A RESOLUTION TO THE CITY COUNCIL OF THE CITY OF EDMONDS
RECOMMENDING APPROVAL OF AN AMENDMENT TO THE OFFICIAL
ZONING ORDINANCE OF SAID CITY, SECTION 12.13.040 (a)(i)
"ACCESSORY BUILDINGS" (FILE #ZO-5-76)
WHEREAS, the Planning Commission of the City
of Edmonds, pursuant to proper notice and publication, held
a public hearing on a proposed amendment to the Official
Zoning Ordinance, Section 12.13.040 (a)(i) in regards to
accessory buildings, and
WHEREAS, there have been several instances
of problems arising from the present regulations ,with
respect to guest houses, overly large garages, ill -constructed
stables, temporary boat shelters, and playhouses, and
WHEREAS, said amendment is necessary to promote
the public health, safety and general welfare, now therefore,
BE IT RESOLVED that the Planning Commission
recommends and forwards to the City Council of the City of
Edmonds that the proposed amendment to the Official Zoning
Ordinance Section 12.13.040 (a)(i) as set forth in Exhibit
"A" attached, be adopted.

"EXHIBIT A"
12.13.040 Secondary Uses in RS Districts. The following noncommercial
structures and uses are permitted as secondary uses in an RS zone, sub-
ject to the general provisions set forth in the Zoning Code.
(a) Accessory buildings and structures
(1) Dimensional requirements:
(a) Maximum height = 15 feet
(b) Maximum square footage = 1,000 square feet, but in no
case shall the combined area of the accessory structure
and the primary structure or residence exceed the allow-
able lot coverage.
(2) Setbacks: Accessory structures shall meet all front and side
yard setbacks but may locate up to five (5) feet of the rear
property line.
(3) Accessory structures shall not have basements.
(4) Accessory structures shall include but not 5e limited to, the
following:
(a) Private garages and/or carports designed to accomodate
no more than four (4) cars.
(b) Privately owned noncommercial stables for the keeping
of horses for personal use with a minimum lot size of
12,000 square feet in area irrespective of the zoning,
and a minimum setback of 30 feet from any property line,
and subject to a-proval from the City Health Officer.
(c) Guest houses, subject to a grant of a conditional use
permit provided that the lot contains at least 20,000
square feet regardless of the zoning established on the
property, and that the guest house has no kitchen or cooking
facilities, and is not occupied by paying roomers and/or
tenants and/or boarders.
(d) Private docks and mooring facilities and a private boat house
or hangar for the sole use of occupants of the premises and
their guests, to accomodate private noncommercial pleasure
craft, provided that such docks, moorages, boat houses, and
appurtenances thereto be in harmony with the character of the
principal structure and the dwellings in the district..
(e) Shelter stations
Delete Section 12.13.040 (i)
