regular meeting was called to order by i�iayor iicGinness with all councilmen present except
Lambe and Tuson.
It was moved by Councilman Sorensen, seconded by Councilman Slye that the regular monthly
bills be paid and warrants drawn on the proper funds. Motion carried. C
A motion was made by'Councilman Sorensen, seconded by Councilman Slye that the bill from
Stadler Construction Co. on LID #106 in the amount of $2815.96 for contractor's estimate
#1 be paid. Motion carried.
It was moved by Councilman Sorensen, seconded by Councilman Slye that the bills on the
Civic Center be paid as follows: Dan Miller, architect's payment ;#3, M38.20y Eenno
Beauchamp, Inc., contractor's estimate #1 , $5272.979 and Reid,* Middleton & Associates,
Inc., engineering, $40.00. Motion carried.
A motion was made by Councilman Sorensen, seconded by Councilman Slye that the bills on
the Ballinger Trunk sewer be paid as follows: Pacific Builder & Engineer, 825.20;
Snohomish County Title Co., $26.00; Daily Journal of Commerce, 4`35.409 and David E.
Paulson, 3154.00. All these bills to be paid subject to the availability of funds.
Motion carried.
It was moved by Councilman Sorensen, seconded by Councilman Slye that the bill from Hall
& Bennett for $325.00 for Quo Warranto proceedings be approved for payment. Motion
carried.
Mr. Carlton Nau was present from Foster & Marshall and approved his firm's buying the
bond issue of 8100,000.00 from the City of Edmonds at an interest rate of 4.3854%. After
discussion, it was moved by Councilman Simpson and seconded by Councilman Christensen
that the City enter into negotiations with the firm of Foster & Marshall, subject to
the opinion of the bonding attorneys, Weter, Roberts, & Shefelman, for the sale of
$100,000.00 of bonds, and authorizing an increase in this amount up to, but not over,
$1259000.00. Motion carried.
Engineer Reid was directed to contact Seattle General Corporation, contractor on the
Ballinger Trunk Sewer project, to advise them that payment for work on the project will
be subject to securing funds from Foster & Marshall. and that authorization has been
given by 1hhe Council for sale of the bonds for this money.
It was recommended by the Engineer that requests for establishing street grades be given
to the street committee for study before coming before the Council. No action was taken.
The Sewer crossing Highway 99 for hospital service was referred to the Water -Sewer Committee
for their recommendation to the Council'.
The crane track crossing Admiral flay was referred to the Supervisor to discuss with the
firms involved and bring back to the Council.
A proposed reconsideration on the Trunk Sewer Ordinance was referred to the Water -Sewer
Committee.
The complaint of an open basement on the Civic Center site (corner of 61� & Edmonds) was
referred to the Supervisor to be taken care of by -the City.
A request from the Jr. Chamber of Commerce for disposing of the stored bicycles in the
Police Dept. was referred to the Chief of Police.
A motion was made by.Councilman Sorensen, seconded by Councilman Simpson that the Planning
Commission Resolution �4r53 for a rezoning be adopted, and the attorney directed to draw up
an ordinance amending the comprehensive plan accordingly. Motion carried.
A request for a dance hall license at "La-Ray's 99er" on Highway 99 resulted in a motion
by Councilman Slye and seconded by Councilman Harrison that the request of "La--Ray'o 99er"
to obtain a dance license be approved on a 6-months trial basis, subject to cancellation
at any time prior to that period if the Chief of Police decides it has become o nuisance.
Motion carried. Chief Grimstad, before discussion, recommended the request be denied.
It was moved by Councilman Christensen, seconded by Councilman Slye that the Nlayor be
authorized to sign the Late Comer Agreement with Mr. Chris Salamonsen, with the maxiinu•1
amount of 81800.00 entered in Paragraph #6 of the Agreement. Motion carried.
A motion was made by Councilman Sorensen, seconded by Councilman Slye that November 21 be
set as the date for Hearing on the Annexation petition of Mr. Peter Salamonsen for his
property known -as Fruitland Acres. Motion carried.
It was moved by Councilman Simpson, seconded by Councilman Christensen that Ordinance �q08
be passed, changing the sewer connection fees. Motion carried.
