson, seconded by Councilman
Christensen that a Hearing for Vacation of a portion of the street known as "Melody Lane" be
set for December 15th. Motion carried.
