Recessed meeting was called to order by Mayor Haxwell with all councilmen present except Slye.
Mayor I-Iaxwell, ..rho had been appointed chairman of the Board of Review relating to the Talbot
Park annexation, filed the findings and determination of the Board of Review held on August 4
at the Edmonds City Halle The Board had determined that annexation of the Talbot Park area
mould be serving the best interests of both Edmonds and the area to be annexed. Therefore,
it was moved by Councilman Tuson, seconded by Councilman Lambe that the findings of the Board
of review be accepted. I -lotion carried.
It was then moved by Councilman Christensen, seconded by Councilmen Sorensen that the dale of
hearing on the petition for annexation of the Talbot Park area be set for iiuoust 15 at 8 P.H.

A nu:Aber of residents representing an area east of the Talbot Park area presented t.7e council
with a request for an election for annex=anon. It was moved by Councilman Simpson, seconded
by Councilman Lambe that Resolution ,r54 be adopted, requesting the County Commissioners to
hold an election for ppssible annexation of the area north and east of Edmonds as described
in the Resolution. Six council members were present, and the motion carried unanimously.
A petition for annexation of Mr. Bjorn Thuesen's property south of Juniper had been filed
with the council, and a motion was made by Councilman Tuson, seconded by Councilman Simpson
that the city accept tho petition for annexation of Mr. Thuesen's property and instruct the
attorney to proceed with the necessary steps to have the area certified for annexation without
the convening of the Review Board. Motion carried.
An -annexation petition for poeperties between south of 220t' and 228f" near the Ballinger area
was presented, and after discussion,a motion was made by Councilman Sorensen, seconded by
Councilman Tuson that the request as presented in the petition to annex this property be
• denied because of the difficulty of providing service to thearea. I•lotion carried.
It was moved by Councilman. Tuson, seconded by Councilman Christensen that the city call for
bids 6n LID 7r106, Harris-kcGinness sewer construction, bids to be opened September 5. Motion
carried.
It was moved by Councilman Sorensen, seconded by Councilman Simpson that the Street Grade on
10:° Avenue from Daley to Puget Drive be accepted as prepared by the City Engineer. Motion
carried.
A motion was made by Councilman Sorensen, seconded by Councilman Christensen to instruct the
Engineer to set the street grade on Second Avenue from James to Dayton. Motion carried.
Councilman Tuson made the motion, seconded by Councilman Lambe that the Water Dept. call for
bids on a backhoe-loader, specifications to be determined by the Supervisor. Bids to be
opened September 5. Motion carried.
It was moved by Councilman Sorensen, seconded by Councilman Simpson that the Street Dept.
call for bids on 2 dump trucks, specifications to be supplied by the Supervisor and bids to
be opened September 5. Motion carried.
Su_ervisor Lawson reported that he personally delivered to Kr. Schmidt of the Census Board
at the University of Washington, all necessary papers in relation to the Lake Ballinger
annexation on August 8.
It was moved by Councilman Christensen, seconded by Councilman Lambe that Resolution ;r55 be
adopted, to request the county commissioners to call an election for annexation of an area
west of 92nd and north of Edmonds Way, but excluding the Preview Homes area. Motion was
carried unanimously.

Regular meeting was called to order by Mayor Maxwell with all councilmen present.
Hearing was held on the Petition for Annexation of the Talbot Park area. Mayor Maxwell
reported that he had been served with an injunction from the City of Lynnwood, but Attorney
Bennett advised the mayor and council that the injunction was void since a bond had not been
posted. Therefore, following the hearing during which time several residents were heard,
with no protests, a motion was made by Councilman Christensen, seconded by Councilman
Sorensen to pass Ordinance #892, to be effective on August 23, annexing the area as
originally presented on the petition with the exception of the proposed Lynnwood treatment
plant site, which had been annexed by the City of Lynnwood. Motion carried unanimously
with all member. of the council present and voting.
Hearing w4s held on the Final Assessment Roll on LID T101, Glen Street paving. Seven protests
were received, but after explanation of the assessments by the Engineer, the protests remaining
were on the work, not the assessments. Councilman Slye made the motion, seconded by Councilman
Sorensen that Ordinance--,4r�893 be passed, approving and confirming the assessment roll on
LID J101. Motion carried.

protests, and a motion was made by Councilman Tuson, seconded by Councilman Lambe that
Ordinance t895 be passed, approving and confirming the final assessment roll on LID ;*104.

