Regular meeting was called to order by Mayor McGinness with all councilmen present,
except
Simpson.
The Street Committee reported that in order to properly evaluate the feelings of the people

involved in the proposed paving of the streets in the south end, a meeting would be he'd
inviting all the property owners to attend. This meeting was set for Tuesday, April 2'4,E'
at 8:00 P.M. at the Edmonds Elementary School, with all the council present, and a rep'de't
would then be ready at the council meeting of May 1.
In•order to alleviate the safety hazard at 3rd and Casper, it was reported that a cross-
walk had been installed by the Street Dept. and also a sign placed there warning motorists.
A resident of the area was present and said the situation was much improved.
A motion was made by Councilman Tuson, seconded by Councilman Sorensen that May 159 1962
be set for the opening of bids on the Laurel Street sewer LID #109. Motion carried.
A Petition for the abatement of a nuisance, referring to the refrigeration system noise
in the building owned by Nemico, Inc. at Fifth and Dayton was referred to the Safety
Committee for investigation and a report at the next council meeting. William Stoebuck,-,
Attorney, was present and spoke for the petitioners, as well as introducing several
people from the area who were protesting the noise.
The Street Committee, having met with property owners ,regarding sidewalks, curbs and
gutters on Fifth Ave. from Walnut to Elm, recommended that the Council set up a Resolution
of Intention for an LID for curbs and gutters only in the area. A motion was then made
by Councilman Sorensen, seconded by Councilman Slye that Resolution of Intention #158 be
adopted, for an LID for curbs and gutters from Walnut to..Elm on Fifth Avenue; the hearing
on'the•preliminary assessment roll to be held on May 22, and the Mayor be authorized to •
enter into contract with Reid, Middleton & Associates, consulting engineers, for the
engineering on the project. Motion carried.
It was suggested by Mayor McGinness that the council give thought to an Ordinance governing
the construction of driveways in the City of Edmonds.
A motion was made by Councilman Tuson, seconded by Councilman Smets that bids for the
warrants and bonds on the Ballinger sewer LID #108 be opened on May 15, 1962. Motion carried.
Chief Grimstad introduced a new patrolman, 'William Patterson, and Patrolman Patterson was
then sworn in. --by Attorney Bennett.
Mayor McGinness made
the following
appointments:
Harve Harrison:
Council representative
to work with the Chamber of Commerce on the
off-street
parking problem with Mr. Erickson of the Chamber.

Orland Christensen:Park Board
chairman to replace Wm. Lambe.
Orland Christensen:New Water
Committee member.
John Smets:
New Street
Committee member to replace Mr. Christensen, who was
placed on
the Water Committee.
There was no further
business, and
the meeting adjourned.

south end`wpaving. The majority of the people did" not
feel they wanted
to go ahead with
the LID, and therefore, -the Street Committee recommended that the
project bedropped at
this time.

monthly bills be paid and warrants drawn on the respective accounts.

that the bill to the
Tribune -Review for printing on LID #106 in the amount
of $161.87
be paid. 'Motion carried.

It was moved by Councilman Tuson, sg�conded by Councilman Christensen that the bid opening
date for the Admiral Way sewer LIT a extended from May 1 to May 15, 1962. Motion carried.
A motion was made by Councilman Simpson,, -seconded by Councilman Tuson that payment be
authorized to Snohomish County Civil Defense on the basis of 120 per capita as budgeted. •