A motion was made by Councilman Christensen, seconded by Councilman Simpson that Resolution
#51 of the Planning Commission for a change in zoning be adopted and the attorney be
instructed to draw up an Ordinance changing the comprehensive plan accordingly. Motion
carried.
A motion was made by Councilman Harrison, seconded by Councilman Sorensen that Resolution
'52 of the Planning Commission, for a change in zoning be adopted, and the attorney be
instructed to draw up an ordinance to change the zoning map accordingly. Motion carried.

A motion was made by Councilman Simpson, seconded by Councilman Christensen that
Resolution ,r54 .of the Planning Commission be adopted and the attorney be instructed to
draw an ordinance changing the comprehensive plan accordingly. Motion carried.
Attorney Bennett reported that the Annexation election for the Westgate area will
probably be held by the county on January 16, 1962.
Councilman Slye made the motion, seconded by Councilman Harrison to instruct the
Attorney to draw up an Emergency Ordinance to cover the necessary funds needed for
the remainder of the 1961 budget year, as determined by the City Supervisor and City
Clerk. Motion carried.
There was no further business, and the meeting was adjourned.

Kovember 21, 1961
Regular meeting was called to order by Mayor McGinness with all councilmen present
extent Tuson and Christensen.
Bids were opened on 3 new Police cars. The bids were - for 3 cars, including tax and
less the 2 trade-ins:
• Walsh -Platt Motors 85000.00
Campbell -Blume Chevrolet 4769.78
Edmonds Motor Co. 4839.07
Bids were referred to the Chief of Police, and after discussion with members of the
Safety Committee, a motion was made by Councilman Sorensen, seconded by Councilman
Lambe that the bid be awarded to the low bidder, Campbell -Blume Chevrolet, for the
purchase of the 3 Police cars. Motion carried.
Hearing was held on the Petition for Annexation of Peter Salamonsen's "Fruitland Acres",
located at 2381' and 84t" W. After discussion, it was moved by Councilman Simpson and
seconded by Councilman Lambe that the City deny the request for annexation o f Mr.
Salamonsen's property as described. Motion carried.
Mayor McGinness made the appointment of Alfred 0. Holte to the Planning Commission to
fill out the unexpired term of Sproule McGinness. A motion was made by Councilman
Harrison, seconded by Councilman Lambe that the Mayor's appointment of Mr. Alfred Holte
to the Planning Commission be confirmed. Motion carried.
The proposed salary ordinance for the year 1962 was submitted to the Council, and a
motion was made by Councilman Simpson, seconded by Councilman Lambe that proposed
ordinance for salaries for 1962 be referred to the Council Committee of the Whole for
study. Motion carried.
It was moved by Councilman Slye and seconded by Councilman Simpson that January 2, 1962
be set as the date for the Hearing on the Final Assessment roll for LID J106, Sprague
Street sewer. Motion carried.
• A motion was made by Councilman Lambe, seconded by Councilman Simpson that the final
plat of Sunset Estates be approved and the Mayor be authorized to sign it. Motion
carried.
It was moved by Councilman Harrison, seconded by Councilman Lambe ths,t the final plat
of I.:aplewood Village -#1 be accepted and the Mayor be authorized to sign it. 14otion
carried.
Attorney Bennett reported to the Council that the "Quo '•larranto" action brought against
Edmonds by the City of Lynnwood had been recessed by the Court.
A motion was made by Councilman Simpson, seconded by Councilman Slye that Ordinance J909
be passed, for the issuance of J100,000.00 worth of Water -Sewer Revenue Bonds, 1961.
Motion carried.
Regarding the Ballinger Trunk Sewer area easements, a motion was made by Councilman
Sorensen and seconded by Councilman Harrison that the Attorney be authorized to draw
up an ordinance to proceed with condemnation action against the Russell property if an
agreement cannot be reached comparable to that of the adjoining property owners.
Motion carried.
It was moved by Councilman Sorensen, seconded by Councilman Slye that the Engineer be
authorized to establish the street grade on 14, S. with a certain area on 9L", to a
maximum of $100.00 worth of engineering. Motion carried.
The matter of the crane track crossing on Admiral play was still under discussion, and the
Supervisor was directed to obtain a specific request or proposal for the council to act
upon. e