A request for a sewer line connection from Mr. Harold Chase, on a 22 unit apartment court
outside the city limits on Edmonds '.play, was denied.
A letter of appreciation was received from the Independent Order of Foresters, SnO-Kind
Court 4584, for the use of the City Park for their initiation ceremonies.
A letter was received from the City of Mountlake Terrace requesting permission to furnish
sewer service to the 'Shoreline School District to serve a new school under construction in
King County. A motion was made by Councilman Tuson, seconded by Councilman Christensen
that Mountlake Terrace be authorized to contract with the Shoreline School District for
so,:rer service to this school. Motion carried.
A Petition was received from residents in the area of 73rd P1. W. asking for Mountlake
Terrace and Edmonds to join in extending 73rd P1. `•T. from 2201 to 2281y. This was referred
to Supervisor Lawson for his report to the Street Committee.
A motion was made by Councilman Tuson, seconded by Councilman Lambe that the City of Edmonds
participate in Snohomish County Civil Defense on a 120 per capita basis for the year 1962.
It was moved by Councilmen Slye and seconded by Councilman Simpson to repeal Resolution „55,
calling for an annexation election: of the ':IestUr.te annexation V;rea.. Motion carried.

the area asking to be annexed to assume all indebtedness of the City of Edmonds, and be taxed
at the same rate. There are approximately 500 voters in the area. Motion carried.
A motion wes made by Councilman Christensen, seconded by Councilman Slye to pass Resolution
;/�579 substitutin; Resolution ;r54, redefining and extending the boundaries of the annexation
petition, and that all residents of the area agree to assume all obligati_mns of the City of
Edmonds and be taxed at the same rate, and the number of voters in the area tpproximatel;�

Robert L. Huntdon was sworn in as a new patrolman on the Edmonds Police force.
It was moved by Councilman Tuson, seconded by Councilman Sorensen that the city call for bids
on LID ;r105, Euclid Ave. sewers, to be opened on September 19. Motion carried.
The final plat of Bel -Aire, Division "B" was approved.
Meeting was then recessed to Tuesday, August 22 at 8 P.I.I. and notices sent to the Tribune -
Review, Everett Daily Herald, and Radio Stetion XgTY.
August 22, 1961
Recessed meeting was called to order by Mayor I-iaxwell with all councilmen present.
A motion was made by Councilman Tuson, seconded by Councilman Lambe that a Utility Easement
from William A. Hig ins and Margaret L. Higgins to provide the proposed plat of Maplewood
Village No. 1 with dater service be accepted and the City Clerk be -instructed to record
same. Idotion carried.
It was moved by Councilman Tuson, seconded by Councilman Sorensen that a sanier easement to
provide both Maplewood Village No. 1 ,and the I•Iaplewood Momentary School with sanitary sewer
service be accepted from E. N. Hallenbeck and Elizabeth Hallenbeck and the City Clerk be
instructed to have the same filed and recorded. I -lotion carried.
It was moved by Councilman Lambe, seconded by Councilman Harrison that Ordinance #896 be
passed amending the comprehensive plan of the City of Edmonds to incorporate the Talbot,
Park annexation area. Motion carried.
A motion was made by Councilman Simpson and seconded by Councilman Christensen that Ordinance
-A 97 be passed, zoning of the Talbot Park, annexation area as set forth on Engineer's drawing
No. B-3. Motion carried.
Resolution Y+5 of the Planning Commission was received in regard to off-street parking
requirements in R-C zones. A motion was made by Councilman Simpson, seconded by Councilman
Christensen that Ordinance ,t898 be passed, changing the off-street narking requirements to
1 to 3 ratio in R-C zones. There were 6 yes, 1 no, and the motion carried.
It was moved by Councilman Sorensen, seconded by Councilman Slye that the Hearing on the
petition for annexation of Mr. Bjorn Thuesen's Preview Homes plat be set for September 5.
