Grade on Second Ave. from James to Dayton be accented. Motion carried.
After recommendation by the City Engineer, a motion was made by Councilman Slye, seconded
by Councilman Sorensen that the City accept the improvements as completed on the plat of
Bel Aire, Division "A". Motion carried.
It was moved by Councilman Christensen, seconded by Councilman Tuson that the Preliminary
Budget for the 1962 for the City of Edmonds as presented be adopted. Motion carried.
Meeting was then adjourned.

Meeting was held for the Hegring on the Final Budget and levying of the taxes for the
year 1962. Mayor Maxwell called the meeting to order with all councilmen present except
Simpson and Christensen.
There were no protests on the final budget as presented, and a motion was made by
Councilman Tuson, seconded by Councilman Lambe that Ordinance #902, setting the final
budget for the City of Edmonds for the year 1962 be adopted. Motion carried.
It was then moved by Councilman Sorensen, seconded by Councilman Slye that Ordinance #903,
levying the taxes for the City of Edmonds for the year 1962, be adopted. Motion carried.
Meeting was then adjourned.

October 3, 1961

Regular meeting was called to order by Mayor Maxwell with all councilmen present except
Simpson.
A motion was made by Councilman Tuson, seconded by Councilman Lambe that Ordinance #902
be passed, adopting the Final Budget for the City of Edmonds for the year 1962. Motion
carried.
It was moved by Councilman Slye, seconded by Councilman Sorensen that Ordinance 4903 be
passed, levying the taxes for the City of Edmonds for the year 1962. Motion carried.
A motion was made by Councilman Sorensen, seconded by Councilman Slye that the regular
monthly bills be paid and warrants drawn on the proper funds. Motion carried.
A motion was made by Councilman Sorensen, seconded by Councilman Slye that the bills
against the Civic Center be paid as follows: Edmonds Tribune -Review, $11.41; Daily
Journal of Commerce, $39.60; Hall & Bennett, �95.50; and the Everett Daily Herald,
617.10. Motion carried.
Councilman Sorensen made the motion, seconded by Councilman Slye that Estimate #2,
(semi-final) to Francis Cattron for the bulkhead at the City Beach in the amount of
32554.30 be paid. Motion carried.
It was moved by Councilman Sorensen, seconded by Councilman Slye that the bill for
$150.00 to Snohomish County Humane Society be paid on Emergency Ordinance #869 for
the month of September as per contract. Motion carried.
The Mayor read and accepted the resignation of Tom Murphy as Chairman of the Civil Service
Commission. Mayor Maxwell then appointed Mr. Meredith Stokes to the Civil Service
Commission. A motion was made by Councilman Tuson, seconded by Councilman Lambe that
the Mayor's appointment of Mr. Stokes be confirmed. Motion carried.
At the recommendation of the City Engineer, it was moved by Councilman Sorensen,
seconded by Councilman Slye that the City accept the improvements in the Plat of Glen -
Dale Acres for permanent maintenance. Motion carried.
A letter from Emmet M. Bacon of the Ballinger area was received, complaining about an
equipment rental establishment near his home in an area not zoned for this. The
complaint was referred to the Supervisor for investigation.
A request from I-1m. H. Race, 740 Casper, to subdivide and use a 20 ft. easement road on
the W. side of the property was referred to the Street Committee for investigation and
report.
A request for annexation of approximately 336 acres lying west of highway 99 near the
S.E. corner of 238t' and 841� W. was turned over to a committee on annexations, which
was set up by the Mayor.

Mayor Maxwell appointed Councilman Sorensen, Chairman; and Councilmen Tuson and Slye to serve
in connection with annexations to do the preliminary investigations on future requests. This
Committee to be called the Annexation Committee.
A Petition was presented for an LID for sewering of the entire Ballinger annexation area. It
was moved by Councilman Tuson, seconded by Councilman Christensen that the Attorney be instructed
to draw a Resolution of Intention to form an LID for the construction of sewers in the area
known as Lake Ballinger. Motion carried.
A Petition for annexation of approximately 20 acres was received for an area from 220L1 to
2242!, between Highiiay 99 and the interurban R/W. The petition represented substantially
in excess of 10% of the last assessed valuation of property of the area involved. The
Petition was taken under advisement and turned over to the Annexation Committee.
A motion was made by Councilman Christpnse''11sec� ed by Councilman Lambe that Resolution r58
be passed, recognizing the overage°of aebnizTIng 'built by Mr. Chris Salamonsen on Fifth Ave.
Motion carried.
It was moved by Councilman Sorensen, seconded by Councilman Lambe that the firm of Clark -
Coleman and Associates be retained to proceed with Phase #2 of Planning for the City of
Edmonds for the maximum amount of $19,700.00 less the federal grant. Motion carried.
A motion Was made by Councilman Christensen, seconded by Councilman Tuson that the Mayor be
authorized to negotiate for False Arrest insurance. Motion carried.
It was moved by Councilman Slye, seconded by Councilman Lambe that Ordinance #904 be passed,
zoning for Preview Homes, to R-8. Motion carried.

be passed, cash prepayment expiration notice on LID #104. Motion carried.
It was moved by Councilman Lambe, seconded by Councilman Christensen, that Ordinance #906 be
passed, cash prepayment expiration notice on LID #1 01. Motion carried.
It was moved by Councilman Slye, seconded by Councilman Sorensen that Ordinance y#907 be passed,
cash prepayment expiration notice on LID #103. Motion carried.
Meeting was then recessed to Tuesday, October 101 at 8 P.M., and notices of same sent to the
two newspapers and one radio station.
October 9, 1961
Meeting was held for the purpose of opening bids on the Civic Center. Mayor Maxwell presided,
with all councilmen present.
