1960-05-10 Council MinutesCouncilman Kincaid made the motion, seconded by Councilman Harrison that the rezoning be
tabled for consideration later on in the meeting. Motion carried.
It was moved by Councilman Christensen, seconded by Councilman Kincaid that the regular
monthly bills be paid and warrants drawn on the proper funds. Motion carried.
A motion was made by Councilman Christensen, seconded by Councilman Kincaid that Estimate
#2 on "Little Metro", (the water tank foundation) for Hale Construction, in the amount of
$2132.00 be paid. Motion carried.
It was moved by Councilman Christensen, seconded by Councilman Simpson tha t the bill on
"Little Metro" from Joplin Paving for $1989.52 be paid. Motion carried.
A motion wqs made by Councilman Christensen, seconded by Councilman Sorensen that the bill
on "Little Metro" from Joplin Paving for $253.76 be paid. Motion carried.
It was moved by Councilman Christensen, seconded by Councilman Lambe that the $500.00 to
Great Northern Railway Co. under "Little Metro" be paid. Motion carried.
It was moved by Councilman Christensen, seconded by Councilman Sorensen authorizing issuance
of interest -bearing warrants #1 thiogh #16, totalling $15,072.46, on LID #99 to Southwick -
Campbell Co., Inc. to cover contractor's estimate #1. Motion carried.
It was moved by Councilman Kincaid, seconded by Jouneilman Sorensen to set June 714 as the
date for opening of bids for LID #100, paving and curbs on 4th from Pine to Howell. Motion
carried.
A motion was made by Councilman Christensen, seconded by Councilman Simpson that the plat of
Twin View Estates #2, with improvements as specified, be accepted after proper posting of
bonds. Motion carried.
A motion was made by Councilman Kincaid, seconded by Councilman Sorensen quthorizing the
attorney to negotiate for the purchase of the Cole property on Juniper Street, at a
negotiated price. Motion carried.
It was moved by Councilman Tuson, seconded by Councilman Simpson that Ordinance #815 be
passed, cash prepayment date on LID #95. Motion carried.
Meeting was then recessed until Tuesday, May 101.

Recessed meeting was called to order with all councilmen present.
The Street Committee gave its report on the paving of Third Ave., and a motion was made by
Councilman Kincaid, seconded by Councilman Christensen that the east side of Third, from the
south side of Alder to Walnut be permitted,to enter into a private agreement for surfacing
F,,8 ft. width of the street on a temporary basis, as it does not conform to grade, and that
such surfacing be done under the supervision of the City Engineer. Motion carried.
A motion was made by Councilman Christensen, seconded by Councilman Sorensen that the
application for a building permit by Associated Sand & Gravel for a concrete mixing plant in
the Highway Border Zone is not a matter to be decided by the council, and should be referred
to the Board of Adjustment. Motion carried with one no.
A motion was then made by Councilman Christensen, seconded by Councilman Simpson to amend the
previous motion and strike out that portion menti6ning the Board of Adjustment. This motion
carried with one no.
Paving of Glen Street was again brought up by the residents, who deposited the fee for the
preliminary engineering with the city. A motion was ®,ade by Councilman Kincaid, seconded by
Councilman Sorensen that Resolution of Intention #150 be passed, to improve Glen from 101' to
Olympic with curbs and asphaltic concrete paving, and the engineer be instructed to proceed
with the preliminary engineering on the project; the hearing on the preliminary assessment
roll to be held June 71�. A roll -call vote resulted in one no, and the motion carried.
It was moved by Councilman Simpson, seconded by Councilman Christensen that the rezoning of
the Marshall property, from R-6 to R-6A as recommehded by the Planning Commission be
accepted. Motion carried.
In answer to a request, a motion was made by Councilman Kincaid, seconded by Councilman
Tuson that the Jr. Chamber of Commerce , on approval of the Art Festival Committee, be
grqnted permission to set up a booth on the Mall for selling soft drinks, coffee and popcorn
during the Art Festival May 20, 21, 22. Motion carried.
A Petition for Annexation was received, and a motion was made by Councilman Simpson,
seconded by Councilman Sorensen that the city accept the petition for annexation of the
following area: All of that portion of Tract 3, Fourtner's Homestead Plat, according to the
plat thereof recorded in Volume 1 of Plats, page 979 records of Snohomish County, Washington,
described as follows: Beginning at the Northwest Corner of said Tract 3; thence S.
88° 16' 40" E., along the North line of Tract 3, 302 feet; thence S. 24° 41, 07" W., 180.25
feet; thence N. 880 16' 50" W. 230 feet to the !Jest line of said Tract 3; thence N. 1° 08'
40" E. along the said West line of Tract 3, 165.99 feet to the point of beginning.
and the necessary steps be accomplished for a hearing to be held June 141�. Motion carried.

A motion was made by Councilman Lambe, seconded by Councilman Christensen that
six street lights,as submitted on the plan requested from PUD, be authorized,
and PUD be instructed to make-the--instqllation. Motion carried.
A motion was made by Councilman Sorensen, seconded by Councilman Tuson, that in
answer to a request, the City advise Mr. Gepner that it is willing to make the
exchange of land near the wooden water tower with the same conditions as was
outlined in a letter of March 5, 1959; that he pay all costs connected with the
exchange. Motion carried.
A motion was made by Councilman Christensen, seconded by Councilman Simpson that
the City authorize a warrant to Snohomish County Civil Defense for payment of 120
per capita for the year 1960. Motion carried.
A letter from Mr. Quarnstrom was referred to the Engineer for a report at the next
meeting.
The Plaza Cab Co. submitted a certificate as required on the amount of insurance they
carry.
Mayor Maxwell accepted the resignation of Don McGibbon from the Planning Commission.
A vacation request for Lots 11-12-13-14-15 and parts of 16, Euclid Ave. was referred
to the Engineer.
A motion was made by Councilman Tuson, seconded by Councilman Kincaid that the
Chamber of Commerce be authorized under supervision of the Safety Committee to
beautify the downtown intersections with planter boxes. Motion carried.
A motion was made by Councilman Tuson, seconded by Councilman Simpson to authorize
the Mayor to sign the contract with Olympic View Water District for water supply to
the City of Edmonds. Motion carried.

A motion was made by Councilman Kincaid, seconded by Councilman Simpson that the City
award the bid to N. C. Machinery Co. for a 112 Used Grader in adcordance with the City's
specifications, subject to inspection and recommendation by the City Supervisor; and if
found to be satisfactory, the mayor be authorized to sign the contract for it at the
price of $6,542.00 + tax. Motion carried.

A motion was made by Councilman Tuson, seconded by Councilman Christensen that the bid of
Hale Construction Co. for the complete water main construction, Units A,B, and C be
accepted at the total price of $17,039.00 and the mayor be authorized to sign a contract
with them. Motion carried.
A Petition was received for an .LID on Pine Street, from 111' E. to the crest margin of the
plat of Pine Terrace, to widen the pavement with asphaltic concrete and curbs. It was
referred to the attorney for checking the validity and sufficiency of the signatures.
The Attorney's opinion on the application for a building permit for Associated Sand and
Gravel for a cement mixing plant was given at since it did not violate any part of
the code regarding the HB zone, it was ° that the Building Inspector issue a
permit. Two letters were received from Charles Shepherd, representing the Stevens
