RESOLUTION NO: 500
A RESOLUTION TO THE CITY COUNCIL OF THE CITY OF EDMONDS
RECOMMENDING APPROVAL OF THE PROPOSED AMENDMENT OF THE OFFICIAL
ZONING ORDINANCE OF SAID CITY, SECTION 12.14.020, TO ESTABLISH
THE RANGE AND GUIDELINES OF PARKING SPACES REQUIRED OF BOAT
STORAGE.
WHEREAS, the Planning Commission of the City of Edmonds
pursuant to proper notice and publication, held a public hearing
on a proposal to amend the Zoning Ordinance to establish the range
and guidelines of parking spaces required for boat storage to be
established by the Board of Adjustment.
WHEREAS, the number of parking spaces required to accom-
odate the users of storage facilities will vary depending on the
type and convenience of the boat use, and
WHEREAS, the surrounding conditions have a direct
bearing on the parking required at peak demand times, and
WHEREAS, a uniformly applied parking standard would
not be in the best interest of the City's waterfront because
it is unlikely to meet the demand causing a surplus of either
vehicles or paving, neither being compatible with the waterfront,
now, therefore
BE IT RESOLVED that recommendation be and the same
hereby is made to the City Council of the City of Edmonds that
the proposed amendment contain an Exhibit "A" be approved.

"EXHIBIT A"
Add the following to Section 12.14.020, Paragraph G:
12.14.020 TABLE OF MINIMAL STANDARDS USE SPACES REQUIRED
(1) Boat Storage Facilities
The number of parking spaces requred shall be determined
by the Board of Adjustment using, but not limited to,
the criteria listed below. In no case shall the parking
required be less than 10% nor more than 100% of the boat
storage spaces provided.
(2) The criteria to be considered are as follows:
(1) Evaluate the type of storage facilities, i.e.,
dry storage, moorage, leisure boating, fishing
oriented boating, etc. and assess the demand for
automobile parking associated with the type
facility proposed.
-(2) Assess the convenience factor of boat utilization
indicator of automobile parking required.
(The time interval from departure of the auto-
mobile to operating boat in the water).
(3) Assess the impact of parking demand in excess
of that provided assuming that other nearby
facilities will be operating in peak demand
at the same time the proposed facility will be
operating at peak demand. Are there alter-
native parking sites that may be utilized
was supplementary transportation connecting
the supplementary parking site with the pro-
posed facility.
