Resolution 229PLANNING COMMISSION RESOLUTION NO. 229 A RESOLUTION TO THE CITY COUNCIL OF THE CITY OF EDMONDS RECOMMENDING THE APPROVAL OF A PROPOSED AMENDMENT TO THE COMPREHENSIVE STREET PLAN OF SAID CITY BY ADOPTING AN OFFICIAL STREET MAP TO BE ADDED TO SECTION 12.03.065 OF THE EDMONDS CITY CODE, SETTING FORTH STREET RIGHT-OF-WAY FOR 9TH AVENUE NORTH FROM DALEY STREET TO CASPER STREET, IN ACCORDANCE WITH PLANNING COMMISSION FILE N0. CP-3-67. ST-2-67 WHEREAS, the Planning Commission of the City of Edmonds, pursuant to proper notice and publication, held a public hearing on a proposed amend- ment to the Comprehensive Street Plan of said City for establishing right-of- way width and alignment for 9th Avenue North from Daley Street to Casper Street; and WHEREAS, having made the findings set forth in Exhibit "A" attached hereto, the Planning Commission determined that the street right -of -tray as set forth on Engineer's Drawing No. E-C-102 should be established as projected; now, therefore, BE IT RESOLVED by the Planning Commission of said City that recommendation be and the same hereby is made to the City.Council_of the City of Edmonds that the proposed amendment be adopted as an Official Street Map to be added to Section 12.03.065 of the Edmonds City Code. The subject street is inadequate in right-of-way area to serve its designated use of community arterial. It provides an important link in the thoroughfare system and carries a significant amount of north - south vehicular traffic. 2. In order to provide a reasonable space for vehicular movement and underground utilities, additional right-of-way width should be established. 3. Washington State Highway Commission standards for pavement and right- of-way widths have been adopted by the City and should be used as a goal in establishing the width of this street. 4. The proposal would enable the better coordination of plans which comprise the Comprehensive Plan for the advantageous development of Edmonds. 5. The proposal would assist in the regulation of future buildings by establishing right-of-way lines from which can be measured the necessary front yards.
