Regular meeting was called to order by Mayor Maxwell with all councilmen present except Tuson
and Simpson.
A motion was made by Councilman Lambe, seconded by Councilman Sorensen to pass Ordinance #866,
accepting the bid on Fire Station ,-#2 bonds from Foster & Marshall and the Pacific National
Bank. Motion carried.
It was moved by Councilman Slye, seconded by Councilman Christensen that Ordinance #867 bb
passed, accepting the bid on the Civic Center Bonds from Seattle First National Bank and the
Pacific Northwest Co. Motion carried.
A motion was made by Councilman Slye, seconded by Councilman Lambe that Ordinance ;#868 be -
passed, cash prepayment notice on LID;#102. Motion carried.

A Petition had been received for vacation of the alley N. of Maple and E. of 101' Ave. It was
the recommendation of the Street Committee that the City not vacate the alley, and a motion
was made by Councilman Sorensen, seconded by Councilman Slye that the request for the vacation
of the alley N. of 11a.ple and E. of 1Otb Ave. be denied. Motion carried.
It was moved by Councilman Christensen and seconded by Councilman Slye th%t the Mayor be
authorized to enter into contract with the Humane Education Society of Snohomish County for
dog control. Motion carried.
Mayor Maxwell appointed Chet Bennett Civil Defense Director of the City of Edmonds, and a
motion was made by Councilman Slye, seconded by Councilman Lambe to confirm the Mayor's
appointment. Motion carried.
Mayor Maxwell made the appointments of Larry Hubbard from the Planning Commission and Harve
Harrison from the Council as members representing the City of Edmonds on the Regional Joint
Planning Council.
After discussion and a report from the Committee who had studied the situation, a motion was
made by Councilman Sorensen, seconded by Councilman Lambe that the Attorney be instructed to
draw up an Ordinance to license the garbage collectors in the City of Edmonds. Motion carried.
A motion was made by Councilman Christensen, seconded by Councilman Sorensen to take the
necessary steps to release the easement across the former Morrison property on 06 Street.
Motion carried.
It was moved by Councilman Christensen, seconded by Councilman Lambe that the Final Plat of
Hunter's Addition be approved. Motion carried.
A motion was made by Councilman Harrison, seconded by Councilman Lambe that the Final Plat of
Sunset Acres be approved. Motion carried.
A request to open 71� Avenue between Fir and Elm was received from Bill King, and it was
recommended by the City Engineer that permission be granted. This resulted in a motion
made by Councilman Sorensen, seconded by Councilman Christensen that the Engineer be
authorized to set the grade on 71� Ave. from Elm to Fir. Motion carried.
It was then moved by Councilman Slye, seconded by Councilman Sorensen that Bill King be
authorized to proceed with the opening of 7th from Fir to Elm, under the supervision of the
City Engineer. Motion carried.
A motion was made by Councilman Slye, seconded by Councilman Christensen that the Treasurer
be authorized to issue a cash warrant up to 030,000.00 for further purchase of property for
the Civic Center. Motion carried.
A motion was made by Councilman Slye, seconded by Councilman Sorensen that Resolution 452 be
passed, petitioning the Washington State Legislature to allow retaining of Police Courts at
the option of the cities. Motion carried.

recommendation of the Street Committee, 9t'' Ave. from Edmonds Way north to Cherry Street be
widened, and this request be referred to the Planning Commission to amend the comprehensive

It was moved by Councilman Sorensen, seconded by Councilman Slye that the regular monthly bills
be paid and warrants drawn on the proper funds. Motion carried.
It was moved by Councilman Sorensen, seconded by Councilman Slye that the bill to Transport
Clearings in the amount of $100.00 from the "Little Metro" fund be paid. Motion carried.

Recessed meeting was called to order by Mayor Maxwell with all councilmen present except Tuson

Meeting was called to order by Mayor Maxwell with all councilmen present.
Hearing was held on Emergency Ordinance #869, appropriating funds for dog control with the
Snohomish County Humane Education Society. A motion was made by Councilman Christensen,
seconded by Councilman Lambe that Emergency Ordinance #869 be passed, and a roll -call vote
carried the motion unanimously.
A motion was made by Councilman Tuson, seconded by Councilman Slye that the attorney be
instructed to prepare an Emergency Ordinance to pay the balance of the bill for the
codification to Book Publishing Co. Motion carried.
It was moved ny Councilman Tuson, seconded by Councilman Lambe that in connection with the
semi-final payment to the contradtbr on LID #97, the penalty be reduced to the amount of
additional interest incurred because of the delay, and the claim for additional gravel be
disallowed. Motion carried.

t of mandamus in connection with the Woodway annexation petition was received by the
Mayor in behalf of the City.
A motion was made by Councilman Sorensen, seconded by Councilman Simpson that the attorney be
instructed to draw up an ordinance adding the 8 changes and additions to the comprehensive
street plan as recommended by Resolution #+0 of the Planning Commission. Motion carried.
It was moved by Councilman Simpson, seconded by Councilman Tuson that all bids on the Five
Corners Fire Station be rejected and the architect be instructed to recall for bids for the
construction of the building. Motion carried.
It was moved by Councilman Tuson, seconded by Councilman Simpson that a bid bond be acceptable
in the amount of 5% of the bid on the Five Corners Fire Station. Motion carried.
A petition from residents of Bowdoin Way area on unsatisfactory water pressure was referred
to the Engineer for a report to the water committee and thence to the council.
Resolution #38 from the Planning Commission was received, and a motion was made by Councilman
Simpson, seconded by Councilman Christensen that the attorney be instructed to draw an
ordinance to place Blocks E, F, and G on the comprehensive plan for Public Use, this being the
new Civic Center site. Motion carried.
