Resolution 525PLANNING COMMISSION RESOLUTION NO. 525 A RESOLUTION TO THE CITY COUNCIL OF THE CITY OF EDMONDS RECOMMENDING APPROVAL OF AN AMENDMENT TO THE OFFICIAL ZONING ORDINANCE OF SAID CITY TO MAKE PROVISIONS FOR PARKING IN THE DOWNTOWN COMMUNITY BUSINESS ZONE AS SET FORTH IN PLANNING COMMISSION FILE NO. ZO-14-76 WHEREAS, the Planning Commission of the City of Edmonds, pursuant to proper notice and publication, held a public hearing on a proposal to amend the Official Zoning Ordinance of said city to make provisions for parking in the downtown Community Business (BC) Zone; and WHEREAS, the Comprehensive Policy Plan has been approved in draft form including the goals and objectives of the Downtown Parking Plan as stated in Section 404 (Exhibit "A"); and WHEREAS, the implementation of the adopted plan requires certain amendments to the Zoning Code; and WHEREAS, the proposed amendments to the Zoning Code con- tained in Exhibit "B", "C", "D", "E", and "F" are necessary to promote the public health, safety and welfare; now therefore BE IT RESOLVED that the Planning Commission recommends and forwards to the City Council of said City, that the proposed amendment to the Official Zoning Ordinance to make provisions for parking in the downtown Community Business (BC) Zone, as set forth in Exhibit "A", "B", "C", "D", "E", and "F" attached hereto, be adopted. To encourage downtown development that enables the realization of an aesthetical- ly pleasing business community consisting of people comforts, park -like surround- ings, de-emphasizing auto pollution and congestion. To provide landscaping, rest and comfort areas for the pleasure of citizens while in the business district. 6. To search for an acceptable.means of furthering the coordination of new building design and old structure restoration. 7. To study methods of sign regulation compatible with aesthetic appearance and economic practicality. 8. To recommend public area and street lighting best suited for comfort, security,, and aesthetic beauty. 9. To initiate a program of enforcement of the Abatement Ordinance. 10. To encourage the use of alley entrances and courtyards to beautify the back alleys along h1ain Street. 11. Development of mini -parks in the downtown business district. EXHIBIT "B" P . C. (2) BN, CG, AND CW ZONE - According to the foZZowing TABLE OF MINIMUM STANDARDS USE --SPACES REQUIRED (Table to remain as codified) EXHIBIT "D" P.C. RES.#525 Amend Chapter 12.14 by adding Section 12.14.031 providing for a Parking Commission to recommend parking policies and recom- mendations to the Council. The provisions to be included are: 1. Membership - Five (5) members composed of the following: a. Downtown property owner b. Tenant merchant c. Local shopper d. A service business (i.e., professional, financial) e. At large member 2. Responsibilities: a. Formulate parking regulations for adoption by the Ci ty Counci 1. b. Be available for guidance to the Staff, Commissions and Boards of the City for advice and administration of regulations. c. Assist in enforcement procedures. EXHIBIT "E" P.C. RES. #525 Amend Section 12.14.020 H(h)(2) as follows: (2) Dimensions: Minimum dimensions of off-street parking areas shall be not less than as shown on Figure 1, minimum parking lot requirements; provided however that 20% of the spaces provided may be reduced in size to not Zess than 80% of the size of parking space area required by the code.
