RESOLUTION NO. 232
A RESOLUTION TO THE CITY COUNCIL OF THE CITY OF EDMONDS, RECOMMENDING THE
DENIAL OF A PROPOSED AMENDMENT TO THE OFFICIAL ZONING ORDINANCE OF SAID
CITY, SECTION 12.12.090, DEFINITION OF HOME OCCUPATION, DELETING BEAUTY
SHOPS AS AN EXCEPTED USE, IN ACCORDANCE WITH PLANNING COMMISSION FILE NO.
ZO-3-67.
WHEREAS, the Planning Commission of the City of Edmonds, pursuant
to proper notice and publication, held a public hearing on a proposed amend-
ment to the Official Zoning Ordinance of said City deleting Beauty Shops as
an excepted use from the definition of Home Occupation, set forth in Section
12.12.090; and
WHEREAS, having made the findings set forth in Exhibit "A" attached
hereto, the Planning Commission determined that amendment should not be made
as proposed; now, therefore,
BE IT RESOLVED by the Planning Commission of said City that recom-
mendation be and the same hereby is made to said City Council that the
proposed amendment be denied.

Finding f®r Planning Commission File No. ZO-3-67:
Patron auto parking for beauty shops in residential areas could
become a problem to adjoining homeowners. The Zoning Ordinance regu-
lations for home occupations do not include provisions Which directly
control such patron parking. Until such time as these home occupation
regulations have been augmented to adequately control the detrimental
aspects of such uses, the inclusion of beauty shops cannot be judged
as a benefit to the public welfare.
