September 5, 2019
The Edmonds Citizens' Tree Board Meeting was called to order at 6:05 p.m. by Board Member Vivian Olson in the Council
Chambers, Public Safety Complex, 250 51h Avenue North, Edmonds, WA.

CALL TO ORDER:
TB Co -Chair Vivian Olson called the meeting to order at 6:05 pm.

APPROVAL OF AGENDA:
The agenda was amended with several new items under new business. Barbara moved to accept the amended agenda;
Suzanne 2"d. Passed unanimously.
APPROVAL OF MINUTES:
August 1, 2019 meeting notes were accepted with one minor correction.
AUDIENCE COMMENTS:
No audience present.
OLD BUSINESS:
a) Doug talked to Randy at SnoPUD, and they will arrange for a time when Randy can attend a future TB meeting to
discuss SnoPUD pruning practices for trees that interfere with overhead power lines.
b) Tree Tags: Bill sent an email before the meeting requesting authorization for reimbursement of expenses for the
printing and laminating of the Tree Tags. Doug moved to authorize up to $275 reimbursement; Suzanne 2"d
Passed unanimously.
c) TB at the Edmonds Farmer's Market 9/7/19: Steve, Doug, and Diane will set up beginning at 8:00 am. The main
raffle drawing for the trees we purchased for giveaway will take place around 2:30 so the winners can come back to
the market to pick them up. Doug and Suzanne plan to bring one or two additional trees each to give away.
d) Arbor Day Planting event 10/5/19 at Pioneer Way and Main St: Rich Lindsay passed out his plan for the event.
Vivian to post an announcement on myedmondsnews.com. TB will cover the cost of trees to be planted, and
Edmonds Parks will cover the cost of shrubs to be planted. Doug moved to authorize up to $1,000 for trees;
Barbara 2"d. Passed unanimously. Barbara moved to authorize up to $300 for refreshments; Doug 2"d. Passed
unanimously.
e) TB class 10/12 from 10:00 to 11:00 at Frances Anderson Center (as posted in the Craze community bulletin): Doug
getting some info together on how it will be structured; he'll put together an outline for further discussion over email
and/or at the October TB meeting. He's coordinating with Jenn Leach on the event. Topics will include tree
selection, care, and maintenance. All TB members are welcome to attend and contribute to the presentation;
contact Doug if you have something you'd like to present.
f) Street Tree List project: Barbara and Gail met to start preliminary discussions and research. They found that Seattle
and Shoreline have good comprehensive tree lists online with a variety of information such as size, color, etc.
Marysville has a smaller list that is also good. Goal is for Edmonds to be able to publish a similar list of good trees
for various applications. Steve suggested maybe the Street Tree list could include trees that don't require
substantial root volume since there are many narrow planter strips in Edmonds in need of street trees, and sidewalk
relocation to give the trees more space is not generally an option. Gail and Barbara plan to continue the project over
the next several months.
g) Urban Tree Workshop: Doug attended a workshop in Wenatchee. Talked to presenter Paula about possibly coming
to Edmonds to do a presentation for the TB and the public. She said she could, but not until 2020. Doug
commented that Paula was a very engaging speaker and he thought she would do a great presentation here. Will
be discussed further in planning for the 2020 calendar.
NEW BUSINESS:
a) Conversation about indigenous people acknowledgement: Steve moved to add the indigenous people
acknowledgement to the agenda for each month; Suzanne 2"d. Passed unanimously.
b) Conversation about note taker: We could consider hiring a note taker, which would likely cost about $120 per
meeting. Instead, the consensus was to scale back the level of detail in the meeting notes, as they're not intended
to be meeting minutes.
c) Conversation with TB contract consultant about getting started on Tree City USA: Vivian offered to send April some
notes to get the process started. April will also touch base with Kyle and review the handbook that was put together
previously to get going.
TREE BOARD MEMBER IDEAS & COMMENTS:
a) Doug brought copies of his letter to Kernen requesting to allow the TB to be involved in the upcoming Tree
Ordinance process. Doug will send the email to Kernen.
b) Steve noted that his term will end at the end of 2019; he believes 2 other TB members' terms also end then, but
couldn't remember who. Steve won't be retaining his TB position.
